HomeMy WebLinkAbout2007-01-03 MINUTESREGULAR MEETING COTTAGE GROVE CITY COUNCIL January 3, 2007 OPEN FORUM — 7:15 p.m. Open forum provides a person an opportunity to inform the Council of a problem or to request information related to City business not scheduled for Council action and on the Agenda. Mayor Shiely encouraged persons to limit their remarks to two minutes per issue. Present: Mayor Sandy Shiely Council Member Myron Bailey Council Member Mark Grossklaus Council Member-Elect Fred Luden Council Member Pat Rice Also Present: Ryan Schroeder, City Administrator Howard Blin, Community Development Director Les Burshten, Public Works Director Ron Hedberg, Finance Director Caron Stransky, City Clerk Corrine Thompson, City Attorney Craig Woolery, Public Safety Director Mayor Shiely opened the Open Forum at 7:15 p.m. Kathy Klein, 8411 Hale Avenue South, Cottage Grove, said she would like to educate Council Members on a subject brought before them at the last meeting regarding mixed martial arts. She described several martial arts forms and the training preparation required for them. She said several of her family members have attended martial arts matches and she questioned whether the cage match or perhaps a mixture of testosterone/alcohol had created the problems cited. Ms. Klein said she would be happy to invite Council Members to attend a future match to view first hand if they wished. Mayor Shiely thanked her for the comments. Swearina-In Presentations: Council Members Mark Grossklaus, Fred Luden, and Pat Rice Mayor Shiely administered the Oaths of Office to Council Member Mark Grossklaus and Council Member Pat Rice, each for a four-year term, and Council Member Fred Luden, for a finro-year term. There being no additional speakers, Mayor Shiely closed the Open Forum at 7:22 p.m. Regular Meeting — January 3, 2007 Cottage Grove City Council Page 2 CALL TO ORDER The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on Wednesday, January 3, 2007, at the Cottage Grove City Hall, 7516 80 Street South. Swearing-In Presentation: Police Officer/Paramedic Bradlev Rezny and Police Officer Valerie Lonetti. The City Administrator described the backgrounds of Police Officer/Paramedic Bradley Rezny and Police Officer Valerie Lonetti and then administered the Oaths of Office. The Public Safety Director then expressed his personal comments and congratulations to the officers. APPROVAL OF MINUTES None. Regular Meeting — January 3, 2007 Cottage Grove City Council Page 4 PUBLIC HEARING A. Hold Public Hearinq and Consider Approval of a Variance to Allow an Accessorv Structure to be Located in Front of the Principal Structure at 9028 Kimbro Avenue South. Mayor Shiely requested a report from the Community Development Director. Howard Blin, Community Development Director, reported that the applicant, Kris and Elizabeth Myhre, applied for a variance in early December, to allow an accessory structure to be constructed in front of their principal structure at 9028 Kimbro Avenue South. Because the Planning Commission's December meeting had been cancelled, the hearing is before the Council. Blin then displayed an aerial view of the location for the accessory building, which would be 120 feet back from Kimbro Avenue South. He said the topography of the area at the rear of the house limits the buildable area. Mayor Shiely opened the public hearing at 7:43 p.m. Kris Myhre, 9028 Kimbro Avenue, the applicant, commented that the structure would be built in a wooded area on the north side of the property and several dozen-pine trees would be planted on the roadside to block the view of the new construction. Council Member Rice inquired whether it had been an afterthought to build the structure following the original permit. Mr. Myhre responded that he had been told it would be better to have the house built first. There being no additional speakers, Mayor Shiely closed the public hearing at 7:45 p.m. MOTION BY RICE, SECONDED BY BAILEY, TO ADOPT RESO�UTION NO. 07-005, A RESOLUTION APPROVING A VARIANCE TO ALLOW AN ACCESSORY STRUCTURE TO BE LOCATED IN FRONT OF THE PRINCIPAL STRUCTURE AT 9028 KIMBRO AVENUE SOUTH. Mayor Shiely requested a report from the City Engineer. Regular Meeting — January 3, 2007 Cottage Grove City Council Page 6 Jennifer Levitt, City Engineer, reported on the history of the issue of traffic on Hinton Avenue between 70 and 80 Streets and said City staff and residents had concerns about the proposed increase to 40 miles per hour, citing it would be too high due to the existing narrow lane configuration, safety to pedestrians due to the lack of a sidewalk/trail adjacent to the roadway, proximity to a School Zone, and visibility from interactions. She said staff requested that MnDOT perform a speed study of the road, which resulted in a recommendation to the Public Safety, Health and Welfare Commission to increase the speed limit to 35 mph. Council Member Grossklaus inquired how a speed limit was determined for a specific roadway. The City Engineer responded that they use radar to determine the average speed of the traffic. Council Member Grossklaus expressed concern about increasing speed limits to keep up with the traffic speed and then inquired about restriping the street turn lanes. The City Engineer said MnDOT had determined the current striping was adequate. Mayor Shiely commended staff in requesting the reduction to 35 mph from the original proposed 40 mph Iimit and said she felt 35 mph was a reasonable compromise and speed for that street. MOTION BY LUDEN, SECONDED BY RICE, TO ADOPT RESOLUTION NO. 07-006, A RESOLUTION ACCEPTING THE SPEED STUDY OF HINTON AVENUE SOUTH BETWEEN 70 STREET SOUTH AND 80 STREET SOUTH COMPLETED BY THE MNDOT STATE TRAFFIC ENGINEER. MOTION CARRIED 4-1 (GROSSKLAUS) RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS None. COUNCIL COMMENTS AND REQUESTS Council Member Grossklaus wished Mayor Shiely a Happy Birthday.
