HomeMy WebLinkAbout2012-02-15 MINUTES (SPECIAL MEETING)COTTAGE GROVE CITY COUNCIL City of Cottage Grove, Minnesota Special Meeting February 15, 2012 CALL TO ORDER — Special Meeting The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on February 15, 2012 at the Cottage Grove City Hall, 7516 80 Street South. Mayor Bailey called the meeting to order at 6:30 p.m. ROLL CALL The following were present: Mayor Myron Bailey, Council Member Derrick Lehrke, Council Member Justin Olsen, Council Member Jen Peterson, and Council Member Dave Thiede. The following were absent: None. Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Robin Roland, Finance Director; Corrine Heine, City Attorney- Kennedy & Graven; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; and Les Burshten, Public Works Director. Mayor Bailey presided over the meeting. Mayor Bailey announced that the purpose of the special meeting was to meet with Washington County officials regarding the 70 Street Realignment Project. Cory Slagle and Jacob Gave representing Washington County were in attendance. Also present were Matt Moore and Jack Lavold of the South Washington Watershed District (SWWD). Cory Slagle, Design Engineer /Project Manager, provided an overview of the County Road 10 -20- 22 (70 Street South) Intersection Improvement Project, the proposed improvements, alignment options, SWWD coordination, land acquisition, and schedule. Mr. Slagle noted that this is a proposed $2.5 million improvement project that would include the realignment of 70 Street to make a continuous east -west route; would eliminate one all -way stop intersection; reconstruct portions of County Road 19 and 70 Street; prepare County Road 19 and 70 Street intersection for future traffic control; and address drainage issues. The improvements would improve safety and better serve existing and future traffic patterns. Mr. Slagle noted that the South Washington Watershed District would be constructing regional drainage facilities or pipe within the project area and this would be a great opportunity to share services and construct a joint project to include land acquisition costs. Mr. Slagle highlighted the project schedule noting that an open house would be held in March 2012; complete plan preparation in the fall 2012; begin construction in spring 2013; hold an open house prior to construction; and completion of construction expected in fall 2013. Cottage Grove City Council February 15, 2012 Special Meeting Mr. Slagle stated that the next step is to select the alternative and begin plan preparation and land acquisition process and hold the open house in March 2012. Council Member Thiede stated that on 70 Street it comes up to where it was repaved last year and Mr. Slagle confirmed that. With the project on County Road 19 that started last year from T.H. 61 to Bailey, we skipped this project area because of the work that would be going on. City Engineer Levitt stated we would be responsible for right -of -way, which would be shared between the County and the Watershed District so once we have the appraisals done, we would be able to look at those numbers and figure out how that breaks down for land acquisition. The project would be eligible for State Aid so we would anticipate using State Aid dollars and recoup that over a 20 -year cycle on our State Aid needs.
