HomeMy WebLinkAbout2001-01-31 MINUTES SPEC/AL MEETING ` COTTAGE GROVE CITY COUNCIL January 31, 2001 CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a special meeting on January 31, 2001 at the Cottage Grove City Hall, 7516 80th Street South. Mayor Sandy Shiely called the meeting to order at 3:00 p.m. ROLL CALL Present: Mayor Sandy Shiely Council Member Pat Rice Council Member Jim Wolcott Council Member Rod Hale Absent: Council Member Cheryl Kohls Also Present: Ryan Schroeder, City Administrator Caron Stransky, City Clerk Les Burshten, Public Works Director Kim Lindquist, Community Development Director Allan Larson, Public Works Technician Ron Eriksen, Working Foreman Mayor Shiely presided over the meeting. APPROVAL OF AGENDA Mayor Shiely amended the agenda adding "Council Comments/Requests" following the bid award to discuss miscellaneous items. MOTION BY WOLCOTT, SECONDED BY HALE, TO APPROVE THE AGENDA AS AMENDED. MOTION CARRIED. 4-0. BID AWARD The purpose of the special meeting was to consider awarding bid for the salt storage building. It was noted that the City received bids on December 19, 2000. The low bidder, Cannon Construction, would not extend their bid guarantee past February 2, 2001. . Special Meeting—January 31, 2001 � Cottage Grove City Council Page 2 Community Development Director Kim Lindquist explained the building material proposed does not comply with the adopted ordinance regulations in that metal buildings are not permitted within any industrial district. The ordinance permits exterior surFaces of "brick, stone, decorating architecturally textured concrete products, wood veneer, glass, stone, decorative pre-cast concrete panels, equivalent products, or better". City Code allows metal only as an accent to the building. Lindquist noted that Planning staff reviewed the proposed site plan and recommends that the salt storage building be installed in the southeast corner of the site, requiring removal of the rental house. She noted that planning staff was concerned about the proposed exterior material, placement of the building on the site, and aesthetics to the surrounding neighborhood. The Council expressed concern that the City was not in compliance with its own regulations and that they were being forced to make a last-minute decision. Council discussed the potential future redevelopment of the area immediately to the east of the public works facility as a transit hub. There seemed to be consensus that the salt storage building should be moved further east on the site in order to reduce any negative impact to this development. MOTION BY HALE, SECONDED BY WOLCOTT, TO REJECT THE BIDS FOR THE CONSTRUCTION OF THE SALT STORAGE FACILITY. MOTION CARRIED. 4-0. Council directed staff to amend the site plan, provide notice to the tenant of the rental on termination of their lease by August 1 or earlier in order to relocate the building on the site, and to amend the specifications in compliance with Code regulations. COUNCIL COMMENTS/REQUESTS Council scheduled a workshop session for Tuesday, February 13, 2001, at 6:00 p.m., to establish goals and objectives for 2001.
