Call to Qrder
Pursuant to due call and notice thereot, a meeting of the Cottage Grove
Advisory Committee on Histor(c Preservation (ACHP) was duly held at the
Cottage Grove City Hall, 7516 SOth Street South, on the 19th day of
November 1991.
The meeting was called to order by Chairperson Schnide at 7:30 P.M.
Roll Cali
The following members were present: Joe Schnide, K1p Sundgaard, and Gary
Golusky.
The foilowtng members were absent: Ketth Klelnsasser (excused), Al
Einberger, and Charles Woodward.
Also present was Robert Vogel, City Hlstoric Preservation Officer (CHPO).
Before taking up its agenda, the Committee reviewed the terms of 1ts voting
and ex-offlcio members. Mr. Schnide and Mr. Golusky's terms expire at the
� end ot 1991. Mr. Golusky expressed his deslre to be reappointed to another
term. Mr. Schnide stated that he was not seeking reappolntment because he
would no longer be a resldent ot Cottage Grove in 1992.
The Commlttee dlrected CHPO Vogel to post the approprlate notices seeking
applicants tor the seat to be vacated by Mr. Schnide. it was also noted that
a member ot the Parks, Recreatlon and Natural Resources Commisston may
hold an ex-otticlo, non-voting seat on the ACHP, and that wlth Mr. Schnlde's
departure there wtli be no Parks Commisslon representatlon on the
Commlttee. Staft was dlrected to convey to the Parks Commisston the
Commlttee's request tor a representative.

The minutes of the 7 March 1991 ACHP meeting were approved as mailed.
CLG Annual Re nort
CHPO Vogel handed out copies of the City's report to the State Historlc
Preservation Otfice (SHPO) tor the flscal year �ust ended. Th1s report 1s a
requirement of Certltled Local Governments under the National Historic
Preservatton Act (NHPA).
The Commlttee discussed the CLG program and Cottage Grove's particlpatlon
in it. There was a consensus that the C1ty should continue to adhere to the
NHPA amendments and tollow the Secretary ot the interior's standards for
archeology and historlc preservatlon, but that the ACHP should continue to
piot an independent course for the city. The Committee also authorized
statf to apply tor CLG grants-in-aid to help tlnance ongoing survey,
planning, and publlc intormation pro�ects, speciflcally the suburban sltes
survey ("Ozzie & Harriet Pro�ect") and the Perspectives in Cottage Grove
Hlstory booklet serles.
Com�rehensive Plan
CHPO Vogel shared with the Commlttee h1s memo of 11-1 1-91 (attached) on
the need to revise and update parts of the Comprehensive Cultural Resource
Management Plan. The Commlttee discussed ways to lntegrate hlstoric
preservatlon wlth other parts of the clty's comprehensfve land use plan and
dlrected staft to work closely with the planning department on the new
housing, parks, and transportation elements, Members of the Commlttee
also expressed interest in reviewing proposed changes in policy and
procedures at thelr next meeting.
"Charleston PrinciQles"
CHPO Vogel reviewed wfth the Committee his memo ot 1 1-1 1-91 (attached)
recommending adoption of the "Charleston Principles" tor historic
preservation. These basic princlpies for historic preservatlon were
orlginaliy adopted by the National Trust tor Historic Preservation at 1ts
annuai conterence 1n Charleston, South Carollna, in 1990; the Trust 1s
encouraging their adoption by community heritag� preservation groups
around the country.
Motion by Mr. Golusky, seconded by Mr. Sundgaard, that the
Comm 1 ttee request that the Ci ty Counci 1 adopt the modi f ied
'Charleston Principies' by resolution as a restatement ot clty
policy and the community's commitment to cultural resource
management. Motlon passed vtva voce.
Historical Markers
CHPO Vogel advlsed the Committee that there are tunds 1n the 1991 budget
for addltlonal htstorical markers/slgns. The Committee telt that painted
wooden signs should be created for piacement along the Grey Cloud Channel
to call canoeists' attention to the Grey Cloud L1me K11n and tn Granada Park
to commemorate Panorama City. The CHPO was toid to use his discretion in
the design and wording of the sign. If funds are avallable, one or more
additlonal markers or signs may be purchased before the end ot the year.

The Commlttee revlewed its procedures regarding issuance ot Certlticates
ot Appropriateness. There was a consensus that permtt appllcatlons tor
minor work should be approved adminlstratively by the CHPO in cases where
the proposed work will not materlally attect a deslgnated historic building
or site. Chairperson Schnide dlrected the CHPO to notify the Committee in
writing 1n each case where a"minor work" certlticate ot approprlateness 1s
recommended. Mr. Golusky requested that whenever the CHPO revlews a
proJect tor compitance wfth the clty's preservation ordinance, the ACHP
should be advised 1n wrlting.
Schillin� Archeolo�ical Distrlct
CHPO Vogel provided background intormation relative to the Schilling
. family's plans to subdivide a part ot the Schiliing Archeological Dlstrict on
� Lower Grey Cioud Isiand. Varlous statt reports and other documents
pertaining to the issue were revtewed. CHPO Vogel pointed out that
although Mr. Schilling had wlthdrawn his request tor a minor subdivision,
the issue would probably come back before the C1ty sometime in 1992. Mr.
Schnlde stated that he had read 1n the newspaper that Washington County
was interested in establishing a regional park on Lower Grey Cloud Island
and asKea it thts would have an tmpact on the archeologlcal resources ot the
area. CHPO Vogel stated that he had seen no detailed plans, but that 1t was
the unotficiai policy ot the City to encourage preservation ot the Schi111ng,
Grey Cioud Mounds, and Mlchaud Mounds in pubitc open space areas.
Motton by Mr. Schnlde, seconded by Mr. Golusky, that the
Commlttee go on record 1n support ot preserving the lntegrlty ot
the Schilltng Archeological Distrlct, includtng both the anclent
Native Amertcan burial mounds and the Woodland period habitation
s�te, t�rough controls on lana use and development. Mot�on passed
viva voce.

CHPO Vogel made a brlef report on the pro�ects he has revlewed since March
1991.
Intertm Chairoerson
Members ot the Committee expressed their thanks and appreciatlon to Mr.
Schnlde tor his service on the ACHP, lncluding the last two years as
chalrperson.
Motton by Mr. Schnide, seconded by Mr. Sundgaard, that Gary
Golusky serve as lnterim ACHP person unt11 the tirst meettng 1n
1992. Motion passed viva voce.
CHPO Vogei was directed to lnform the State Hlstorfc Preservation Oftice of
the change.
Next Meetina
The Commfttee discussed possible meeting dates and times. There was a
consensus that a January meeting would be necessary and that if possible
this meeting could be held on a Saturday morning. Staff was directed to
� contact the absent members and get thelr input.

Preservation meeting for Tuesday. 19 November 1991. at 7:30 P.M. 1n the
�unferer�ce room at Citv Hall.
Agenda items will include rev�ewing 1991 work, setting goals and
objectives for 1992, historlcai markers, revislons to the comprehensive
n�storic preservat�on plan, and the Cottage Grove Sesqu�centennial
celebration (1843-1993). There will also be a number of development
rev�ew and compliance items, �ncluding the Schiiling proposal to subd�v�de a
aart of the Sch111fng Archaeologlcal Dlstrict on Lower Grey Cloud Island.
Complete meeting packets will be delivered in about a week.
