The following were absent: Council Member Jen Peterson and Council Member Derrick Lehrke. Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Robin Roland, Finance Director; Corrine Heine, City Attorney - Kennedy & Graven; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; and Les Burshten, Public Works Director. Mayor Bailey presided over the meeting. 1. ADOPTION OF AGENDA MOTION BY COUNCIL MEMBER COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER THIEDE, TO APPROVE THE AGENDA AS PRESENTED. MOTION CARRIED. 3 -0. PRESENTATIONS A. Park High School Robotics Team James Huber, Advisor for the Data Bits Robotics Team 3883 from Park High School, provided history on the program, and the Team provided a demonstration of their robot which received top honors at the State competition. APPROVAL OF MINUTES A. March 21, 2012 Special Meeting Mayor Bailey declared the minutes of the March 21, 2012 Special Meeting to stand approved as presented. B. APPROVE THE RENEWAL OF THE PACKAGE POLICY WITH A $50,000 1$100,000 1$1,000 DEDUCTIBLE AND VOLUNTEER ACCIDENT COVERAGE THROUGH THE LEAGUE OF MINNESOTA CITIES INSURANCE TRUST FOR THE POLICY PERIOD APRIL 4, 2012 THROUGH APRIL 4, 2013. C. ADOPT RESOLUTION NO. 2012 -067 A RESOLUTION AWARDING THE QUOTE FOR THE 2012 MICRO BITUMINOUS TRAILS PROJECT TO FAHRNER, INC., IN THE AMOUNT OF $72,995.00. D. APPROVE THE TRAFFIC CONTROL SIGNAL MAINTENANCE AGREEMENT BETWEEN WASHINGTON COUNTY AND THE CITY OF COTTAGE GROVE FOR MAINTENANCE OF TRAFFIC SIGNALS AT VARIOUS LOCATIONS IN THE CITY OF COTTAGE GROVE. ADOPT RESOLUTION NO. 2012 -068 A RESOLUTION GRANTING A VARIANCE TO DEVIATE FROM THE AVERAGE FROM YARD SETBACK REQUIREMENT ESTABLISHED IN CITY CODE TITLE I1-4- 4B(3) TO ALLOW CONSTRUCTION OF A PORCH ADDITION ON THE FRONT OF THE HOUSE AT 7810 113 STREET SOUTH, COTTAGE GROVE. I. ADOPT RESOLUTION NO. 2012-069 A RESOLUTION ACCEPTING DONATION OF $2,500.00 FROM 3M COTTAGE GROVE FOR THE 2012 STRAWBERRY FEST AND AUTHORIZING PAYMENT OF $2,500.00 TO THE COTTAGE GROVE STRAWBERRY FEST, INC. BY THE CITY COUNCIL ON THE PROPOSED MODIFICATION TO THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND THE PROPOSED MODIFICATION OF TAX INCREMENT FINANCING DISTRICT NO. 1 -3. MOTION CARRIED. 3 -0. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES — None. PUBLIC HEARINGS A. Hold a Public Hearing on the Vacation and Discontinuance of a Segment of Ideal Avenue Right of Way Aloes the East Side of the Pinecliff Neighborhood: Consider Approving the Vacation and Discontinuance of a Segment of Ideal Avenue Right of Way; and Consider Approving an Agreement Between the City and Roger and Ruth Ann Bothe to Acquire 1.161 Acres of the Easterly Half of the Vacated Ideal Avenue Right of Way Permanent Easement of 1.950 Square Feet. Finance Director Roland presented the City's request to vacate a portion of Ideal Avenue South and noted that ownership of the vacated right -of -way automatically reverts back to adjoining property owners. The west half of Ideal Avenue was incorporated into the Pinecliff 5" Addition final plat as residential lots and park land (Outlot A) for the future development of Sunnyhill Park. Cottage Grove City Council 5 Tune 20, 2012 Regular Meeting Finance Director Roland stated that following the hearing, Staff would recommend that the City Council table the vacation and purchase agreement until the next regular meeting since the action requires 4/5 vote of the entire Council. Mayor Bailey opened the public hearing and asked if anyone in the audience wished to speak. There were none. MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER THIEDE, TO TABLE THIS ITEM TO THE JULY 18, 2012 REGULAR COUNCIL MEETING. MOTION CARRIED. 3 -0. BID AWARDS — None. UNFINISHED AND NEW BUSINESS A. Consider Approving the Recommended Chan esg to Signal Operations at Jamaica and East Point Douglas East Point Douglas Road and Cottage Grove Plaza 80` Street and East Point Douglas Road /Hardwood Avenue, and 80` Street and Hinton Avenue. MOTION BY COUNCIL MEMBER THIEDE, SECONDED BY COUNCIL MEMBER OLSEN, TO APPROVE THE RECOMMENDED CHANGES TO SIGNAL OPERATIONS AT THE FOLLOWING LOCATIONS: JAMAICA AND EAST POINT DOUGLAS ROAD, EAST POINT DOUGLAS ROAD AND COTTAGE GROVE PLAZA, 80 STREET AND EAST POINT DOUGLAS ROAD /HARDWOOD, AND 80 STREET AND HINTON AVENUE. MOTION CARRIED. 3 -0. 9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS —None. 10. COUNCIL COMMENTS AND REQUESTS Council Member Olsen thanked the members of the Strawberry Fest and the City Staff involved in this year's festival for a terrific job putting on this year's event. Public Works Director Burshten responded to Council Member Olsen regarding the vandalism at Hearthside Park and the sidewalk near Burger King. Council Member Thiede stated that he received compliments from those participating in the Business Expo. Mayor Bailey also compliment the Strawberry Fest and commented that the 3 -Jens won the Bocce Ball Tournament, the upcoming 4 ' of July Fireworks sponsored by the Cottage Grove City Council /? June 20, 2012 Regular Meeting V Cottage Grove Lions Club, the July 1 regular meeting was cancelled, and the Perkin's restaurant has been renovated and is under new management. 11. PAY BILLS MOTION BY COUNCIL MEMBER THIEDE, SECONDED BY COUNCIL MEMBER OLSEN, TO APPROVE PAYMENT OF CHECK NUMBERS 177140 THROUGH 177338 TOTALING $723,157.23 AND EFT PAYMENT OF $122,679.50. CHECK NUMBERS 177140 THROUGH 177170 TOTALING $100,455.29 AND EFT PAYMENT OF $4,897.10 WERE ISSUED PRIOR TO COUNCIL APPROVAL. MOTION CARRIED. 3 -0. 12. WORKSHOP SESSION — OPEN TO PUBLIC — None. 13.
