MINUTES OF REGULAR MEETING
12 NOVEMBER 1996
CALL TO ORDER
Pursuant to due call and notice thereof, the fourth quarter regular
meeting of the Advisory Committee on Historic Preservation (ACHP)
was held at the Cottage Grove City Hall, 7516 80th Street South, on
the 12th day of November 1996.
Cha.irperson Golusky called the meeting to order at 7:10 P.M.
ROLL CALL
The following members were present: Sharon Sawyer, Kip Sundgaard,
Keith HIeinsasser, Gary Golusky (chair), and Robert Vogel (staffl.
APPROVAL OF AGENDA
There being no changes, Chairperson Golusky approved the agenda as
mailed.
MINUTES
� The minutes of the 16 April and 18 June 1996 regular meetings were
reviewed and approved as mailed.
TERMS OF OFFICE
Staff reported that the terms of ACHP members Sundgaard,
HIeinsasser, and Einberger will e�ire in February 1997. Members
Sundgaard and Kleinsasser expressed interest in seeking
reappointment to two-year terms. Chairperson Golusky directed staff
to contact the Planning & Zoning Commission about appointing a new
ex-officio representative to the ACHP.
HERITAGE EDUCATION PROJECT UPDATE
CHPO Vogel distributed copies of the first progress report for the CLG
grant project and summarized the results of project work to date.
Members Sawyer, Kleinsasser, Sundgaard, and Golusky volunteered to
serve on the panel of education advisors for the project. A call for

additional education advisors will be distributed by staff during
December. The advisors will probably begin to meet in January 1997.
The Committee discussed coordination of the project with the City of
Newport.
REVIEW AND COMPLIANCE UPDATE
CHPO Vogel presented on oral report on the status of various projects
reviewed by the Historic Preservation Division.
There was consensus that permit review should be handled
administratively, by the CHPO in consultation with the ACHP
chairperson, in all cases where proposed work will not have a
significant effect on historic properties. The ACHP will meet to
review permit applications only in cases where proposed work may
result in alteration or loss of an important cultural resource; permits
for minor work will be reviewed by staff.
FY 1996 CLG ANNUAL REPORT
CHPO Vogel distributed copies of the Certified Local Government
(CLG) annual report for the federal fiscal year ending 30 September
1996, which is required by the Minnesota State Historic Preservation
� Office (Mn/SHPO) for ma.inta.ining CLG status. Cottage Grove is one of
the original CLGs (there are now more than two dozen CLGs in
Minnesota and more than one thousand nationwide) and has
consistently received high grades in all areas of historic preservation
programming.
LEGISLATIVE ISSUES
Chairperson Golusky directed staff to contact state and federal office
holders representing Cottage Grove about legislation relating to
historic preservation. The Committee e�ressed an interest in
arranging a meeting with Commissioner Peterson, Representative
Marko, Senator Price, and Congressman Luther to discuss a legislative
agenda.
1997 HISTORIC PRESERVATION BUDGET
CHPO Vogel presented the 1997 Historic Preservation Division budget
request, which is expected to be approved by the City Council.

HISTORICAL SOCIETY
There was discussion of the recent attempt to organize a South
Washington County Historical Society and establish a local history
museum. While city policy encourages community based heritage
education and the preservation of historic documents and objects,
there was consensus that the City of Cottage Grove should not get into
the museum business.
Chairperson Golusky directed staff to continue to attend meetings of
the new historical society and report back to the ACHP.
SUBURBAN HPC ROUNDTABLE
CHPO Vogel advised the Committee on the formation of the Suburban
Heritage Preservation Commission Roundtable, an informal network of
'I�vin Cities suburban historic preservation organizations. The cities of
Cottage Grove, Eden Prairie, Minnetonka, and Edina have formed this
organization, which will have its first meeting in Eden Prairie on
Saturday, 23 November.
1997 ANNUAL MEETING
� The Committee will hold its annual meeting in the middle of February,
the date and time to be determined.
ADJOURNMENT
There being no further business, the meeting was adjourned at 8:45
P.M.
