Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall, 7516 — 80th Street South, Cottage
Grove, Minnesota, on the 10th day of January, 2012.
Chair Herb Japs called the meeting to order at 7:00 p.m.
The role was taken.
MEMBERS PRESENT: Beverly Gross, Herb Japs, Jan Japs, Frances Ratzlaff,
Judy Spooner, Leon Peterson
MEMBERS ABSENT: Glen Brown, Lorraine Brown,
OTHERS PRESENT: John M. Burbank, Senior Planner
APROVAL OF THE AGENDA
Spooner made a motion to approve the amended agenda. Peterson seconded. The agenda was
unanimously approved (6 -to -0 vote).
APROVAL OF MINUTES
Jan Japs made a motion to approve the minutes from November 15, 2011. Spooner seconded.
The minutes were unanimously approved as Mailed.
OPEN FORUM
No one spoke.
A. Electronic Packet Distribution
Burbank distributed the Electronic I pads and gave an orientation session on their use to the
ACHP. After the presentation he noted that paper packets would still be available to those that
choose them. Gross replied that she would like a paper packet. Being no further discussion
Burbank responded that future packets would be distributed electronically except to Gross and
the Browns.
B. 2012 Meeting schedule
Burbank covered the 2012 ACHP meeting schedule and asked if there were any changes. The
Group asked if the May meeting could be held at the old town hall or the Langdon School.

Burbank replied that he check into that possibility. Being no further discussion the ACHP
adopted the 2012 Meeting schedule.
C. Historic Preservationists of the Year
Burbank reported that Mr. Gerry Herringer who was a nominated for his continued operation of
the historic Cottage View Drive -in Theatre as an iconic recreational feature for the residents of
Cottage Grove and the region had Indicated that he was not interested in receiving the 2011
recognition. A general discussion was held on the topic. Spooner made a motion to recommend
that Gene and Bill Smallidge be nominated as the 2011 Historic Preservationists of the Year for
their efforts to save the historic Langdon School records. Jan Japs seconded. Burbank
responded that he would follow up on the nomination.
D. 2012 Strawberry Festival
Burbank reported that the 2012 cottage Grove Strawberry fest theme was 'Back In Time" and
inquired if the ACHP was interested in participating in the Festival. The Committee had several
potential ideas that Burbank said he would investigate and bring to the next meeting. No further
Action was taken.
E. 2012 All Commission Meeting
Burbank reported that the all commission meeting would be held January on Saturday January 14
at the River Oaks Golf Course. He stated further that the Agenda will likely include development and
infrastructure updates, public facility discussions (including City Hall and Thompson Grove Community
Building), budget review and ideas for goals, initiatives and marketing of the community. No further
action was taken.
A. Municipal Pool Reuse
Burbank reported on the actions that have been taken on the reuse study for the Municipal pool
building. The ACHP held a general discussion on the topic. No further action was taken.
B. Sunnyhill School research
Burbank reported that he was continuing to gather information on Sunnyhill School for
preparation of an informational sign to be located at the park. No further action was taken.

A. 2012 Time Capsule Article
Burbank told the ACHP that there was a recent news article on the 2012 time capsule in the
Pioneer Press. Peterson noted that he had read an article about data fading on discs that were
made with organic dye. Burbank responded that he would research the topic. No further action
was taken.
B. Ice Cream Social
Burbank reported that an ice cream social was going to be held in Stillwater. No further action
was taken.
ADJOURNMENT
Ratzlaff moved to adjourn the meeting. Spooner seconded. The meeting adjourned at 8:35 p.m.

ACTION ITEMS
Time Capsule Recommendation
Burbank presented the final draft content list for the 2012 Time Capsule. The ACHP held a
general discussion on the list. Jan Japs made a motion that the City Council approve the final
content list. Ratzlaff seconded. The motion passed unanimously.

2012 Strawberry Festival — Going Back In Time
Burbank queried if the ACHP was interested in participating in the 2012 Strawberry Festival.
The group held a general discussion of ideas, but did not identify any particular theme or topic.
Burbank responded to the group that he would send out notice if a table was to be reserved and
coordinate volunteers.
2012 All Commission Meeting
Burbank notified the group that an all commission meeting would be held on October 20 at the
new Public Safety City Hall building. He stated that official notices would be mailed before the
event, but wanted them to mark their calendars. No additional action was taken on this item.
Historic Playing Cards 2012
Burbank reported that with recent staffing changes he did not have an opportunity to complete
additional work on the Phase II Card drafts, but that he would attempt to have them complete for
the All Commission Meeting in October. No additional action was taken on this item.
Historic Preservationists of the Year 2011
Burbank reported that with the decline of the 2011 nominee and the current date, he is
recommending that no Historic Preservationist of the Year be given for 2011. The ACHP
concurred. No additional action was taken on this item.
Municipal Pool Building Reuse
Burbank summarized the work that had been completed on the municipal pool reuse study. The
group held a general discussion on the topic. No additional action was taken on this item.
Sunny Hill School Research — Information Panel Design
Burbank reported that he was still working on the informational sign for the new Sunny Hill Park
with the Parks Department, and he was utilizing information provided by Commissioners
Spooner and Gross. The group held a general discussion on the topic. No additional action was
taken on this item.

Historical Whisperings
Burbank identified that the content of the Historical Whisperings on Willowware coincided with
the Washington County historical display case in the City Hall Lobby. The group noted that they
would view the display after adjourning.
