HomeMy WebLinkAbout1991-03-07 ACHP Minutes ADVISORY COMMITTEE ON HISTORIC PRESERVATION CITY OF COTTAGE GROVE 7 M�ch 1991 Cal! te Orde� Pursuant to due call and notice thereof, a meeting of the Cottage Grove Advisory Committee on Historic Preservation (ACHP) was duly held at the Cottage Grove City Hall, 7516 80th Street South, on the 7th day of March 1991. The meebng was called to order by Chairperson Schnide at 7:00 P. M. Rol! Calf The following members were present: Joe Schnide, Keith Kleinsasser, Kip Sundgaard, AI Einberg� , and Robert Vogel. The following members were absent: G�y Gdusky. Charles Wood�rr�d. R�, Beard and Sen. Price State Senata Len Price and Representative Pat Beazd were present at the start of the meeting and c�scussed various iss�tes relating to the state budget crisis with members of the Committee. Foremost among these issues was Governor Carlson's proposal to eliminate the enbre state gants progam of the Minnesota Historical Soaety. A�vroval of Minutes • The minutes afi the 8 Novemb� 1990 ACHP meeting were approved as mailed. �anc�&eakfasts The Committee re�ewed materials relating to be�and-breakfasts and heard CHPO Vogel's report sugaesting that B& B's could be a boon to histaic preservation as well as economic development in the city, particulaziy in the Old Cottage Grove area. Committee members were of the opinion that B& B's st�ould be allowed, but only in rural cis�icts. Motion by Mr. Einberger. seconded by Ntr. Kleinsasser, that the Committee �rect its staff to prapare the necessary feasibi!"rty stucfies and wo�lc with the Department of Community Dev�lopm�nt to assemble back�ound data on the potcntiel of bed-an�breakfasts for the City. Motion passed viva voce. CHF4 Work Assi�.ments The Commrttee reviewed a memorandum from staff desaibing some of the recent activities of the City Historic Preservation Officer. CHPO Vogel asked the Committee if inembers felt that tfie ACHP should become more invdved in day-to-day issues, such as technical review of development proposals, liaison activities with state and federal agenaes, and ongoing swey pro�ects Members were unanimous in supporting the axrent policy of the ACHP conbnuing to meet as required by orcinance to review City Regster nominations and buildng permits for designated properties, with occasional informational meebngs. Chairperson Schnide d�ected CHPO Vogel to continue to update the Committee on his review-and-compliance and other planning activities. Pine Meaciows Plat CHPO Vogel shared witti the Committee the planning reports relating to Thompson's preliminary plat for the Pine Meadows subdvision. The Planning & Zoning Commission has approved the preliminary plat, on conc�tion that an archaeological survey be conducted before consVuction starts. CHPO Vogel noted that tfie C'rty Administr�ator had informed him that the City would requre tfie developer to pay for the swey, which could be done either by the historic Preservafion d�vision or an outside contractor. The Pine Meadows project will not impact any histaic builc�ngs a landscapes. The plat is expected to be approved by the City Counal; 'rf the archaeology s�xvey condi6on is enforced, it will be the frst time that a developer would be made responsible fa identifying and preserving cultural resources. Previously, archaeological surveys within the urban service �ea had been conducted by the City, using fede�al gant funds. CLG Worksho� The annual Certified Local Govemment workshop for historic preservabon commissions will be Friday aftemoon and Saturday, 19-20 April, at the Fort Snelling History Center. To keep its CLG status, the City must send at least one Committee member. Preservabon Week 1991 The Committee dscussed plans for tfie observance of Preservation Week in May. Members also expressed an interest in having a community celebration of the Christopher Columbus quincentenery in 1992. perhaps invdving a public history conference, re-naming a park or street. or a pub6c e�fiibition. �ottage Grove Sesauicentennial 19�3 marks the 150th anniversary of the founc�ng of Cottage C�ove by Euroamerican settlers. Mamt�€rs of the Commfttee badced CHPO Vogel's pr�osa! for a year-long celebra6on, inv�lv�n� �blica��s, sp�cia! events, an� �r�ti4n 4f s4m� kind of monumsnt. Cha�p�rson �dmide directed staff to prepare a proposal outlining possible sesquicentennial activities. with a budget and action plan. Advisorv Commisslon Rea�qanlzatlon The Commrttee �scussed the Crty administration's plan to reorgarnze the aty's advisory commissions. Chairperson Schnide informed tfie members that the ACHP is not covered by the reorganization pian, but because the work of the Committee is s�uctired to compliment the duties of tfie Parks, Reaeabon 8� Nat�ral Resotrces Commission and the Planning & Zoning Commission, they had a vested interest in how tfiese advisory commiss�ons were s�uct�ed. Motion by Schnide, seconded by Einberger, to advise tfie City Council that the Advisory Committee on Historic Pr�suvation recommends that the natural resource/environmental dutiss and responsibilities aarentiy assigned to the Parics Commission be retafned by that commission.
