ADVISORY COMMITTEE ON HISTORIC PRESERVATION
The Advisory Committee on Historic Preservation (ACHP) will meet on
Tuesday, November 15 1994. The meeting will be held in the Conference
Room at the Cottage Grove City Hall, 7516 80th Street South, at 7:00 P.M.
'I'he City Council recently voted to eliminate funding for historic
preservation in the 1995 general fund budget. If adopted, this budget will
deprive the ACHP of its professional staff. While this does not signal the
termination of the city's historic preservation program, it will limit the
scope of the ACHP's work, particularly in the areas of long-range
planning, public education and historic site designation. The City Council
has scheduled a public hearing for the 1995 budget for Wednesday,
December 7, 1994.
ACHP Cl�airperson Gary Golusky has called this meeting to answer
questions and allow for public comment on the 1995 budget and to discuss
the future of historic preservation in Cottage Grove. Other agenda items
include the disposition of the historic St. Matthew's Church (which has
been saved from demolition and is being moved to a new location) and
� Cottage Grove's continued participation in the Certified Local Government
program.

MINUTES OF REGULAR MEETING
15 NOVEMBER 1994
CALL TO ORDER
Pursuant to due call and notice thereof, the regulaz meeting of the Advisory Committee on
Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 80th Street
South, on the 15th day of November 1994.
Chairperson Golusky called the meeting to order to 7:15 P.M.

APPROVAL OF AGENDA
Chairperson Golusky approveti the agenda as mailed with the addition of "1995 Historic
Preservation Budget" under New Business.
APPROVAL OF MINIJTES
Tfie minutes of the 30 August 1994 regular meeting were approved as mailed.
COMMTITEE MEMBERSHIP
� CHPO Vogel reported that the terms of ACHP members Einberger, Kleinsasser and
Sundgaard expired at the end of 1994. Chairperson Golusky asked that members who
wished � to be reappointed contact him before the end of the yeaz.
ST. MATT'�iEW'S EVANGELICAL AND REFORMED CHURCH HISTORIC SITE
The Committee discussed SHPO Vogel's memorandum of 7 November 1994 re: the
disposition of the historic property. Chairperson Golusky infonned the Committee that the
City Council had agreed to move the historic church to the property of Mr. A1 Wolf at 6110
Lamar Avenue, where it will be rehabilitated and adapted to use as a private dwelling. To
facilitate the move, the property was removed from the City Register of Historic Sites and
Landmarks by City Council resolution. The 1955 Community Club hall was demolished
on 14-15 November. CHPO Vogel reported that the historic 1887 church building is in
better condition than previously believed and that the move to the Wolf property would be
accomplished later in the month.
The Wolf family has asked that the St. Matthew's Church building be placed back on the
Ciry Register as soon as possible. Chairperson Golusky directed staff to prepare the
necessary nomination form and planning documents. �

Members continued the discussion begun at the last meeting regarding the City's
participation in the Certif'ied Local Government (CLG) program. No action was taken.
EY 1994 Annual Re�
CHPO Vogel distributed copies of the federal fiscal year 1994 CLG annual report to the
State Historic Preservation Office (SHPO). The annual report is a requirement for
maintaining CLG status. The Committee accepted the report.
Review and Comnliance Issues
The Committee reviewed the memorandum prepared by CHPO Vogel dated 15 November
1994 regarding apparent breakdowns in the review and compliance process. Members
expressed their concern over the lack of public participarion in the environmental review
process, particularly with regard to the Cogeneration Plant certif'icate of site comparibility
application and the Food Plant environmental review record, and with inconsistencies in the
Minnesota Historical Society reviews of projects from Cottage Grove. No action was
taken.
1995 Historic Preservation Budeet
Chairperson Golusky reported that the Ciry Council had moverl to eliminate funding for
historic preservation in the 1995 General Fund budget. The 1995 budget request for the
Historic Preservation Division was $4,600, unchanged from the past several yeazs.
There was lengthly discussion of the impact of the budget cuts on historic preservarion in
Cottage Grove. There was a consensus that zero funding would leave the ACHP without
� adequate professional staff and that several important historic preservation activities would
probably have to be abandoned, including historic site survey, City Register nominarions,
publicarions and public education. �
Chairperson Golusky stated that he would make every effort to have the funds restored to
the 1995 budget. 1fie final budget hearing is scheduled for 7 December 1994. Committee
members agreed to contact city officials and citizens to ask for their support.
