OTHER BUSINESS ADJOURNMENT SPECIAL MEETING COTTAGE GROVE CITY COUNCIL May 23, 2001 CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a special meeting on Wednesday, May 23, 2001, at the Cottage Grove City Hall, 7516 80th Street South. Mayor Sandy Shiely called the meeting to order at 7:05 p.m. ROLL CALL Present: Mayor Sandy Shiely Council Member Rod Hale Council Member Cheryl Kohls Council Member Pat Rice Council Member Jim Wolcott Also Present: Ryan Schroeder, City Administrator Michelle Wolfe, Assistant City Administrator Les Burshten, Public Works Director Dave Dally, Fire Chief Kim Lindquist, Community Development Director Ron Hedberg, Finance Director Mayor Shiely allowed an amendment of the agenda to expand the closed session to provide a grievance mediation update. UNION NEGOTIATIONS AND GRIEVANCE MEDIATION UPDATE Present: Mayor Sandy Shiely Council Member Rod Hale Council Member Cheryl Kohls Council Member Pat Rice Council Member Jim Wolcott Also Present: Ryan Schroeder, City Administrator Michelle Wolfe, Assistant City Administrator Les Burshten, Public Works Director Dave Dally, Fire Chief Kim Lindquist, Community Development Director Ron Hedberg, Finance Director The Council met in closed session, pursuant to the open meeting law, to discuss personnel matters and receive a union negotiations update. MOTION BY HALE, SECONDED BY KOHLS, TO OPEN THE WORKSHOP SESSIONS AT 8:10 P.M. Special Meeting—May 23, 2001 Cottage Grove City Council Page 2 PERSONNEL POLICY Assistant City Administrator Wolfe presented a series of suggestions for amendments to the personnel policy. Included were suggestions regarding Court Time, Electronic Media Policy, Travel and Training changes, and changes in handling of Paramedic and similar long-term training events. Also discussed was reemphasis of the intent of exempt personnel comp time, disciplinary action, phone/cell phone use, military leave policy, work schedule uniformity and the concept of annual leave donations. There was also a discussion on employer requirements to qualify for Short Term Disability. PUBLIC SAFETY DIRECTOR RECRUITMENT PROCESS Assistant City Administrator Wolfe updated Council on the Public Safety Director recruitment process. Council expressed comfort with the process, the addition of a Council reception at the end of the interview day, and the expectation that second interviews would include Council. Council also expressed comfort with the appointment of an Acting Public Safety Director using the same method that was used in 1998. HOUSING DEVELOPMENT City Administrator Schroeder and Mayor Shiely discussed some ideas on how to attract quality custom homebuilders. Included were specific outreach efforts and working with landowners to achieve custom home subdivisions. Council members discussed forwarding ideas for names of homebuilders and developers that should be contacted directly. STORM CLEANUP POLICY Public Works Director Burshten and Fire Chief Dally presented issues and ideas for response to emergency storm events. Upon conclusion of the discussion, staff was requested to propose criteria for evaluation of emergency events for Mayoral use in declaration of disaster or emergency status. OTHER BUSINESS Mayor Shiely suggested that closed sessions for future council meetings commence at 6:30 P.M. Council members Hale and Wolcott suggested that the City provide signage for properties wherein either new businesses are being announced or a land use proposal is being considered.
