Schroeder, City Administrator Date: October 5, 2012 Subject: City Facility Solar Installations Since August, 2011 City staff has been reviewing the opportunities for energy savings and long term economic savings through a performance contract mechanism. We have been reviewing opportunities within building facilities (beyond energy enhancements that have been implemented since 2008), in street lighting, and with solar installations. This agenda item is created to consider moving the solar installation of this project forward. On May 11, 2012 the City entered a Letter of Intent (LOI) with Ameresco and TenKsolar to further review the opportunity for solar installations up to 40 KW on City buildings (enclosed). Enclosed is the preliminary engineering assessment dated July 12, 2012 that results from the LOI. It is anticipated that product cost plus installation for each 40 KW project would range from $210,000 to $235,000. Xcel Energy rebates and tax credits would be expected to reduce that cost. Installations are proposed for the Public Works garage, the Ice Arena, and th potentially the BEC (former City Hall at 7516 80 Street). Under a performance contract, Ameresco would be responsible for installation of the system. Ameresco would then take the energy savings to reimburse itself for the capital cost of the system. Once their costs are recovered, essentially, they turn over ownership and operation of the system to the City which then experiences electric bill savings. It is anticipated that the City would experience the projected savings within a seven to nine year time period. Representatives from Ameresco/TenK will be in attendance at your meeting to explore the proposal further. Our intent is to either gain endorsement by the Commission or to receive any questions or concerns. With endorsement it would be anticipated that the Council would take up the matter in November.
