MINUTES OF REGULAR MEETING
21 NOVEMBER 1995
CALL TO ORDER
Pursuant to due call and notice thereof, the fourth quarter regular
meeting of the Advisory Committee on Historic Preservation (ACHP)
was held at the Cottage Grove City Hall, 7516 80th Street South, on
the 21 st day of November 1995.
Chairperson Golusky called the meeting to order at 7:05 P.M.
ROLL CALL
The following members were present: Gary Golusky (chair), Gerry
Filson (ex-officio), Keith Kleinsasser, Sharon Sauryer, and Robert Vogel
(staffl.
APPROVAL OF AGENDA
There being no changes, Cha.irperson Golusky approved the agenda as
mailed.
MINUTES
The minutes of the 26 April 1995 regular meeting were reviewed and
approved as mailed with the following corrections: (1) the meeting
was the second quarterly meeting of the ACHP, not the first; and (2)
the name of Robert Vogel was left out of the Roll Call, although he was
present in his capacity as Committee staff.
REAPPOINTMENT OF MEMBERS
Staff reported that the terms of office of inembers Golusky and Sawyer
would expire before the next scheduled meeting. Both members wish
to be reappointed to two-year terms. CHPO Vogel was directed to
transmit their request to the City Council.
1995 CLG ANNUAL REPORT
The Committee reviewed the annual report prepared by staff, which
covered historic preservation activities between 1 October 1994 and

30 September 1995. The report, which is submitted to the Minnesota
SHPO, is a requirement of mainta.ining Certified Local Government
(CLG) status.
REVIEW AND COMPLIANCE UPDATE
CHPO Vogel summarized recent projects reviewed by the Historic
Preservation Division. Staff issues written comments on between
twelve and fifteen projects each year and historic preservation
recommendations are routinely made conditions of permit approval
for preliminary plats, conditional use permits, etc. In addition, the
CHPO also reviews plans voluntarily submitted by property owners
whose buildings are not registered as historic sites. Overall,
compliance with city historic preservation regulations has been
excellent during 1995.
NE'I'VVORKING WITH SUBURBAN PRESERVATION GROUPS
On behalf of the ACHP, staff has opened discussions with the heritage
preservation commissions of Eden Prairie, Minnetonka, Newport and
other 'I�vin Cities suburbs on the matter of a suburban HPC network.
Suburban historic preservation issues differ significantly from those of
the core cities and rural towns, but there is no forum for exchanging
information and ideas. An informal meeting of HPC staff is being
planned for early 1996. The Committee strongly supports the concept
of a suburban historic preservation commission conference or
� workshop.
ST. MATTHEW'S CHURCH
Staff updated the Committee on the status of Heidi Wolf s
rehabilitation of the historic St. Matthew's Church, which she is
converting to a single-family dwelling. Restoration work is well
underway and staff encouraged members to visit the site.
MICHAUD MOUNDS
The Committee reviewed the case file on the proposed residential
development of the Michaud property on Lower Grey Cloud Island.
The developer has abandoned the project and that part of the Michaud
farm in Grey Cloud Township has been purchased by the county for a
regional park; the Michaud property in Cottage Grove remains in
private ownership. The Michaud Mound Group lies in both the
township and the city. As part of the development plan, a burial ACHP

mound protection plan was required. A mound protection plan was
prepared by the Institute for Minnesota Archaeology (IMA) and was
submitted to the City before the county acquired the property.
There was a consensus among Committee members that the IMA
mound protection plan was workable and should be implemented,
even though the Michaud property is no longer subject to residential
development. An archaeological survey of the entire property (about
80 acres) also needs to be completed before any new construction
(roads, buildings, landscaping) can be permitted. The Committee also
agreed with staff s recommendation that the land use practices of the
county parks department and the Michaud heirs need to be carefully
monitored in order to protect the integrity of the Native American
burial site.
Chairperson Golusky directed staff to prepare a policy statement on
the treatment of disturbed Native American burials at the Schilling,
Grey Cloud, Michaud and Curry mound sites. Committee members
share staff s concerns about conflicting scientific and religious values,
but there is no consensus on issues such as confidentiality of burial site
location information, landowner notification, and access to burial sites.
CLG GRANT APPLICATION
CHPO Vogel shared with the Committee his thoughts on a possible
historic preservation project using federal CLG grant funds. The next
� grant cycle begins with an application deadline of 31 January 1996; if
approved, the project would start on 1 October 1996 and would have
to be completed by 31 July 1997.
With the unanimous consent of the members present, Chairperson
Golusky directed staff to prepare a CLG grant application for a public
education project, to be conducted jointly with the City of Newport
(the only other CLG in South Washington County). The purpose of the
project will be to develop curricula for elementary, secondary and
adult community education courses in local history and historic
preservation, including lesson plans and classroom resource kits, with
emphasis on teaching history with local historic sites. A detailed
project prospectus will be circulated in early December.

STANDARDS FOR LOCAL SURVEYS
As part of its review and compliance program, the City sometimes
requires developers to conduct historic preservation surveys prior to
construction. 'I�ypically, developers contract with outside
archaeological consultants to carry out the necessary surveys. The City
uses the Secretary of the Interior's standards for archaeology and
historic preservation, as well as survey guidelines developed by the
Minnesota SHPO.
CHPO Vogel pointed out that while all of the surveys conducted in the
City have met the federal and state standards, some did not fully
address the City's preservation planning needs. Staff has proposed
that the ACHP develop its own standards for historic preservation
survey and mitigation work that are based on the Secretary of the
Interior and SHPO guidelines, but which incorporate relevant aspects
of Cottage Grove city policy.
Chairperson Golusky directed staff to prepare draft standards for
historic preservation survey and mitigation work, to be presented to
the ACHP at its next regular meeting.
PUBLICATION OF TOUR GUIDE
CHPO Vogel reported that he expects to publish a self-guided tour of
local historic sites as No. 6 in the Perspectives in Cottage Grove
History booklet series. A January 1996 publication date is anticipated.
The Committee discussed alternative tour guides, including audio
cassettes.
1996 BUDGET
The Committee reviewed the 1996 Historic Preservation Division
budget, which is substantially unchanged from 1995, except for the
inclusion of an additional $2400 for use as federal grant match.
CITY HAI,L EXHIBIT
The Committee examined the historic preservation e�ibit case and
historic site photographs on display in the public areas of City Hall.
CHPO Vogel reported that he hopes to install a new display in the
e�ibit case focusing on agriculture sometime in early 1996.

COMMUNITY EDUCATION
CHPO Vogel updated the Committee on the success of "Tea & Tour at
Cedarhurst," a cooperative effort of the City, Historic Cedarhurst and
School District 833 Community Education. More than 75 persons
signed up for Tea & Tour I on 6 November. Tea & Tour II, which will
focus on architecture history, will take place on 20 February 1996; Tea
& Tour III, a lecture on local archaeolog�, is scheduled for 1 May
1996, during Minnesota Archaeology Week.
The Committee discussed other community education and outreach
activities. Ride Through History II, a bicycle tour of historic sites, has
been tentatively proposed for the fall of 1996, and Mr. HIeinsasser
volunteered to plan the route. The Committee also felt that the
successor to the defunct Strawberry Festival might include some kind
of historic sites tour and directed staff to contact the event's
organizers.

The ACHP annual meeting was scheduled for Thursday, 15 February
1996, at 7:00 P.M.
