1 . Pursuant to due notice, a meeting of the Public Safety, Health and Welfare
Commission was held at the City Hall Council Chambers.

Mike Demars, 7032"90`."_Str t had concerns regarding the area of Hadley
Avenue and 9 0 th Street He - advised that he recently moved to his address and over the
past two months has obg6 numerous vehicles with loud exhausts and rolling
through the stop sign, "burning rubber" while turning the corner. This happens during
anytime of the day and night. He went on to say that he spoke with a sergeant regarding
this matter and that a squad was parked a block away from the location for two hours,
and while observing vehicles rolling through stop signs and having loud exhaust, did
nothing. He would like something done, either more signage or long term enforcement.
He also asked if there is a study that can be conducted regarding traffic flow and/or
signage in residential neighborhoods. Council member Olsen advised Mr. Demars that
the City Engineer, who is currently on an extended leave, handles these types of
requests. He went on to add that a study was completed about 4 years ago in the city
that resulted in the addition of more signage in certain areas of the city and also the
removal of some signage in certain areas of the city. Couriel member Olsen also
advised him that the city does this type of study about, eery 10 years. Council member
Olsen did inform Mr. Demars that he will make thp'City"En-gineer's office aware of his
concerns and hopefully get some type of resol�

signals at Jamaica Avenue 'and East Point Douglas Road and East Point Douglas Road
and Cottage drove Plaza are required and being implemented by the City. The

improvements include eoordineting the signal systems, revising signal timing and
adjusting protected/ left turning movements for both northbound and
southbound Jamaica Av enue.
He went on to say that the 2015 (Wal-Mart Opening) Phase I roadway improvements
will need to be implemented, including extending a 3-lane roadway section from west of
the VFW site to east of the Wal-Mart site. A right turn lane will also be required on East
Point Douglas Road at CSAH 19. Geometric changes could also be made near Jamaica
Avenue along East Point Douglas Road to improve traffic flow in the area. These
revisions include revising the lane designations for westbound traffic and removing
portions of a median near the intersection.

Council member Olsen with respect to the bridge at County Road 19, the city has been
working the federal transportation for a number of years, we present a "Tiger" grant, to
make it more functional with the current day needs of the city, to add new access points
for both frontage roads, $30 million is what we are asking for in funding to help. We
haven't scored high enough to continue to pursue it. We ere working on partnering with
county to do a joint application for the grant.

Commission Chair HaJ0" that a snowmobile trail is now along frontage road to
the VFW. He noticed that the current plan didn't include the trail and if there was any
consideration in putting a snowmobile trail on the backside. John Burbank advised him
that he should go through the Parks Commission and have the Snowmobile club
approach the Parks Commission.
Council member Olsen added to the Commission's concern regarding the speed
mitigation at the curve by CUB. The Planning Commission had asked for accident data
to see if there was anything we could ascertain as to the level of danger on the road and

what would that look like if we added "x" number of trips. Public Safety has compiled
data and is working With the state to get some comparison numbers. Council Member
Olsen said his expectation is that it will be addressed at the Planning Commission
meeting next Monday night and is on the mind of commission members and council
members.

07c. COUNCIL - Council member Olsen wanted to thank Deputy Chief Koerner for
all the information he provided at tonight's meeting. He also wanted to thank all
the families and residents that contributed to Night to Unite to make it as
successful as it was.

that have come forward and the squad cars being replaced because the Crown
