Subject: Upper East Ravine Master Plan
Introduction
In 2005, the City created its East Ravine Plan to designate land use throughout the northern and
eastern portions of Cottage Grove for future development. A major component of that plan included a
broad visualization of park and greenway spaces. As development in Cottage Grove moves from the
West Draw neighborhoods to the Upper East Ravine area the City has begun the process of master
planning its park and trailway system.
Background
Over the past several months, staff has been working in coordination with the South Washington
Watershed District and Westwood development /landscape consultants to a master plan for the Upper
East Ravine Neighborhood. The plan's goal is to strategically map the parks and recreation system in
a manner that utilizes existing East Ravine Plan concepts while also taking into account land use and
economical changes that have been incurred since 2005. Further, the plan refines the East Ravine
large scale plan to provide a much more direct focus on individual park components planned for this
particular area.
The Upper East Ravine Parks Master Plan is an approximately 2 square mile area bordered to the west
by Ideal Avenue, Woodbury to the north, Keats Avenue to the east and 70 Street to the south. Within
the Upper East Ravine, the plan identifies 7 future neighborhood parks, one community park and miles
of trailway and green corridors to provide connectivity. Staff believes this plan provides the proper
service radius areas (1/4 mile for neighborhood parks and 1 mile for community parks) as well as the
need for connectivity as outlined in the City's 2030 Comprehensive Plan. It also protects valuable lands
and natural resources by identifying them as conservation areas.
Three documents are attached with this report for the Commission's review. The first map highlights
the recreational service areas and trails of the Upper East Ravine neighborhood as it relates to the
current parks and recreational system. The second map is similar in nature by mapping service areas
but focuses on the Upper East Ravine Neighborhood and provides better visual understandings of land
use for parks, trails and connectivity. The third map is a conceptual design of the community park
depicted on the site plans. This was created to give users of the master plan an understanding of park
size and possible designs at this particular community park site. Although this master plan provides
much detail, the park could certainly change in the areas of designed usage depending on the
community's recreational needs at the time of construction.
Recommendation
Recommend to approve and place on file the Upper East Ravine Master Plan.
