CALL TO ORDER — Special Meeting
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a
special meeting on March 21, 2012 at the Cottage Grove City Hall, 7516 M Street South.
Mayor Bailey called the meeting to order at 6:30 p.m.
ROLL CALL
The following were present: Mayor Myron Bailey, Council Member Justin Olsen, Council
Member Jen Peterson, and Council Member Dave Thiede.
The following were absent: Council Member Derrick Lehrke (Late)
Staff Present: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Jennifer
Levitt, City Engineer, Craig Woolery, Public Safety Director; and Les Burshten, Public
Works Director.
Also Present: Thomas Henning, SEH, Trevor Shearen, Minnesota Pollution Control Agency
(MPCA), Gary Garner, 3M, and Vickie Batroot, 3M- Cottage Grove.
Mayor Bailey presided over the Special meeting.
The City Council met with representatives of the Minnesota Pollution Control Agency
(MPCA), 3M Cottage Grove, and SEH on 3M's two (2) permits out for public comment.
One permit governs the air and the other permit governs the hazardous waste. City Engineer
Levitt noted that the comment period for the two (2) permits ends April 23 and that there is a
public meeting on April 10 at 6:30 p.m. at the Cottage Grove Middle School hosted by the
MPCA. At that time the MPCA will review the two (2) permits, but this is the City Council's
opportunity for the City Council to interact with 3M and the MPCA.
Tom Henning of SEH walked the City Council through how the incinerator works and the
different components of the incinerator itself. This is to educate everybody so you when we
are talking about how it works and the different components, the City Council would have a
visual idea of the various components.

City Engineer Levitt then reviewed a power point presentation regarding the amount of non -
3M waste that could be brought into the incinerator that has to be generated in the U.S. The
waste could not come from Canada, Mexico or any other location. She stated that law
enforcement waste would be accepted.
The MPCA reviewed the parameter and reasons of emissions negotiated with 3M.
City Engineer Levitt stated that there was a request to prepare a human health and ecological
risk assessment. The MPCA has requested that 3M prepare an assessment within 90 days of
permit issuance.
City Engineer Levitt stated that the City has requested that more random and unannounced
inspections take place. The Environmental Commission wanted to see the trend of
inspections so we are requesting the data from the MPCA and Washington County.
City Engineer Levitt stated that in your packet she also provided a copy of our memorandum
of understanding with 3M.
Mr. Shearen of the MPCA highlighted some of the changes to the permit.
There was discussion on at what point the City would reactivate the air monitors, the
amount of emissions or clean burning waste, and the format of the upcoming meeting.
The Special Meeting adjourned to the Regular Meeting at 6:55 p.m.
