ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING 26 APRIL 1995 CALL TO ORDER Pursuant to due call and notice thereof, the first quarter regular meeting of the Advisory Committee on Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 80th Street South, on the 26th day of April 1995. Chairperson Golusky called the meeting to order at 7:05 P.M. ROLL CALL The following members were present: Kip Sundgaard, Sharon Sawyer, Gary Golusky (chair) and Gerry Filson (ex-officio). A1 Einberger arrived late. APPROVAL OF AGENDA Chairperson Golusky approved the agenda as mailed. MINUTES The minutes of the 25 January 1995 regular meedng were approved as mailed. � CITY REGISTER NOMINATIONS CHPO Vogel updated the Committee on the status of the Woodward House and Roberts House City Register nominations. The Roberts registration documents are being reviewed and will probably be forwarded to the City Council in May. The Woodward nomination has been withheld pending the City's approval of the Peaceful Grove Methodist Church site plan. HPC MEETINGS The Committee discussed the upcoming 1995 HPC/CLG Workshop sponsored by the Minnesota Historical Society. CHPO Vogel will represent the City at the workshop in St. Cloud on 29 April. The Committee also discussed the possibility of ineeting with other heritage preservation commissions. Staff was directed to contact the HPCs in Eden Prairie and Newport with regard to possible joint meetings. ACHP 4/26/95 page 2 PRESERVATION WEEK National Historic Preservation Week is 14-20 May. Staff reported that a proclamation has been prepared and that the annual Local History Field Day for local high school students is being coordinated through Mr. Kleinsasser. CHPO Vogel distributed infonnation on Minnesota Archaeology Week, 29 April-7 May 1995, and encouraged ACHP members to participate in Twin Cities azea activities. PRESERVATIOIVIST OF THE YEAR The Committee reviewed nominees for the Preservationist of the Year Award given by the City during Historic Preservation Week. Chairperson Golusky and CHPO Vogel recommended that the Wolf family be given the award in recognition of their efforts to save the historic St Matthew's Church. The motion received unanimous consent. Staff was directed to notify Mr. Al Wolf and Ms. Heidi Wolf of the award and have an appropriate plaque prepared. STAFF UPDATE CHPO Vogel reported on the activities of the Historic Preservation Division during the period January-April 1995. � Beginning in May, ACHP members will receive monthly written reports summarizing staff work. GREY CLOUD LIME KILN The Committee discussed the Minnesota Historical Society's recent interest in the historic property owned by Mr. Otto Schmaltz. Staff reported that to the best of his knowledge, the Society had not accepted Mr. Schmaltz' offer to donate the historic lime kiln. MIGHAUD MOUND GROUP CHPO Vogel reported that a developer is planning to develop the 80 acre Michaud estate on Lower Grey Cloud Island. While the proposed residential development is in Grey Cloud Island Township, access to the development is through Cottage Grove. A major Native American archeological site, the Michaud Mound Group, occupies part of the Michaud property in Cottage Grove. This site is protected as a cemetery under state law. Committee members expressed concern that the proposed residential development could impact the burial mound site. CHPO Vogel stated that he had informed the City Administrator and Community Development Director of the possible threat to cultural ACHP 4/26/95 page 3 resources. Chairperson Golusky directed staff to monitor the situation and work with city and township officials to protect the archeological site. CERTIFIED LOCAL GOVERNMENT GRANTS CHPO Vogel reported that the City had been awarded two federal grants under the Certified Local Govemment (CLG) program. One grant was for analysis of archeological materials excavated from the Grey Cloud Townsite by the Minnesota Archaeological Society and the University of Minnesota in the early 1980s; the other was to revise, update and reprint the Cottage Grove Comprehensive Cultural Resource Management Plan, originally prepared in 1986. Work on both projects will begin in October 1995 and will be completed before July 1996. STATE HISTORIC PRESERVATION PLAN The Committee briefly discussed the draft state historic preservation plan distributed by the Minnesota Historical Society. Staff was directed to p�pare a formal statement commenting on the draft plan, to be submitted to the Society in May. ST. MATTHEW'S CHURCH VIDEO Chairperson Golusky reported that a 30 minute video documentary on moving the historic St Matthew's Church had been produced under the auspices of the ACHP and the South Washington County Cable Commission and was being shown on Government Access � Channel 12. Committee members complimented Mr. Golusky on his efforts to produce the video. NEXT MEETING The next regular meeting of the ACHP will be on Tuesday 18 July 1995 at 7:00 P.M.
