Subject: 2012 -2013 Paid -on -Call Firefighter Pay Plan
Introduction
Following is a request for two actions by Council. First is to adopt a new salary schedule for
part time fire personnel. Second is to adopt an expanded Duty Crew schedule.
There are several staff members in the Fire department that deserve special recognition. As
part of the Good to Great process they were appointed to a Pay Equity Committee. They are:
Bob Bray, Scott Shaver, Jeff Fischbach and April Warner. Their ideas, among other factors
such as market comparisons, were taken into consideration in formulating the two staff
recommendations for City Council consideration.
2012/2013 Paid on Call Firefighter Wages
In 2009 the City reviewed compensation levels for its Paid -On -Call (POC) firefighters. At that
time the average rate of pay for a POC was $9.56 /hour. As a result of an analysis of the
prevailing wages within the marketplace the Council, at that time, approved a rate of pay for
2010 for Paid -on -call Firefighter /EMTs of $10.00 /hour which was increased further to
$11.00 /hour for 2011 (with corresponding changes in pay for officers, engineers and the like).
The City recently conducted a new market analysis and has determined that prevailing rates of
pay for Paid -on -call Firefighter /EMTs is currently $12.35 /hour which is up slightly from the
2009 study. The range of pay within the mid 80% of the market spans between $10.00 and
$14.94 /hour. As a result of this information staff is proposing to target the market mean which
is effectively our Council policy directive (actually 97% of mean at a minimum). Proposed at
this time is to increase the rate of pay for 2012 for Paid -on -call Firefighter /EMTs to $12.00 /hour
effective July 1, 2012 with a further increase effective January 1, 2013 to $13.00 /hour.
Additional positions within the salary schedule would realize similar increases in compensation
pursuant to the attached schedule.
The recommended wage increases are at a level that would not be supportable within the
2012 budget with an effective date earlier than July. As has occurred with other pay
categories and labor groups the City is proposing to phase increases later within the calendar
year to be responsive to budget requirements. The 2013 wage and run cost over 2011 wage
and run cost is estimated at $82,000.
Expansion of Duty Crew
Through the Good to Great process it was identified that the current system of providing
coverage for EMS response through a limited duty crew response requires expansion.
Currently, the Fire department tries to schedule a full -time Firefighter /Paramedic or .6
Paramedic 24 hours a day. However, with vacations, training, etc. this is not always possible
and they rely on Casual Paramedics and /or Paid -on -call Firefighter /Paramedics. In addition to
these personnel, from 4:00 AM to 10:00 PM, the Fire department two other Paid -on -call staff
members on duty crew and two more on standby status. From 10:00 PM to 4:00 AM, the Fire
department has four Paid -on -call staff members on standby status. When they are on standby
status they respond from home when an EMS call comes in. This increases the time it takes
for an ambulance to arrive on scene.
Staff is recommending phasing in an expanded duty crew model where there will always be at
least one paramedic and two Paid -on -call Firefighter /EMTs on duty 24 hours per day. Staff is
also proposing to add a third Paid -on -call Firefighter /EMT to the duty crew during peak hours
(see attached schedule). This staffing will allow the Fire Department to respond to the first
medical call within minutes, if not seconds, of the page out from dispatch. The Police
Officer /Paramedics would supplement this model with assisting this crew when requested and
responding to second and third medicals.
This expanded Duty Crew model comes at a significant cost and also with significant
anticipated benefits. Staff did comparisons of actual 2011 payroll costs with projected 2013
payroll costs, when the increases are fully implemented. In 2011, the City paid $473,174.20 in
part -time wages in the Fire Department. This includes transport bonuses, standby pay and
31,941.64 hours of pay. With the duty crew model as proposed, staff anticipates 2013 hours to
be 41,125.90 and an annual cost of $608,100.55. This schedule expansion is estimated to
result, therefore, in about $53,000 in annualized costs beyond those represented by the above
recommended wages. While these cost increases are significant, staff believes that the hourly
wage increases are warranted and this model will increase response to the public. Staff also
anticipates savings in special assignment hours worked as many of these duties will be
accomplished by employees working Duty Crew. As the Duty Crew growth is phased in the full
cost impacts will occur in 2013. Most of these cost impacts will be experienced within the EMS
enterprise system and not within the general fund.
The benefits of the proposed model are as follows:
1. Projected to dramatically improve response time for an ambulance on scene
2. Projected to improve second and third out ambulance call response
3. Responds positively to staff recommendations through Good to Great
4. Results in Paid -on -call staff being scheduled rather than paged which has positive
outcomes to the City, to service levels, and to staff
5. Reduces reliance on full -time Fire officer personnel resulting in enhancement of service
levels outside EMS response
6. Reduces reliance on Police Officer /Paramedics adding flexibility to schedules for police
patrol
7. Reduces the need that would otherwise exist to expand full -time staffing, reliance on
mutual aid, or outsourcing of a portion of the schedule to other third party vendors
Action
Staff is recommending Council:
1. Adopt a Resolution approving the 2012 -2013 Fire Department Paid -on -call Pay Plan.
2. Approve expansion of the Duty Crew schedule per the above.

Employees will be paid 1.5 times their regular rate of pay for all hours worked
between 12:00 AM and 11:59 PM on the actual holidays as defined in the City
Personnel Policy.
ARTICLE 11. EFFECTIVE DATE
This resolution shall become effective January 1, 2012 and shall remain in effect
until amended by the City Council.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, that the above listed
plan be adopted.
