Subject: Six Month Report
Enclosed is a listing of the major policy items that have been addressed by Council during the
first six months of the year. There have been a number of additional actions taken by Council
including equipment purchases, proclamations, responses to citizens and the like that are not
included herein.

City Council Major Action Items
January through June 2012
Following is a compendium of items that have been addressed at meetings of the City
Council during the first six months of 2012. Items assigned to individual members of
Council such as membership on the High Speed Rail Commission, the IMTF review,
Strawberry Festival committee work, participation in governmental agency meetings,
EDA projects not yet before Council and the like are not included here.
Gifts and Grants
1. Authorized grant request to DNR in the amount of $50,000 for prairie restoration
and rehab of West Draw and Camel's Hump
2. Authorized grant request to MNDOT for reconstruction of Jamaica Avenue
3. Authorized grant request to DNR in the amount of $25,000 for diversification of
tree stock
4. Authorized joint grant request with SD833 and Washington County for Safe
Routes to School planning grant
5. Authorized grant request to FEMA in the amount of $255,600 for SCBA's
6. Supported a grant request for East Metro Rail Yards from TIGER funds
7. Accepted grant from Washington County Emergency Management in the amount
of $18,000 for 800 MHZ radios for Public Works (8 radios)
8. Approved agreements with SWWD for PSCH Rain Harvesting, and two distinct
pond projects in the amount of $246,495
Development and Infrastructure
1. Reduced Park Dedication fees from $4200 /unit to $3200 /unit
2. Approved traffic signal operational review by S.E.H and subsequently approved
signal operations changes
3. Approved MNDOT agreement for the Belden Quiet Zone, plans and specs, and
Bid
4. Approved Cedarhurst CUP for licensed adult daycare
5. Approved Final Plat extension for Lehigh Acres
6. Approved Aggregate Industries Mining Permit
7. Held workshops on 70 Street Extension (Feb. and June)
8. Approved American Motor Sports amended CUP for restaurant expansion
9. Approved declaration of easements for PSCH project; also sale of granular
material and awarded bid for Fiber Network Expansion; authorized project
change orders
10. Approved 3M Site Plan for carbon filtration facility
11. Approved Business Accelerator with fee transfer
12.Accepted the Gateway North Open Space Natural Resources Management Plan
13.Approved Central Ravine /80 Street Pond Design Survey project with SWWD
14, Approved Fire Flow Testing project of hydrant pressures
15. Authorized feasibility study for Marathon Tank Farm water main extension
16.Authorized East Ravine Major Roadway Study
17.Authorized contracts for Park survey, Hamlet feasibility study, and Community
Building design refinements
18.Approved submittal of letters to State /Fed agencies regarding 3M Incinerator
19. Approved a TI spending plan, , approved decertification of TIF1 -13 and
scheduled a public hearing for modification of TIF1 -3 (Sept 5)
20. Awarded contracts for Seal coating, striping, and sweeping, and trail micro
surfacing
21. Approved the Werner Wind generator project CUP
22. Approved final plat for Pinecliff 5 th Addition and approved agreement for
infrastructure improvements; also held public hearing for ROW acquisition and
vacation of Ideal (hearing extended to 7/18)
23. Held Public Hearing on W. Pt. Douglas assessments (hearing extended to 7/18)
24. Approved development agreement with Stonehenge and also CUP for athletic
facility
25. Awarded contract for 2012 Pond Improvement Project
26. Approved plans and specs and July 12 bid date for Woodridge Pond
improvements
27. Approved extension of Oak Cove Addition Final Plat
28. Received information on East Ravine AUAR (kicking off AUAR staff review)
29. Provided support to HRA Parkside Rehab project
30.Approved signal maintenance agreement with Washington County for battery
back -up at 70 /Hardwood

1. Held workshop to receive update of 2011/12 infrastructure, PSCH status,
Thompson Grove Community Building, 2012 budget, marketing and
communication
2. Received Ambient Air Monitoring Report
3. Authorized submittal of Wellhead Protection Program Evaluation to MDH
4. Held workshop on South Washington Water Supply Work Group
5. Sold bonds for 2010 -11 pavement management in the amount of $1,870,000
6. Received report on electronic packet savings
7. Authorized advertisement for Charter Commission applicants
8. Authorized lockbox services for utility payments
9. Conducted liquor and tobacco compliance hearings
10. Authorized amendment to Denmark Township inspections contract
11. Held Goals workshop
12. Hosted annual photo contest and announced winners
13. Recognized Reserve Officer Academy graduates

22. Designated SWWD for implementation of Wetland Conservation Act
23. Held the 2013 -14 budget workshop
24. Received an update on Public Safety IT support
25.Adopted an ordinance amending employee background check policy
26.Authorized work comp and package policies
27.Amended Accessory Structures ordinance
28. Updated the code regarding commercial zoning districts
29. Amended requirements for Home Occupation Permits
30. Approved labor agreements and non -rep pay plan
31. Received the financial audit report
32. Approved an agreement with Washington Conservation District for 2013 -15
Water Resource Education Program
33.Approved interfund loans and closing of funds
34. Several responses to public input, received several presentations and granted
various awards and resolution declarations and approved several minor variance
requests, and code and nuisance violation items as well as various vehicle and
equipment purchases and receipt of donations
