HomeMy WebLinkAbout1994-04-07 ACHP Minutes ADVISORY COMMI"ITEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF MEETING 7 APRII, 1994 CALL TO ORDER Pursuant to due call and notice thereof, a meering of the Advisory Committee on Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 80th Street South, on the 7th dat of April 1994. Chairperson Golusky called the meeting to order at 7:00 P.M. ROLL CALL The following members were present: Gary Golusky, Sharon Sawyer, Keith Kleinsasser, Jerry Filson (ex-officio), Robert Vogel (staff). APPROVAL OF MINUTES The minutes of the 12 October 1993 ACHP meeting were approved as mailed. REVIEW/COMPLIANCE ACTNITTES CHPO Vogel reported on projects he had reviewed since October 1993. Since January 1994, review and compliance summaries are included in the monthly update on Historic Preservation Division activities that is distributed to council, staff, and commissions. GREY CLOUD PARK MASTER PLAN � Committee members discussed the progress of the county parks planning process. Staff reported that all of the final park development alternatives were consistent with the Committee's recommendations concerning the preservation and protection of historical and archeological resources at the Lower Grey Cloud Island Locality. It was noted that the park proposal does not have the support of the Cottage Grove City Council. CHPO Vogel was directed to report back to the Committee at its May meeting on the status of the regional park plan. HISTORIC FARMSTEAD REGISTRATION PROJECT The Committee discussed ways to encourage public participation in the historic fannstead project. The members present volunteered to work as part of the research team which will compile registratian documentation on selected farm properties. This volunteer labor will be used as part of the federal grant match. The revised City Register registration document and multiple property study were also reviewed. MAINTENANCE AND REPAIR OF CITY OWNED HISTORIC SIT'ES The Committee reviewed CHPO Vogel's memorandum of 4 February 1994 in relation to historic sites which are owned by the City of Cottage Grove. These properties include the Old People's and Atkinson cemeteries, the Thompson Grove Country Club (municipal pool), the Cottage Grove Town Hall, and the Community Club in Old Cottage Grove. CHPO Vogel was directed to review maintenance and improvement plans for these properties. PEACEFUL GROVE METHODIST CHURCH/WOODWARD FARM The Committee reviewed CHPO Vogel's memorandum of 6 January and discussed the " disposition of the Woodward farmstead property, which has been acquired by the Peaceful Grove Methodist Church. CHPO Vogel stated that he had reviewed the site plan prepared by the church building committee and found it acceptable. The church intends to preserve and restore a number of historic farm buildings and reuse the farmstead as a church campus. Committee members felt that this was an excellent example of adaptive reuse. S��UICENTENNIAL COMMITTEE Chairperson Golusky formally dissolved the Cottage Grove Sesquicentennial Committee and directed staff to prepare a report of the Committee's work. MNRRA INTERPRETATION PLANS For some rime, the ACHP and its staff have been involved in planning the Mississippi National River and Recreation Area. The proposed park management plan, which is expected to be approved sometime in late 1994 or early 1995, calls for major interpretive centers in St. Paul and Minneapolis, with smaller visitor stations at Coon Rapids and Hastings. The Committee felt that the Grey Cloud-Cottage Grove area has significant natural and cultural resource values and that a National Park Service presence in the area would be an important benefit for the community. CHPO Vogel stated that he will continue to recommend that the city pursue either a mobile (floating) interpretive facility or a pern�anent park visitor station. The Committee directed staff to explore the possibiliry of developing a cultural resources-oriented interpretive program that would bring the NPS into Cottage Grove. CHPO Vogel noted that the Park Service already highlights the Cottage Grove area in some of its public informarion materials; NPS interprerive staff have already expressed an interest in establishing a partnership with the ACHP. ELECTION OF OFFICERS Gary Golusky was elected ACHP chairperson and Sharon Sawyer was elected associate chairperson for 1994. CHPO Voael will continue as the Committee's secretary. DEST�NATION OF 1994 MEETING DAT'ES The Committee decided to meet quarterly during 1994 in May, August, and November, with special meerings on the call of the chair as needed to review permits, etc. 1994 GOALS AND OBJECTIVES Kleinsasser moved and Sawyer seconded the adoption of the following ACHP goals and objectives for 1994: 1. Schedule quarterly regular ACHP meetings, with special meetings as needed, and encourage public attendance at meetings. 2. Hold a workshop session with staff to review historic preservation policies, procedures, and current programming. 3. Continue to sponsor Historic Preservation Week education and outreach activities. 4. Meet with the Washington County Historical Society to discuss the society's role in Cottage Grove's historic preservation program. 5. Establish contacts with other historic preservation commissions, particularly those in the Twin Cities metropolitan area, and establish informal networks for exchanging information and ideas. 6. Study the feasibility of having one or more student interns assigned to the ACHP to work on special projects. 7. Study the feasibility of establishing a not-for-profit Cottage Grove historic preservation corporation to provide expanded heritage conservation services to owners of historic sites in the city. S. Evaluate the costs/benefits of the city's participation in the certified local government (CLG) program and recommend policy changes as needed. The motion carried unanimously. APPOINTMENTS The terms of Gary Golusky and Sharon Sawyer have expired. Both members expressed their desire to be reappointed to another 2-year tenn. HISTORIC PRESERVATION WEEK CHPO Vogel reported on Historic Preservation Week 1994 plans. Preservation Week is 8- 14 May and is cosponsored by the Narional Trust for Historic Preservation; Cottage Grove has celebrated Preservation Week since 1983. This year's events include: Mayor's proclamation of Historic Preservarion Week Display of National Historic Preservarion Week poster at City Hall Preservarionist of the Year Award History Field Day (lecture and tour) for Park High students Guided tours of local historic sites for city staff and commission members The Committee also expressed an interest in a late summer or early fall historic site tour, possibly in the form of a canoe trip to Grey Cloud Island or a rural bike tour. HPC WORKSHOP ACHP members Golusky and Sawyer will attend the workshop for heritage preservation commissions in Red Wing on 15-16 April. The workshop is sponsored by the Minnesota Historical Sociery; attendance is required for CLGs. CHPO Vogel will also attend. SUBURBAN HPC NETWORKiNG The Committee expressed an interest in helping to plan an informal meeting of representatives of suburban historic preservation programs to discuss topics of mutual interest. Suburban communities with historic preservarion commissions include Newport, Hastings, Eden Prairie, Edina, West St. Paul, Bloomington, and Minnetonka. CHPO Vogel reported that the Newport HPC had offered to host such a meering this summer and that the Prescott, Wis., preservarion group would also like to participate.
