A}�nmva] c�f Minutes The minutes of the 1 September 1992 ACHP meeting were approved as mailed. Apnoiniment of New Member Chairperson Golusky introduced Sandra Shiely, representtng the Plannfng & Zonfng Commission, to the Committee. Ms. Shiely wlll serve in an ex-offiao capadty. ' ElecHon of Officers C�af��erscm Gc�tusky opened nomfnations for ACHP t�airperson and Assodate Chafr�rson. Mr. Go}usky was elected to serve another term as Chair; Ms. Sawyer was elected Assodate Chairperson 1993 Goals and Objectives ' The Committee reviewed CHPO Vogel's memo of 11 January 1993 outlining the Historic Preservation Division's 1993 goals. The Committee adopted the foIlow[ng goals and objectives (non (a) Complete revision of the cit�s comprehensive cultural resource management plan (b) Ptan and mganizze oelebration of Cottage Grove's sesquicentennial (1843- 1993) (c) Complete woric on Old Cottage Grove historic district revitarization and redevelopment concept plan (d) Contittue restoration of Cottage Grove Town Ha11 (e) Develop adaptive reuse plan for the historic St� Matthevws Chw�ch/ Community Ctub pr°P�Y (t� Seek outs�de fund'mg sources for ]oca] historic preservation projects (� Apply for CLG grant for intensive survey of historic farmsteads (h) Adopt and implement a bed-and-breakfast ordinance (i) Continue seam.h of city arr.hives for historically significant documents (j) Partiapate in the C�rey Qoud Regional Park master planning process The ACHP ]993 goals and objecHves wIll be submftted to the City Coundl for their approvaL �mnrehensive Plan The Committee reviewed the final draft of the historlc preservation element of the revised comprehensive land use plan. 'I7�e plan has been accepted by the Gty Coundl and was recently submitted to the Metro CoundL I�gdon RezoninQ 'I?�e Committee discussed the impact of rezoning the Langdon neighborhood an the historlc Town Hal] and Iangdon School properiies. CHPO Vogel reported tha� the Town Hall has been designated a'heritage park' by the aty and wIll be preserved 'm � place as part of the expanded public wmics facility. The Committee felt that every effc3rt should be made to preserve and protect the architectural integrity of the 1918 Langdon Consolidated SchooL Certified Local Govemment Grant CHPO Vogel reviewed the cit�s FY 1993 CLG grant application. Chairperson Golusky stated that in his opmion, if the caiy was denied Federal grant funds again this year, it should co»sider withdrawing from the CLG program Committee members expressed concern that Cottage Grove had received so little direcE support from the state historic preservation office and that the admfnistrative "ovefiead' tor the dt�s parHc�pation fn the CLG program (i.e, the cost of preparing annual reports, attending me�etings, workshops, etc.) was so high. F'�iblicatlons . T1�e Committee discussed its publications program To better organize reporting and public education efforts� the ACHP approved three publicatlons serles: Persuectives in CotEaoe Grove HLStorv, a continuation of the sua�essful booklet series; pubHshed as materia] and funds are available, and written for a general audience, booklets will be of 12-20 pages length and devoted to variaus histor�cal topics. �rvation Plannfn¢ R�rts. a new ser�les of technical documents intended for l�nited distribution (coundl, staff, cammissions, etc.). Wmics to be pubHshed in this series would inctude fma] reports of grant-funded historical and archaeological surveys, historic sfte reports, and comprehensive planntng documents. ' Occasianal Pas�rs in Historic Y'resen►aHon a new series intended for a professional audienoe, vh�l be the vehicle for distnbuting background information, 'tivhite papers; and essays relaiing to historic preservation issues in the cfty. CHPO Vogel also announced that he has discontinued the bimonthly newsletter, Pr��rvation�S' .�ageG�rove. Durfng 1993 the Historic Preservation Division will put out a Sesquicentennial newsletter. �v Qc�ud Island Reg�onal parlc �he Committee discussed Washington Count}rs proposa] to develop a master plan for a regional park somewhere in the Grey Qoud Lsland area Chairperson Go}usky and Associate Chairperson Sawyer v+n�l attend the meetings of the pianning committee and CHPO Vogel wi�l work with the staff to insur� that historlc pre.servation issues are given due oonsideration. Chairperson Gotusky directed CHPO Vogel to assign the Grey Qoud Park Plan ACHP Case F'ile No. 93-0! and coIlect the necessary information for a crlHcal review o# the master plan Because of the presence of so many s�gnf�cant cultura] resources wfthin the park seamh area, the Committee fe}t that treating the county plan as a development proposai is justffied. CHPO Vogel was directed to cantact the a�roprfate state and federal agendes (State Historic Preservation Office, National Paric Service, Corps of Engineers, etc.) concemed with the preservaHon, protection, and use of the cultural resources of the Grey Cloud area and coordinate their revlew of the paiic plan The Committee also felt that the NaHve American community should be appraised of any pr+oposed park plans which involve any of the burial mound goups on the Lower Island Missis ni NaHonal River and Recreation Ar�a 'Il�e Committee discussed CHPO Vogel's proposal that the City seek one of the National Park Setvice visitor centers planned for MNRRA. Several good sites for the inforn�aHon fadlity exist in Cottage Grove. The Committee also discussed the possibirity of the Nationa] Park Service developing a mobile {floattn� visitar faGHty for use in MNRRA, which would maximize public acce.ss to important cultural and natural resources along the river tn Cottage Grove and elsewhere. Mr. Kleinsasser moved that the City of Cottage Grove approach the Natianal Parlc Servlce wlth a request for iocaHng a vlsltor tnformation fadHty fn the City and for the Park Service to study the feasibility of a floaHng visftor infom�ation facility for MNRRA.
