MINUTES OF REGULAR MEETING
25 JANUARY 1995
CALL TO ORDER
Pursuant to due call and notice thereof, the fust quarter regulaz meeting of the Advisory
Committee on Historic Preservation (ACHP) was held at the Pazk-Grove Branch
Washington County Library, 7800 Hemingway Avenue South, on the 25th day of January
1995.
Chairperson Golusky called the meeting to order at 7:10 P.M.
ROLL CALL
The following members were present: Kip Sundgaazd, Shazon Sawyer, Gary Golusky
(chair) and Gerry Filson (ex-officio). A1 Einberger arrived late.
APPROVAL OF AGENDA
Chairperson Golusky approved the agenda as mailed.
ANNUAL MEETING - ELECTION OF OFFICERS FOR 1995
Chairperson Golusky opened the 1995 Annual Meeting.
Mr. Golusky was nominated to serve as Chairperson for 1995. Mr. Sundgaard was
nominated to serve as Associate Chairperson for 1995.
Motion by Ms Sawyer, seconded by Mr. Sundgaard, to close nominations
and designate Mr. Golusky as ACHP Chairperson and Mr. Sundgaard as
Associate Chairperson for the coming year. Motion passed 3-0.
Chairperson Golusky designated CHPO Vogel to serve as Secretary during 1995.
A representative of the Planning and Zoning Commission will be requested, as per
ordinance. Mr. Filson stated that he would continue to represent the Parks, Recreation &
Natural Resources Commission for another year.
It was noted that Ms. Sandra Shiely will serve as City Council liaison with the ACHP
during 1995. The Committee looks forward to working with Councilwoman Shiely, who
previously represented the Planning Commission on the ACHP.

ANNUAL MEETING - RULES OF PROCEDURE
CHPO Vogel briefly reviewed the Committee Rules of Procedure and recommended no
changes. Chairperson Golusky stated that while the CHPO staffs the ACHP and is by
ordinance an ex-officio member of the Committee it was understood that it would not be in
order for Mr. Vogel to move or second Committee recommendations to the City Council.
CHPO Vogel agreed.
ANNUAL MEETING - GOALS AND OBJECTIVES FOR 1995
The Committee discussed its work plan for 1995. There was a consensus that four specific
historic preservarion program areas had priority. These were:
1) Nominate between two and four properties to the City Register of Historic Sites
and Landmazks;
2) Expand the Committee's educarion, training and outreach activities to include
school visits, workshops for local government officials and public events;
3) Strengthen the Committee's ties with other citizen advisory commissions,
especially the Planning & Zoning Commission, the Parks, Recrearion & Natural
Resources Commission and the Public Works Commission; and
4) Conduct field trips to local historic sites and landmarks to update Committee
members on the status of historic preservation in Cottage Grove.
� Chairperson Golusky stated that he would welcome City Council comments and
suggestions regarding the Committee's 1995 goals and objecrives.
ANNUAL MEETING - SET MEETING DATES
T'he Committee agreed to continue to meet quarterly, with special meetings on the call of
the Chairperson or CHPO as needed. Whenever possible, meerings will be held on the
second Wednesday of the month at 7:00 P.M.
RELOCATION OF HISTORIC ST. MATTHEW'S CHURCH
CHPO Vogel reported on the successful move of the historic church from the Community
Club site to 6000 Lamar Avenue, where it will be rehabilitated as a private residence by
Ms. Heidi Wolf.
Chairperson Golusky stated that videotape shot by the Government Access Cable TV staff
is being edited for an hour-long documentary, to be shown on community cable television
sometime in eazly 1995.

