The meeting has been rescheduled for Tuesday, August 30, 1994,
at 7:00 P.M, in the conference room at City Hall.

MEETING NOTICE
The Advisory Committee on Historic Preservation will meet on
Tuesday, August 30, 1994, at 7:00 o'clock P.M. in the -
Conference Room of the Cottage Grove City Hall, 7516 80th
Street South.
Agenda items include demolition of the Historic St. Matthew's
Church, protection of Native American burial mounds at Lower
Grey Cloud Island, and review of the recently completed
Historic Farmstead Registration Project.
The meeting is open to the public.

CALL TO ORDER
Pursuant to due call and notice thereof, the regular meeting of the Advisory Committee on
_ Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 80th Street
South, on the 30th day of August 1994.
Associate Chairperson Sharon Sawyer called the meeting to order to 7:05 P.M.
ROLL CALL
The following members were present: Sharon Sawyer, Keith Kleinsasser, Gerald Filson
(ex-officio), and Robert Vogel (staf�. Chairperson Golusky azrived late.
APPROVAL OF AGENDA
Associate Chairperson Sawyer approved the agenda as mailed.
APPROVAL OF MINUTES
The minutes of the 17 May 1994 regulaz meeting and 25 July 1994 special meering were
approved as mailed.
I_.(�wFR GREY CLOUD ISLAND REGIONAL PARK PLAN (ACHP Case no. 94-011
� The Committee reviewed the draft master plan prepared by Barton-Aschman Associates for
the Washington County Department of Public Works Parks Section.
Mr. Kleinsasser made the following motion, seconded by Ms. Sawyer: The Advisory
Committee on Historic Preservation finds that the Preferred Development
Concept described in the draft Grey Cloud Island Park Master Plan dated
July 1994 is consistent with the historic preservation goals and policies of
the City of Cottage Grove. The plan provides for the preservation,
protection and use of critical archeological resources in a publicly managed
conservancy area. Motion passed unanimously.
CHPO Vogel informed the Committee that while the park development concept was
acceptable, he had some concerns with the public activity areas proposed for areas where
Native American burials are known to be present. Washington County should work with
the Narive American community to assure that its park plans are sympathetic to the unique
cultural resource management requirements of the burial mounds and other archeological
properties.

HISTORIC FARMSTEAD PROJECT
CHPO Vogel distributed copies of the final report of the Historic Farmstead Registrarion
Project. The final products include a multiple property study on historic farmsteads in
Cottage Grove as well as seven draft City Register of Historic Sites and Landmarks
nomination documents for individual farm properties.
ST. MATTHEW S CHURCH/COMMUNTTY CL-LT� (AC_H_P Case no. 94-02) �
The Committee reviewed City Attorney Clinton's communication to the Mayor and City
Council dated 26 August 1994. The City Council has set a public hearing for 7 September
1994, at which time it will consider removing the church property from the City Register of
Historic Sites and Landmarks. The Committee discussed the legal issues and alternatives
to demolition.
Mr. Golusky made the following morion, seconded by Mr. Kleinsasser: The Advisory
Committee on Historic Preservation recommends that the St. Matthew's
Church/Cottage Grove Community Club property remain on the City
Register of Historic Sites and Landmarks. The preferred historic
preservation treatment is move the historic church building to another
location in Old Cottage Grove and construct the fire station in its current
design. An alternative would be to redesign the fire station and leave the
historic church intact. Motion passed unanimously.
There was a consensus among the members of the Committee that demolishing or
removing the historic property from the city would be inappropriate.
There was discussion that at the recent City Council meeting, only letters favoring
demolirion of the historic site were read into the official record Chairperson Golusky
� directed CHPO Vogel to provide the Committee with copies of all correspondence received.

The Committee discussed the ciry's participation in the federal-state-local government
historic preservation partnership. Cottage Grove has been a certified local government
(CLG) since 1985.
The Committee directed staff to contact the State Historic Preservation Office of the
Minnesota Historical Society and invite their staff to attend an ACHP meeting this winter to
discuss the relationship between the City and the state.

CHPO Vogel reported that Councilman Rageth had expressed concern that Vogel had
moved an item before the Committee at its July special meering. Vogel pointed out that by
ordinance he was an ex-officio member of the ACHP and although he wasn't allowed to
vote there was nothing in the ordinance or the the Committee's rules of procedure which
forbade him from participating in the Committee's discussions. Chairperson Golusky
stated that it was his understanding that the rules of order allowed for ex-officio members
to do everything except vote on morions before the Committee. It was also noted that
Vogel had made only one motion in ten years and then only after asldng the chairperson's
permission to do so.
CHPO Vogel stated that he would no longer move or second motions. Chairperson
Golusky suggested that the Committee amend its rules of procedures at the annual meeting.
1995 BUDGET
CHPO Vogel informed the Committee that the 1995 budget for historic preservation
recommended by the City Administrator was unchanged from 1994. The Council will
discuss the Historic Preservation Division budget on 31 August.
ADJOURNMENT
There being no further business, the meeting was adjourned at 9:05 P.M.
