MINUTES OF REGULAR MEETING
16 April 1996
CALL TO ORDER
Pursuant to due call and notice thereof, the first quarter regular
meeting of the Advisory Committee on Historic Preservation (ACHP)
was held at the Cottage Grove City Hall, 7516 80th Street South, on
the 16th day of April 1996.
Associate Chairperson Sundgaard called the meeting to order at 7:20
P.M.
ROLL CALL
The following members were present: Sharon Sawyer, Kip Sundgaard
(acting chair), A1 Einberger, Gerry Filson (ex-officio), and Robert Vogel
(staffl.
APPROVAL OF AGENDA
There being no changes, the chair approved the agenda as mailed.
MINUTES
The minutes of the 21 November 1995 regular meeting were reviewed
and approved as mailed.
REAPPOINTMENT OF MEMBERS
Staff reported that ACHP members Golusky and Sawyer had been
reappointed by the City Council.
REVIEW AND COMPLIANCE UPDATE
CHPO Vogel presented on oral report on the status of projects
reviewed by the Historic Preservation Division.

CHPO Vogel reviewed the progress made to date on the revision of the
Comprehensive Cultural Resource Management Plan and the Grey
Cloud To�tTnsite Documentation projects. Both CLG grants are in order
and project work is expected to be completed by the 31 July 1996
deadline.
CLG GRANT APPLICATION UPDATE
The Committee discussed the Local Heritage Education Project CLG
grant application. The grants committee of the Minnesota Historical
Society has recommended the project for funding, but until the
federal budget crisis is resolved, the State Historic Preservation Office
will not approve any federally funded grants.
LEGISLATNE ISSUES
CHPO Vogel advised the Committee that Rep. Sharon Marko
introduced legislation to require the Minnesota Department of
Transportation (MnDOT) to notify certified local governments
whenever highway archaeology and architecture/history surveys were
required under Section 106 of the National Historic Preservation Act.
Vogel testified before both the House and Senate transportation
subcommittees as a private individual. The Marko bill was not passed,
� but MnDOT has agreed to notify CLGs whenever a survey is to be
undertaken in their jurisdiction.
The Marko legislation was prompted by MnDOT's recently completed
archaeology and architecture/history survey for the Wakota Bridge
realignment. Although CHPO Vogel was consulted by MnDOT's
consultant, local heritage preservation commissions were not asked to
comment on the survey findings. CHPO Vogel explained that this is
typical of the workings of the state-local government preservation
"partnership" in Minnesota. Committee members expressed an
interest in improving the level of cooperation between the Historic
Preservation Division and state agencies, particularly as regards review
of development project impacts on locally significant historic sites.

This project has been placed on the "back burner" for the time being.

ANNUAL MEETING - ELECTION OF OFFICERS FOR 1996
Pursuant to the Committee's rules of procedure, Mr. Sundgaard
opened the floor for nominations for the office of ACHP Chairperson.
Ms. Sawyer nominated Gary Golusky; the nomination was seconded by
Mr. Sundgaard. There being no further nominations, Gary Golusky's
name will be submitted to the Council for appointment as Cha.irperson.
The chair opened the floor for nominations for Associate Cha.irperson.
Mr. Sundgaard nominated Keith Kleinsasser; the nomination was
seconded by Mr. Einberger. There being no further nominations, the
chair declared Mr. HIeinsasser the Associate Chairperson for 1996, to
assume his duties at the next meeting of the Committee.
ANNUAL MEETING - 1996 GOALS AND OBJECTIVES
There was discussion about specific Committee goals and the need for
a work plan. There was consensus that the ACHP's essential function
is to advise the Council on nominations to the City Register of Historic
Sites & Landmarks, and to review permit applications in relation to
designated historic sites. The Committee's role in policy-making is
intermittent, and a sound, workable comprehensive historic
preservation plan has been in place since 1986.
There was a strong feeling among the members that the proper forum
� for public discussion of historic preservation policies should continue
to be the Parks, Recreation & Natural Resources Commission, with
design review and issues relating to development left to the Planning
& Zoning Commission. This reflects past practice and preserves the
ACHP's role as technical review committee.
Members expressed an interest in meeting quarterly to review the
work of the CHPO and to make minor policy adjustments.
Members also reacted favorably to CHPO Vogel's proposal that the
ACHP use its 1996 meetings for additional education, training, and
outreach. A field inspection of selected local historic sites was
tentatively scheduled for June.
ANNUAL MEETING - 1996 MEETING DATES AND TIMES
The Committee agreed to continue the quarterly meetings. The third
Tuesday in June, September, and December were set aside for regular
meetings, with special meetings at the call of the chair or CHPO.

HISTORIC PRESERVATION VIDEOS
CHPO Vogel reported on his work with community television and
freelance television producers to develop high-quality programming in
the area of historic preservation. Several Cottage Grove-related
projects are "in the works" and Vogel is working with the Cable
Commission's Government Access staff.
HPC/CLG WORKSHOP
CHPO Vogel will represent the City at the annual workshop for
heritage preservation commissions and certified local governments, to
be held on 25-26 April in Stillwater. Attendance is a requirement for
retaining CLG status.
Vogel informed the Committee that he intends to explore alternatives
to the HPC/CLG workshop organized by the Minnesota Historical
Society for future compliance with federal standards.
ARCHEIEOLOGY WEEK
The second annual Minnesota Archaeolog�y Week will be celebrated 28
April-4 May 1996. Cottage Grove will observe the event with a public
lecture on the archaeology of South Washington County on 1 May, part
of CHPO Vogel's Cedarhurst lecture series.
PRESERVATION WEEK
The City will celebrate National Historic Preservation Week, 12-18
May, with a proclamation by the City Council, presentation of the
Preservationist of the Year Award, and the annual Local History Field
Day for Park H.S. students.
PRESERVATIONIST OF THE YEAR
Gary and Effie Miller of 7320 Lamar Avenue were the consensus
choice to receive this year's award, honoring their efforts to preserve
and rehabilitate their historic home in Old Cottage Grove. The Millers
will receive a plaque from the Council at the 15 May meeting.

The next regular meeting of the ACHP will be Tuesday, 18 June 1996,
at 7 p.m.
