ADVISORY COMMITTEE ON HISTORIC PRESERVATION
19 APRIL 1990
Pursuant to due call and notice thereof. a meeting of the
Advisory Committee on Historlc Preservation was duly held at City
Hall. 7516 80th Street South. Cottage Grove. Minnesota. on the
19th day of April 1990.
The meeting was called to order by Chairperson Schnide at 7:05
P.M.
The following members were present: Joe Schnide. Gary Golusky.
Ke1th Klelnsasser. and Robert Vogel.
The following members were absent: Al Elnberger. Charles
Woodward cex-offlclo>. and David Jacobsen cex-officio).
Mr. Kleinsasser was elected Associate Chairperson of the
Committee for 1990.
Chalrperson Schnlde appolnted Mr. Vogei as secretary. responsible
for preparing minutes of this and future ACHP meetings.
The Committee was tnformed that Kathleen Stack, 8583 Inwood
Avenue South, Cottage Grove, had expressed an interest ln seeking
appointment to the ACHP. The Committee recommended to the City
Council that Ms. Stack be appointed to fill the open, one-year
seat.
4rdlnance No. 529. The Commlttee revlewed Ord. No. 529, amending
City Code Chapter 13A relating to historic preservation, and
discussed some of the changes in pollcy and procedure required to
implement the new code. The essential change in the role of the
eommittee ls that it ls no longer a subcommittee of the Parks.
� Recreationn & Natural Resources Commission, but a separate board
with duties as the clty's designated herltage preservatlon
commission or HPC.
Mission Statement. The Cor�nittee ceviewed the ACHP mission
statement prepared by the CHPO and approved it unanimously. CSee

Rules of Procedure. The Cortunittee revlewed the revised "rules of
procedure" drafted by the CHPO.
Motion by Mr. Golusky to recommend that the CoUncll approve the
revised ACHP rules of procedure. Seconded by Mr. Kleinsasser.

Comprehensive Cultural Resource Manaqement Plan. The CHPO
explained that Ord. No 529 will necessltate a number of minor
changes in the CCRMP. The document adopted by the Council in
19a6 will also have to be thoroughly updated. work that should be
accomplished ducing 1991. Mr. Schnide also noted that the
Metropolltan Council may require cities to include historlc
preservation elements ln their comprehensive land use plans. The
CHPO reported that he had discussed the matter of comprehensive
ptanning with Gary Berg. the city�s new director of community
development.
The Committee directed the CHPO to initiate a new procedure for
evaluating locai historic propertles. After revlewing slte data
contained in the city's Hlstorlc Sites Inventory, the CHPO and
the Cha i rperson of the ACHP wi 1 1 comp 1 ete a one-page N F i ndi ng of
Significance" document indicating that a particular property is
eliaible for nomination to the Clty Register of Historic Sltes &
Landmarks and stating the appllcable criteria for signlficance
contained in City Code Section 13A-4. These "Findings" will be
used by the Committee to set priorlties for intensive surveys and
registrations.
Preservatlon Proarams and Proiects. The CHPO presented an update
on various local preservation programs and projects, including
the CLG gcant program, historic Town Hall restoratlon, record
keeping. and administrative matters. CSee Attachment C)
�990 Work Plan. The Commlttee discussed its new dutles and
responsibilities, the work of the CHPO and the on-going sucvey
and planning pro�ects, and the prospect ot nominations to the
City Register of Historlc Sltes & Landmarks. There was a
consensus that quarterly meetings would be in order to review
plans and City Register nominatlons, with speclal meetings as
needed at the call of the chalr to handle permit revlews and
emergency lssues.
� HPC Workshop. Chalrperson Schnide and CHPO Vogel will be
' attending the workshop for heritage preservation commissions at
Fort Snelling on 20-21 Aprll. Attendance is a requlrement of the
Certified Local Government program.
�rPSPrvatloTt Week. The Commlttee dlscussed the program for the
8th annual Historic Preservation Week Cformerly Local Hlstory
Week) celebration in Cottage Grove.
Motion by Mr. Schnide to award the Preservationist of the Year
Award to Tom and Linda Nathan, owners of the historic Dr. A. H.
Steen House at 7405 Lamar Avenue South, in recognition of their
commitment to the conservation ethic and efforts to restoce the
1881 Oueen Anne style county doctor's residence. Seconded by Mr.
Golusky. Motion cacried.
There being no further business, the meeting adjourned at 8:35
P.M.
