Aavlsory Commlttee on Hlstorlc Preservationn was auly held at the
Gottage Grove Clty Hall. 7516 80th Street South, on the 16th day
of August 199U .
The meeting was call�d to order by C;halrperson Schnlde at 7:10
p.m.

The following members were present: Joe Schnide, Gary Golusky,
Keith Kleinsasser, and Robert Vogel.
The follawtng members were absent: Al Einberger, Charles
Woodward.
Uthers present: Kip Sundgaard Cprospective new member).
The Commlttee was lnformed that Ms. Kathieen Stack, who had
expressed an interest !n serving on the ACHP, was moving out of
town and could no longer be consldered for appolntment. Mr.
Davld Jacobsen, ex-offlcio representative from the Parks
Commisslon, has resigned from the commisslon.

The minutes ot the 19 Aprll 1990 ACHP were approved as malled.
F�ndina� Qf Sianitican�e
Thp �:ommlttee dlscussed the new procedure for prellminary
evaluation of historic sltes and landmarks. CHPO Vogel went over
the "Flnding of Significance" form and explained how lt would be
used to Indicate whlch properties the Committee feeis may be
eligibie for nomination to the City Register.
Motion by Mr. Golusky, seconded by Mr. Kleinsasser, to direct
Chairperson Schnlde and SHPO Vogel to sign off on the Flndings of
Significance for the following propertles:

CLG Urant Pro iec .g
Discusslan was held concerning the three federal Certified Local
Government grants-in-aid awarded to the Clty. The grants will be
used to ca) survey and evaluate prehlstarlc native Amerlcan
Indian mounds t�8.0U0>, Cb) to publish three new titles ln the
"�erspectives" booklet series (�1,500), and (c) to survey
historic landscapes (�0,200). All proJects would be carrled out
between 1 October 1990 and 31 July 1991.
The State Historic Preservatlon Oftice cSHPO) has required the
Clty to seek bids fram contractors to complete the mound survey
ctederal pro.lect no..27-90-50109A.001>. Chalrperson Schnide
stated that Davld Stanley of the firm oi Bear Creek Archeology,
Inc., has been the City�s archaeological consultant slnce 1986,
and asked !f the staff was dissatlsfled wlth Mr. Stanley�s work.
CHFG Vogel responded by stating that ca) Mr. Stanley had been
appointed "Clty Consulting Professional Archaeologist" by the
City Council in 1989 partlally in recognition of his excellent
,job perfarmance; (b) that the old ACHP had orlginally retained
Stanley wlth the understanding that the same archaeologlcal
consultant would be used to conduct successive survey and
pianning pro,lects ln the City; and Cc) that he was fully
satlsfled wlth Mr. Stanley's performance as proJect archaeologist
on past pro.lects.

. proposals for combined archaeological and geomorphological
• services, to be presented to the Committee at !ts next meeting.
Motion by Mr. Kleinsasser, seconded by Mr. Schnide, to recommend
that Mayor Pederson sign the CLG grant agreements for the
landscape survey proJect <federal no. 27-90-50109A.002) and the
publicatlons proJect (federal no. 27-90-50108A.003>. Motion
carried.
The (:ommittee recammended that Chairperson Schniae and Mayor
Pederson hold off on slgning the grant agreement for the
� archaeology proJect tfederal no. 27 until the CHPO
has discussed the contract with the SHPO.

Thr �::c�mmitt�� dlscusse� th� prapos�� sale of the 5chllling
Archaeologlcal Uistrlct on Lower Grey Cloud Island. CHPO Vogel
brlefly reviewed the archaeological slgnificance of the Early
Woadland habltation slte and mound group, which ls ]lsted 1n the
Natlonal kegister, and informed the Committee that he had met
with the real estate sales people and some of their prospective
buYers. There has been some confuslon as to the nature of the
prehistoric earthworks, whlch the owner appears to believe are
not coverect by the state human burials law. The Commlttee
dlrected staff to continue to provide lnformation on the slte�s
cultural resource value, the protection of Indian mounds under
state law, and other preservation matters to all partles involved
1n the sale of the Schiiling property.
Historlc Town Hall
CH�G Vogei shared wtth the Commlttee the plans and sketches of
proposed restoration work at the Town Hall Heritage Park ln
Langdon. The Commlttee dlrected staff to proceed with obtalning
cost estlmates for the rehabilitation work recommended by
architect Gregory Rothweller. All work wlll be carried out
according to standards and guldellnes established by the
Secretary of the Interlor.

The Cammittee reviewed (:HPO Vogel�s memorandum of 8 August 1990
re: placement of signage on Lamar Avenue. After a discussion of
the orlgins of "East Cottage Grove," the Committee decided to go
on recorct ln support of using "Old Cottage Grove" ln reference to
the hlstorlc rural neighborhood along Lamar Avenue between 70th
and 8Uth Streets. Chairperson Schnlde dlrected staff to deslgn
signage for placement at the north and south ends of the hlstoric
• �area, and to work wlth the Economlc Development Authorlty and
other agencies to plan highway signage. There was a consensus
that the signs stiould lnclude the tollowing: Historlc Old
�ottage Grove Village - Founded 1843 - Platted 1871.

CHpO Vogel passed out coples of the proposed 1991 budget for
Historic Preservation, whlch allocates �19,950 for hlstoric
preservatlan, dawn slightly from 1990. No action taken.

now under review by the Planning & Zoning Commission.
In t.hF inatter of the J. L. Shiely Co. Environmental Assessment
Worksheet CEAW), the Committee agreed with the finding contained
i n r,hF c;HF�u� s memoranaum to Commun 1 ty Deve 1 opment D1 rector Gary
ber�, that an archaeologlcai reconnaissance of the proposed
aredge spoil alsposal area should be carried out be�fore any
permits are issued ta p�rmit dredging the Baldwln Lake bar�e
channel.
Wlth regard ta School District 833�s proposed acquisltion of 110
acres west of Keats Avenue for construction of new schools, the
Comm�ttee expressed concern that the proJect may dlsturb
archaeological resources. Most of the land to be acqulred by the
school distrlct lles outslde of the urban service area and has
never been surveyed. While no historic buildings are located in
the area, recent surveys have ldentlfled prehlstorlc and historlc
archaeological resources ln that part of the City. The Commlttee
alrected staff to work with the schooi dlstrict to arrange for a
reconnaissance survey before construction begins.
�rev Cloud $ridae
The Gommittee brlefly discussed the "iron bridge" to Lower Grey
Cloud Island, which the city engineer reports to be in need of
replacement. Th� �ommittee directed staff to survey the bridge,
evaluate its cultural resource value, and prepare a preservatlon
planning report.
New M�mber
F�r�spective new m�mber Kip �undgaard of 634� Keats Avenue South
was intervlewed by the Commlttee. Mr. Sundgaard expressed an
interest in serving on the ACHP. The Commlttee recommended that
the 41ty Council appoint Mr. Sundgaard to fill aut the untflled
term whlch explres on 31 December 1990.
