Historic preservation wish list ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF MEETING 12 OCTOBER 1993 CALL TO ORDER Pursuant to due call and notice thereof, a joint meeting of the Advisory Committee on Historic Preservation (ACHP) and the Cottage Grove Sesquicentennial Committee was held at the Cottage Grove City Hall, 7516 80th Street South, on the 12th day of October 1993. Chairperson Golusky called the meeting to order at 7:00 P.M. ROLL CALL The following were present: Gary Golusky, Laureen Ott (Sesquicentennial Committee), Sharon Sawyer, Robert Vogel (CHPO). Sandy Shiely had to leave the meeting early because of a conflict with a special meeting of the Planning & Zoning Commission. APPROVAL OF MINUTES The minutes of the 7 September 1993 ACHP meeting were approved as mailed. LOWER GREY CLOUD PROTECI'ION STRATEGY CHPO Vogel informed the Committee that review comments on the draft "Cultural Resources Profile of the Lower Grey Cloud Island Locality" had been generally positive. He called the Committee's attention to that part of the recommendations section dealing ' with the Mississippi National River and Recreation Area, where the introductory paragraph contains the following sentence: "The ACHP has closely monitored the planning for the Mississippi National River and Recreation Area and has determined that a resource protection oriented MNRRA is in the best interest of the citizens of Cottage Grove." This does not accurately reflect city policy, which supports the "balanced approach to resource protection and use" in the river as oudined in the MNRRA draft management plan. Staff will delete the entire sentence from the document. There was discussion about the MNRRA and Washington County parks plans. CHPO Vogel distributed copies of the master plan alternatives developed by the Grey Cloud Island technical and citizens advisory committees. Chairperson Golusky directed staff to prepare a brief report assessing the cultural resource management impacts of the various park plan alternatives. CITY HALL WALL OF FAME The Committee discussed CHPO Vogel's memo to Gary Berg regarding the proposed "Wall of Fame" at City Hall. It was noted that remodeling City Hall is one of the projects included in the bond issue referendum that will be voted on in November. CHPO Vogel stated that Community Development Director Berg was in support of the concept and 1 informed the Committee that he would be seeking the City Administrator's approval after the bond issue. STATUS OF SESOUICENTENNIAL PROJECT The goals and plans of the Sesquicentennial Committee were reviewed. It was noted that most of the proposed events had taken place, but that some projects had been canceled or postponed. Staff reported that a significant portion of the 1993 Historic Preservation Division budget had been used for Sesquicentennial activities and that there were no funds remaining for staff work this year. There was a consensus to proceed with the Sesquicentennial into 1994. FUTURE SESOUICENTENNIAL ACTIVITIES Chairperson Golusky volunteered to organize and manage the proposed "Future of Saving the Past" cable television program, which may be produced this year or early in 1994. CHPO Vogel will serve as the hosdcommentator and will recruit the guest participants. There was a consensus that a self-guided tour to local historic sites should be published, either in the city newsletter or in the fonn of a brochure. CHPO Vogel was directed to use whatever time and funding resources were available to prepare such a document. CITY REGISTER NOMINATIONS CHPO Vogel reported that he was preparing documents supporting the nomination of the Thompson Grove County Club and the R. Elmer Furber House to the City Register of Historic Sites & Landmarks. FY 1992 ANNUAL REPORT CHPO Vogel reported that he is working on the annual report required under the Certified Local Government agreement. It was noted that while the State Historic Preservation Office requires the reports to be delivered by the end of October it often takes many months � for the SHPO to respond. CHPO Vogel stated that there is no federal or state support for administration of the CLG program in the cities and consequently he must use city resources. Chairperson Golusky advised staff that the Committee did not assign a high priority to the annual report, which should be prepared at the CHPO's convenience, preferably before the end of November 1993. HISTORIC PRESERVATION "WISH LIST" The Committee discussed the possibility of seeking outside funding for a number of special historic preservation projects. Staff suggested that the ACHP might want to assemble a "wish list" of projects, with descriptions and budgets, to present to such private and public funding agencies as may be appropriate. The Committee directed staff to develop project descriptions, goals, and budgets for the following special projects, to be included in the "wish list": 1) Publication of a Perspectives in Cottage Grove History booklet on Native Americans in Cottage Grove history (a manuscript has already been prepared) 2) Publication of a Perspectives in Cottage Grove History booklet on the geological history of Cottage Grove (a manuscript has already been prepared) 2 3) Purchase and installation of historical markers at Langdon and the Cottage Grove Community Club 4) Publication of a brief history of the City of Cottage Grove for distribution to every household in the city 5) Carry out an adaptive reuse study of the St. Matthew's Church/Community Club property in Old Cottage Grove 6) Draft and enact a local ordinance permitting bed-and-breakfast establishments in Cottage Grove 7) Publication of a self-guided tour to local historic properties 8) Assessment and restoration of the historical documents and archives preserved in the records vault at City Hall (1850s-1950s) 9) Organize and duplicate the Historic Sites Inventory (files for each of 200+ historic sites within the city limits) 10) Assessment of the economic benefits of historic preservation and the development of Old Cottage Grove CHPO Vogel was directed to present the draft "wish list" project information to staff and council for their comment.
