Wednesday, August 8, 2012
A meeting of the Environmental Commission was held at the Washington County
Environmental Center, 4039 Cottage Grove Drive, Woodbury, Minnesota, on August 8, 2012.
Attendees
Members Present: Karla Bigham, Barbara Gibson, Rita Isker, Patrick Lynch, David
Olson, Rosemary Palmer, Emily Rixen
Members Absent: Rick Chase, Thaddeus Owen
Others Present: Jennifer McLoughlin, Sustainability Specialist
Call to Order
Vice Chair Bigham opened the meeting at 6:32 p.m.
Approval of Agenda
Olson made a motion to approve the agenda with an amendment to the order of business,
moving agenda items 7 and 8 to the beginning of the meeting. Gibson seconded. Motion
passed unanimously (7 -to -0 vote).
Discussion of Topics for September 24 Joint Environmental Commission Meeting
Jennifer McLoughlin, Environmental Specialist, reported that she had met with Chair Owen on
August 1 to discuss the agenda for joint meeting of Environmental Commissions that will be
held on September 24, 2012. She and Owen will be working on a list of the Commission's
projects and work plan for the meeting, explaining that each Commission will be doing the
same. This information will be included in the agenda packet for each community to review
prior to the September meeting. She informed the Commission that Owen is interested in
knowing which communities were participating in the Green Step Cities program, what level
they had accomplished, and how much work was needed to get to each level. The consensus
from the Commission was that they would like to discuss food composting and parks recycling
during the 15- minute open forum.
Because both Owen and Bigham will be absent at the joint meeting, Rixen will chair the
meeting.
Approval of Minutes
Olson made a motion to approve the minutes from the June 19, 2012, Environmental
Commission meeting. Palmer seconded. Motion passed unanimously (7 -to -0 vote).

Presentation
Adam Frederick, Environmental Coordinator for Washington County, outlined information on
what is collected at the center, its hours of operation, and the Free Product Room.
Tour
The Environmental Commission toured the Washington County Environmental Center, which
was led by Adam Frederick.
Adiourn
Isker made a motion to adjourn. Palmer seconded. The motion passed unanimously (7 -to -0
vote), and the meeting adjourned at 8:10 p.m.
