HomeMy WebLinkAbout1990-10-11 ACHP Minutes ADVISU�Y COMMITTEE ON HISTORIC PRESERVATION CITY OF COTTAGE GROVE 11 October 1990 Call to Order Pursaunt to due call and notice thereof, a meeting of the Cottage Grove Advisory Committee on Historic Preservation was duly held at the Cottage Grove Clty Hall, 7516 80th Street South, on the llth day of Uctober 1990. The meeting was called to order by Chairperson Schnlde at 7:05 �.m. kall Call The following members were present: Joe Schnide, A1 Einberger, Keith Kleinsasser, Kip Sundgaard, and Robert Vogel. The following members were absent: Gary Golusky, Charles Woodward. Approval of Minutes The minutes of the 16 August 1990 ACHP meeting were approved as malled. Maund S�rvev Archaeoloav-Geomorpholoav RFP CHPU Vogel reviewed the request for proposals mailed in ln regard to the survey of prehlstoric native American Indian earthworks at Grey Cloud. Because this project ls being funded by a Certlfied . Local Government (CLG) grant-in-aid, Federal procurement procedures must be followed. The RFP was mailed to contractors on a Ilst provided by the SHPO. The also reviewed the CLG grant agreement for the project. CHPO Vogel reported that he was satisfied wlth the agreement as orlglnally drafted and recommended its adoptlon. Motion by Mr. Einberger, seconded by Mr. Sundgaard, to recommend that Chairperson Schnide and Mayor Pederson sign the mound survey grant agreement <Federal No. 27-90-50109A.001). Motion passed viva voce. Internship CHPO Vogel reported that both the mound survey and the landscapes survey pro�iects included Federal tunds far a preservation planning intern. After posting a notice of the availability of the interships at the Unlversity of Mlnnesota, CHPU Vogel reported that Ms. Michelle Terrell of St. Paul Park had expressed interest ln the position. l�ls. Terrell is an undergraduate aT.u���nt. at the University of Minnesota and worked on the Cottaae Grov� kavine Survey project. The Committee agreed that Ms. Terrell would be a fine addltion to the proJect staff and directed the CHPO to employ her on both pro�ects under the terms of the CLG grant agreements. Findinqs of Si�nificance Motion by Mr. Einberger, seconded by Mr. Sundgaard, that the Committee approve the Findings of Slgnfflcance presented by CHPU Vogel and ACHP Chalr Schnide for the following properties: the historic Fanning house at Cedarhurst, the Grey Cloud mound grou�, the Michaud mound group, the historlc Furber-McClusky farmstead, the historic Mars-Kernkamp farmstead, the Grey Cloud townsite, the Okey house, the historlc Wlliiam R. Munger house, and the historic Lewis Hill house. Motion passed viva voce. F�ook I � t s The Committee discussed the success of the "Perspectives in Cottage Grove Hlstory" booklet serles and plans to add three addltlonal tltles in 1991. CHPO Vogel reported that booklet sales generate approxlmately �100-�200 annually, however, most copies are distributed free of charge, however. The Committee dlrected staft to Inquire as to how the booklet sales proflts could be applied to other preservation publications projects. l� i sp 1 av Case CHYO Vogel reminded the Committee that last year, the local Lioness club donated $700 to the City to purchase an exhibit case tor City Hali to dlsplay artifacts, historic documents, etc. Acquisltion of the exhlbit case has been delayed because the City has not yet adopted a floorplan for the "new" City Hall, but it was felt that the ACHP should not delay any further. Ghairperson Schnide offered to assist CHPO Vogel in selecting an appropriate piece of furniture. �reservation Awarcf CHFO Vogel informed the Committee that the City of Cottage Grove has been selected to recelve one of the outstanding achievement awards given by the Preservation Alllance of Minnesota. The award, which will be accepted by Chairperson Schnide and l�layor Yederson at the Alliance's annuai meeting in Stillwater on 28 Uctober, recognizes Cottage Grove's success in preservation planning and public awareness activities. �=:��slr Trl►�vi�ic�n GHF�U Vng�1 lnfarmPd th� Committ�e that "F�res�rvationiCattage Urove," a video newsletter about cultural resource manag�ment in the cammunity, has start�d production and wili be shown on local public and government access cable television channels. P/CG will be a monthly program involving guest interviews and special field segments devoted to local historic sltes and landmarks. Chairperson Schnide informed the Committee of the role played by the Sauth Washington CountY Cabl� Communications Commisslon and stressed the importance of using local government access tel�visi�n ta pramlt� historic preserv�tian. Next Meetina The next meeting of the ACHP wlll be on Thursday, 8 November 1990 at City Hall. There being no further buslness, the meeting was adJourned at 8:10 p.m.
