This will be the committee's annual meeting, at which time a chair and associate chair need to be elected, goals for 1992 adopted, and the city's comprehensive plan reviewed. Motion by Mr. Kleinsasser, seconded by Mr. Golusky, that the City �ouncil appaint Gary Golusky ACHP chairperson and A1 Einberger ACHP associate chairperson for 1992. M�tion passed 3 ayes, 0 nays. CHPU �vogel was directed to contact the cha�rs or the Parks and Planning C:o�7�mis�ions wlth regard ta designatinq the ex-officio commissior� rr�r�sentatives to the Committee. L�riR Grant Appiication CHFO Voqel shared wlth the Committee r�1s ldeas on the posslbility of appiying ta the Legislative Committee on Minnesota Resources for a grant to rehabilitate the restore the Town Hail and St. Matthew's Church (Community Ciub) properties. The Council has already designated the Town Hall as a heritage park and the draft parks element of the comprehens�ve plan calls ror the creation of a�other heritage park and neighborhood recreation center at Old Cottage Grove. State funds couid be leveraged with Park Trust funds to accompl ish both pro jects in 1993-1995. There was a consensus on the Cummittee that staff should proceed with the grant appllcation. St. Matthew's Church/Cottage Grove Communit� Club CHPO Vogel reported on the plans to dispose of the Community Club property �n �ld Cottage Grove. The club is nearly defunct and the East Cottage Grove Fire Dept. has proposed building a new fire station on the site. The City has been involved in discusslons with the Community Club since 1982 and there is strang neighborhood support for the concept of malntalning the property as a publlc recreation facility. Mr. Golusky advised the Committee that some of the plans and proposals now circulating call for the demolition or removal of the historic church, whlch is listed 1n the C1ty Reglster. Motion by Mr. Golusky, seconded by Mr. Ei�berger, that the ACHP advise the Mayor a�d City Council that the St. Matthew's Church/Cottage Grove Community Club is a designated hlstoric property and its preservation, protection, and use is in the public �� interest. The ACHP specifically recommends the following: (1) that the City acqulre the Community Club property for use as a herltage park and nelghborhood recreatlon center, and (2) that the St. Matthew's Church building be preserved on site, rehabilitated, and restored to active public use. Motion passed, 3 ayes, G nays. CHP� Vogel conveyed to the Commlttee his recommendatlon that the old Quonset hut dance hall should be demolished because of its deteriorated condition and adverse visual affect on the historic church. The 1887 church, on the other hand, is in a good state of preservation and appears well suited t^ ada�tation to other uses. There was some discussion concerning the extent ot the 1950s alterations to the hlstor�c church and poss�ble restor�ar.�on approaches. Mr. Einberger stated that s�ecial attention should r�e aiven to asbestos abatement when budgeting for ihe dernolition of the C�mmunity Club dance hall. CHPO Vogel was directed to prepare a memar�andum to the City Councll out11n1ng the ACHP's posltlon on the future uf the Community Club. �omarehensive Plan CHPO Vogel provided a brief progress report on the historic preservatlon elem?nt of the city's comprehensive land use plan. He also stated that he is .revts�ng and updating the Comprehensive Cultural Resource Management Pian, originaliy adopted by the Council in 1986. The Committee discussed future historic preservation lssues. During 1981- 1991, the city's historic preservation program focused on planning, inventorying historic properties, and educating city officials and the public. There was a consensus among the Committee members that the 1990s requtre a new approacn, emphaslzing public education and preservat�on of Cottage Grove's d�stinctive rural character. The Committee also agreed with i,HPO Vogel that tr�e city should provide mare economic incentives ta tndividuais lnterested in preservfng and restoring thelr hlstoric properties. Historlc Preservation Week 1992 CHPO Vogel outlined h1s plans for Preservation Week, to be held in May. The Comm�ttee directed staff to increase public particlpation in Preservation Week, part�cularly wlth regard to the school district. Sesquicentennial �� in 1993, Cottage Grove w111 celebrate the 150th anniversary of its founding. The Committee discussed ways to observe this landmark event. Possible events/programs include: (a) Publish and dlstribute to every household a self-guided tour to iocal historic sites. (b) Publish and dlstribute to every household a brief community history in the Cottage Grove Reports. (c) Exhibit� of historic artifacts in public buildings. idi Gevelop a local history unit inr students in local schools. (ci bi%aikinq tour of Glc� Cottaqe Gr'ove, it� Open houses at I�istoric properties around the city. (g) Include history programs 1n community activities (Strawberry Festival, Arbor Day, 4th of July parade,.�etc.). The Committee also dlscussed CHPO Vogel's proposal to construct one or more replications of ancient American indian earthworks as part of the Sesquicentenniai observance. Because the burial mounds are generally inaccessibie to the generai public, it wauld be desirable to create a madel mound qroup for interpretive purposes in a city park. The mounds could �,e constructed by volunteers working under the supervlslon of professional archeologists. The effort cauld also involve the American Indian community. The Cammittee directed staff to study the feastbllity of the mound building pro)ect and seek the advlce of the Mlnnesota Historlcal Soclety, the State Archeologist, and others, CHPO Vogel reported that he w111 be asking Mayor Denzer to formally declare 1993 to be the Cottage Grove Sesquicentennial Year and establlsh a Sesquicentennial Committee. Next Meet.ina The next meeting of the Committee was tentatively scheduled for Saturday, 4 April 1992, with Thursday, 2 April 1992, as the alternate date.
