P�DVISORY COMMITTEE ON H�STORIC PRESERVATION CITY OF COTTAGE GROVE 8 November 1990 Call to Order Pursuant to due call and notice thereof, a meeting of the Cottage Grove Advisory Committee on Historic Preservation was duly held at the Cottage Grove City Hall, 7516 80th Street South, on the 8th day of November 1990. The meeting was called to order by Chairperson Schnide at 7:10 o'clock p.m. Roll Call The following members were present: Joe Schnide, Kip Sundgaard, Gary Golusky, and Robert Vogel. The following members were absent: Keith Kleinsasser, A1 Einberger, Charles Woodward. Also present were Ms. Crystal Kruse and Mr. Steven Marko. Approval of Minutes The minutes of the 11 October 1990 ACHP meeting were approved as mailed. Mr. Schnide directed staff to distribute copies of the ACHP minutes to the chairs of the Parks, Recreation & Natural Resources Commis- sion and the Planning & Zoning Commission, as well as to the City ' Council. FY 1990 CLG Annual Report The Committee reviewed the report prepared by CHPO Vogel. This annual report covers the period from October 1989 through September 1990 and is a requirement for Certified Local Governments under the National Historic Preservation Act. The report has been transmitted to SHPO. Old Cottage Grove Signage CHPO Vogel briefed the Committee on the process used to select a contractor to design and create appropriate historic signage for installation in Old Cottage Grove. The Committee were appraised of the recent City Council community outreach meeting in Old C.G. and of the Council directive to procede with the project. The Committee interviewed both offerors individually and carefully examined the materials presented for review. After considerable de�i�eration, there was a consensus that while Ms. Kruse's design was attractive, it was nevertheless too "busy" for the 70th and Lamar location. The Committee members were also impressed by the F. A. Marko Sign Company's proposal, presented by Steve Marko. �otion by Mr. Golusky, seconded by Mr. Schnide, that the City contract with the F. A. Marko Sign Co, of Newport, Minnesota, to design and construct a sign for installation at the intersection of Lamar Avenue South and 70th Street South, said sign to adhere to the specifications in Mr. Marko's proposal No. 3(see letter of 20 October 1990). Motion passed viva voce. Chairperson Schnide directed CHPO Vogel to contact Ms. Kruse in order to ascertain whether she would be interested in designing a series of smaller historic site markers. CHPO Vogel noted that there were ample funds in the Historic Preservation historical markers budget for both the Old Cottage Grove sign and a number of smaller historic site markers. Archaeoloqist-Geomorphologist The Committee discussed proposals received in relation to the City's Certified Local Goverrunent grant project involving a survey of Nativs American Indian earthworks (i.e., mounds) at the Grey Cloud locality. CHPO Vogel explained that only two proposals were received: from David Stanley, doing busines as Highland Cultural Research Center (HCRC), and the Institute for Minnesota Archaeology. The Committee agreed with CHPO Vogel that both proposals were very good and met all of the criteria contained in the RFP. Chair- person Schnide also informed the Committee that CHPO Vogel had informed him that a possible conflict of interest existed because Vogel and Stanley had worked together in the past, and because Vogel and Stanley's consulting firms presently working on a number of projects together. Mr. Vogel informed the Committee that while he would answer any questions pertaining to the project, he could not offer any recommendation as to which contractor the Committee � should recommend to the Council. Chairperson Schnide stated that while he regarded both proposals as excellent, he favored the IMA proposal because (a) they offered to survey all of the mound groups, while HCRC could only guarantee surveying two groups, and (b) the IMA's long involvement in mound surveys in the Red Wing locality. Motion by Mr. Golusky, seconded by Mr. Sundgaard, to recommend that the City Council award the archaeology-geomorphology contract for the Native American Indian earthworks project to the Institute for Minnesota Archaeology. Motion passed viva voce. The Committ�� also wanted to go on record in support of Mr. Stanley's continuing to serve as volunteer City Archaeologist in 1991. CHPO Vogel stated that it was his understanding that because of his long standing involvement with the City's historic preservation program, Mr. Stanley remains a valuable resource person, and he would welcome his continued participation in other CRS projects. It is expected that the Council will approve the IMA contract and that work on the project will commence in December 1990. Display Case for City Hall Members of the Committee expressed concern that delays in the redesign of City Hall continued to hold up this project. Both Chairperson Schnide and CHPO Vogel felt that a display case should not be purchased until a firm decision has been made as to where it should be installed. Preservation Planning Intern CHPO Vogel informed the Committee that he was seeking to enlist Ms. Michelle Terrell of St. Paul Park, an undergraduate student in anthropology at the University of Minnesota, to serve as preservation planning intern for the CLG grant-funded landscape and Native American Indian earthworks surveys. If the Council approves, Ms. Terrell would start work on 1 January 1991. Next Meeting The next ACHP meeting will be 31 January 1991. Agenda items will include nominations to the City Register of Historic Sites and Landmarks, updates on CLG projects, and the CHPO's 1990 annual report. The meeting was adjourned at 9:05 o'clock p.m.
