MINUTES OF MEETIl�TG
7 SEPTEMBER 1993
CALL TO ORDER
Pursuant to due call and notice thereof, a meeting of the Advisory Committee
on Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516
80th Street South, on the 7th day of September 1993.
Mr. Golusky being absent, Associate Chairperson Kleinsasser chaired the
meeting, which was called to order at 7:10 P.M.

APPROVAL OF MINUTES
The minutes of the 1 February 1993 ACHP meeting and the 8 April 1993 joint
meeting of the ACHP and the Cottage Grove Sesquicentennial Committee
were distributed and approved.
HISTORIC FARMSTEAD PROTECT
CHPO Vogel reported on the progress of the Historic Farmstead Registration
Project, which started in August and will be completed in July 1994. The
project involves preparing City Register of Historic Sites & Landmarks
registration documents for seven historic farmsteads and is being funded in
part by a Certified Local Government (CLG) grant from the National Park
Service. There was a consensus that historic agricultural properties are a
critical resource in the city and that this project allows us to balance urban

development and rural conservation values. Committee members expressed
an interest in working on the project as volunteers.
FY 92 CLG ANNUAL REPORT
The Committee discussed the letter received from the Minnesota Historical
Society's State Historic Preservation Office re: Cottage Grove's Fiscal Year 1992
Certified Local Government (CLG) annual report. The annual report and
SHPO review are required under Federal law. According to the Minnesota
Historical Society, the city has met all of the requirements for continued CLG
status.
CHPO REVIEW AND COMPLIANCE WORK IN 1993
The Committee reviewed a memorandum from CHPO Vogel dated 3
September 1993, describing the various plans and permit applications he has
reviewed so far this year. It was noted that the design review workload has
increased significantly over the last 3-4 years, and that compliance with
historic preservation guidelines has been generally good.
GREY CLOUD PARK MASTER PLAN
The Committee discussed the proposed regional park reserve at Grey Cloud.
Washington County has retained a park planning consultant to develop a
master plan and the county Parks & Open Spaces Committee is expected to
release a draft plan in the near future. Details of the planning work
completed to date were not available, although it is believed that all or part of
Lower Grey Cloud Island will be included in the regional park. The
Committee intends to review the draft master plan in the same manner as a
private development, applying the city's policies and guidelines for cultural
resource management.
MISSISSIPPI NATIONAL RIVER & RECREATION AREA PLAN
CHPO Vogel reported on the MNRRA draft management plan and
environmental impact statement prepared by the National Park Service. The
sections of the plan dealing with cultural resource management appear to be
consistent with Cottage Grove's policies; the availability of Federal funds and
support for local parks, recreation, and historic preservation activities in the
MNRRA corridor should significantly enhance local historic preservation
planning efforts as well. Several members of the Committee expressed
concern over the role of local governments in MNRRA -- the draft plan
appears to call for an expanded regulatory role for the state and the expense of
local government control -- and there was discussion about the Park Service's
presence in Cottage Grove.

PROTECTTON OF CULTURAL RESOURCES AT LOWER GREY CLOUD
ISLAND LOCALITY
The Committee discussed the draft of a paper prepared by CHPO Vogel,
entitled "Cultural Resources Profile of the Lower Grey Cloud Island Locality
with Recommendations for the Preservation, Protection, and Use of
Significant Historic Properties." There was general agreement that the City
needs to take an active role in promoting sound historic preservation
planning as part of the Grey Cloud regional park and MNRRA. Mr.
Kleinsasser directed staff to distribute copies of the draft to Washington
County Parks, the National Park Service, and other interested parties for their
review and comment.
COTTAGE GROVE SESQUICENTENNIAL CELEBRATION
The Committee discussed CHPO Vogel's progress report on the
Sesquicentennial and noted that some activities had to be scaled back,
postponed, or eliminated altogether due to budgetary constraints. CHPO
Vogel stated that a meeting of the Sesquicentennial Committee was being
planned for October, at which time he would request additional funds to
supplement the historic preservation budget.
COTTAGE GROVE "WALL OF FAME"
CHPO Vogel made a brief presentation on the need for a permanent public
exhibit to honor Cottage Grove residents who have distinguished themselves
� in business, industry, education, the arts, athletics, or government. The
purpose of the "Wall of Fame" would be to educate the public about the
community's heritage and to foster civic pride in the notable
accomplishments of some of their fellow citizens. The Committee suggested
framed 8x10 photographs of the inductees, along with short biographies, to be
put on permanent display in one of the public areas at City Hall.
Ms. Sawyer moved and Mr. Kleinsasser seconded the following motion: that
the City Council authorize the creation of a"Cottage Grove Wall of Fame" at
City Hall. Motion passed 4 ayes, 0 nayes.
103rd Street Railroad Brid�e
The Committee discussed the Burlington Northern bridge over 103rd Street.
The city plans to replace the bridge and realign the roadway at some point in
the future. The historical significance of the bridge is undetermined and staff
was directed to closely monitor plans for its repair or replacement.

Historic Preservation Bud�et
CHPO Vogel reported that he has expended nearly all of the funds budgeted
for historic preservation in 1993. This was partly the result of increased public
education activities associated with the Sesquicentennial celebration and an
increase in review and compliance work. The Committee reviewed the
CHPO's 1994 budget request, which is waiting City Council approval.
Policy on Namin�; Historic Properties
The Committee discussed the practice of naming historic properties. Historic
properties are identified by name in the historic sites inventory and in the
official registration documents. Common practice is to use the name
commonly used for the property during its period of significance, or to assign
a name that best reflects its historical importance. Most of the historic sites in
Cottage Grove are named for historic individuals (for example, the A. H.
Steen House); a few are identified by family names (for example, the Watson
Farm); and some names denote more than one individual or family (for
example, the Boyd-Carmean House). The Committee found this system
inconsistent and somewhat biased in favor of male property owners. There
was a consensus among members of the Committee that a new policy should
be implemented.
The new policy is as follows: if a properEy is significant for its associaEion with
a well-known person, it will be identified with that person's full name; if it is
not associated with a well-known person, it will be named for both the
husband and wife who owned it during its period of significance; in cases
involving family farms, only the surname will be used and first names
� eliminated; in cases where a property was owned or used by two different
families during its period of significance, up to three surnames will be
hyphenated. Properties without well documented associations with a
particular individual or family will be named by resource type and street
number. Furthermore, staff was directed to review the historic site inventory
files and rename properties according to the new policy. Every effort will be
made to identify historic sites associated with females, ethnic minorities, and
other historically disenfranchised groups.
