March 28, 2001
CALL TO ORDER
The City Council of the City of Cottage Grove, Washington County, Minnesota held a special
meeting on Wednesday, March 28, 2001, at the Cottage Grove City Hall, 7516 80'h Street South.
Mayor Shiely called the meeting to order at 7:00 p.m.

Absent: EDA Member Gerard Weingartner
Also Present: Ryan Schroeder, City Administrator
Michelle Wolfe, Assistant City Administrator
Mayor Shiely presided over the meeting.
ADOPTION OF AGENDA
By consensus, workshop item #4 was added to the agenda: Role of Council Members and the EDA.
BUSINESS ITEMS
1. EDA Resolution: Request City Council to call for a Public Hearing on the Modification of
Development District No. 1, and Proposed Modification to Tax Increment Districts 1-1 and 1-3.
MOTION BY KLEVEN, SECONDED BY PEDERSON, TO APPROVE THE RESOLUTION. MOTION
CARRIED 5-0.
2. Review of Council Goals and EDA Strategic Plan
There was a review of the 2001 Council goals and the 2000 - 2005 EDA Strategic Plan. There was
consensus that the goals and plan were consistent and should remain in place without changes.
3. �laws �nd Enabling Resolution
There was no�enough time to discuss this item. If needed, this topic would be placed on a future
agenda for di�cussion. It was noted that the EDA recently approved changes to the bylaws, and that
they would be presented for City Council approval in the future.

4. Role of Council Members and the EDA
There was discussion about the role that EDA Members and Council Members should play in the
economic development process. tt was agreed that the EDA should not represent political positions
to outside bodies without the knowledge and support of the Council.
It was suggested that perhaps Council Members should rotate into positions on the EDA. This would
provide background and insight into the EDA, and help improve communication.
All agreed that the two groups should meet more often in order to communicate better. It was
suggested that staff make an effort to keep Council and the EDA as informed as possible about the
progress of various projects.
5. Other Business
The Council and EDA members were advised of the availability of a parcel of land for purchase. The
parcel is in the Langdon area, behind the Majestic Ballroom Building and is currently owned by
WAG Farms. By consensus, those present directed staff to pursue purchase of the land. One
possible use cited was a park-and-ride facility.