The Committee noted that some of the historic European larch trees planted along Lamar
Avenue in the 1860s by pioneer Robert Watson were slighdy damaged by the church
move. Staff suggests that the trees themselves aze nearing the ends of the natural lives.
There was a consensus among the Committee members that the City should undertake
planting new larch trees from seeds in the public right-of-way along Lamar Avenue.
Chairperson Golusky directed CHPO Vogel to consult with the City Forester to see if this
would be feasible.
1995 HISTORIC PRESERVATION BUDGET
CHPO Vogel reported that the 1995 general fund budget for the Historic Preservation
Division is unchanged fmm 1994. Some resources have been redistributed, however, to
pernut an expanded publications program.
NOMINATIONS TO THE CITY REGISTER
CHPO Vogel recommended that the following properties be nominated to the City
Register of Historic Sites and Landmarks: (1) the Historic Roberts House and Barn at
8348 Keats Avenue South, and (2) the Historic Nelson-Woodward House at 8578 90th
Street South.
Motion by Mr. Golusky, seconded by Mr. Einberger, that the ACHP
recommends that the City Council hold a public hearing to consider the
designation of the Historic Roberts House and Barn, 8348 Keats Avenue
South, to the City Register of Historic Sites & Landmarks, as required by
City Code Chapter 13A. Motion passed 3-0 (Mr. Sundgaard abstaining).
Staff was directed to prepare the necessary planning report and registration documentation.
Motion by Mr. Golusky, seconded by Mr. Einberger, that the ACHP
recommends that the City Council hold a pubiic hearing to consider the
designation of the Historic Nelson-Woodward House 8578 90th Street
South, to the City Register of Historic Sites & Landmarks, as required by
City Code Chapter 13A. Motion passed 4-0.
Staff was directed to prepare the necessary planning report and registrarion documentation.
The Committee also felt that the Peaceful Grove Methodist Church should be consulted
again before the public hearing is scheduled; they have conrinually asked that the historic
fannstead be registered as an historic site but may wish to have their architect review the
effects of City Register designation on the new church plan.

RE-REGISTRATION OF HISTORIC ST. MATTHEW'S CHURCH
Motion by Mr. Einberger, seconded by Mr. Sundgaard, that the Committee
issue a Finding of Significance for the Historic St. Matthew's Church
building at its new location. Motion passed 4-0.
The Committee also directed staff to prepaze the necessary planning report and registration
documents for re-listing the historic church in the City Register. Chairperson Golusky
requested that the City Register nomination be placed before the City Council in time for
National Historic Preservation Week in May 1995.
LIST OF DESIGNATED HISTORIC PROPERTIES
The Committee reviewed a list prepared by staff of all properties in the City currently listed
in the National Register of Historic Places or the City Register of Historic Sites &
Landmarks, as well as those for which the ACHP has issued Findings of Significance.
Mr. Sundgaard stated that while the City Register probably reflects the major themes in
Cottage Grove history before World War II, relatively few buildings constructed during the
1950s and 1960s have been determined eligible. Committee members agreed that the
postwaz era of suburban development was a watershed in local history and pivotal historic
sites (e.g., Pazk High, Thompson Grove First Addition, Panorama City) need to be
preserved.
Chairperson Golusky directed staff to forward the list of designated historic properties to
the City Council and to seek their comments and suggestions.
POLICY ON DEMOLITION PERMITS
CHPO Vogel reported on the status of applicarions for city demolition permits regarding
old buildings and structures. For the past several years, staff has informally reviewed all
demolition pernuts for buildings constructed prior to 1940; when old barns, etc., are slated
for demolition, staff has requested a delay (typically one week) in order to inspect and
photograph the building. (This does not apply to designated historic buildings, which by
ordinance require ACHP review of permits.) Some small buildings had "slipped through"
the system and were demolished without any record having been made.
Motion by Mr. Golusky, seconded by Ms. Sawyer, that the building permit
policies of the City be amended so that in the case of every application for
a demolition permit involving a building or structure built before 1950, the
City Historic Preservation Officer would have �ve business days to review
the application and document the property in question. The five-day
waiting period would not apply to emergency demolition requests. Motion
passed 4-0.
