SUBJECT: Local Performance Measurement and Reporting program
Introduction
The Council on Local Results and Innovation was created by the Legislature in 2010. The
work of this Council resulted in the issuance of a standard set of ten performance measures for
Cities and Counties in February 2011. The City of Cottage Grove chose to participate in this
voluntary standards measure program in 2011. The State is requesting that the City submit a
new resolution for 2012 participation.
Discussion
Information on the "Local Performance Measurement and Reporting" program was provided to
the City Council in June 2011 when the first resolution was adopted. Many of the model
performance measures identified by statute are measures we already calculate as part of our
annual budget process. Several of the measures call for input by citizens through a survey,
which is currently underway by Decision Resources.
Potential funding from this program in 2012 is $4,842. The proposed resolution is attached.
The resolution was to be submitted by July 1 St however the Office of the State Auditor has
graciously extended the deadline for us until July 1 g t "
Requested Action
Adopt the Resolution adopting the ten performance benchmarks recommended by the Council
on Local Results and Innovation for 2012.
RESOLUTION NO. 12-
RESOLUTION ADOPTING MODEL PERFORMANCE MEASURES
WHEREAS, the Council on Local Results and Innovation has released a standard set of ten
performance measures for Cities; and
WHEREAS, cities and counties that chose to participate in the new standards measure
program may be eligible for a reimbursement in LGA and an exemption from levy limits; and
WHEREAS, the City of Cottage Grove already tracks many performance measures in order
that its taxpayers may see the resulting benefits from their property tax investment in the City; and
WHEREAS, this City will report the results of the adopted measures to our residents before the
end of the calendar year through publication and on the City's website; and
WHEREAS, in order to be eligible for LGA reimbursement and exemption from levy limits, the
City must officially adopt the corresponding ten performance benchmarks developed by the Council
and submit a declaration of that adoption to the Office of the State Auditor.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Cottage Grove,
County of Washington, State of Minnesota, that the following ten performance benchmarks be
adopted for use by the City in 2012:
1. Citizen rating of the overall quality of services provided by the City.
2. Percent change in the taxable property market value.
3. Citizen rating of the overall appearance of the city
4. Part I and II crime rates
5. Insurance industry rating of fire services.
6. Average city pavement condition rating
7. Citizen rating the quality of snowplowing on city streets.
8. Citizen rating of the dependability and quality of city water supply
9. Citizen rating of the dependability and quality of city sanitary sewer service.
10. Citizen rating of the quality of city recreational programs and facilities (parks, trails & park
buildings).
