Adjournment ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING 4 MARCH 1997 CALL TO ORDER Pursuant to due call and notice thereof, the fourth quarter regular meeting of the Advisory Committee on Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 80th Street South, on the 4th day of March 1997. Chairperson Golusky called the meeting to order at 7:30 P.M. ROLL CALL The following members were present: A1 Einberger, Kip Sundgaard, Keith HIeinsasser, Gary Golusky (chair), Cheryl Kohls (council liaison) and Robert Vogel (staffl. APPROVAL OF AGENDA There being no changes, Cha.irperson Golusky approved the agenda as mailed. MINUTES The minutes of the 12 November 1996 regular meeting were reviewed and approved as mailed. 1997 ANNUAL MEETING The Committee held its annual meeting for 1997. Pursuant to the Committee's rules of procedure, Cha.irperson Golusky opened the floor for nominations for the offices of ACHP chairperson and associate chairperson. Mr. Einberger nominated Gary Golusky for cha.ir and Mr. Kleinsasser for associate chair and moved to close nominations; seconded by Mr. Sundgaard. Motion passed 4-0. There was a consensus among the members of the Committee that the ACHP should continue to hold regular meetings on a quarterly basis, with special meetings for design review matters. ACHP 3/4/97 page 2 COMPREHENSNE CULTURAL RESOURCE MANAGEMENT PLAN REVISIONS CHPO Vogel reported on the revisions made to the CCRMP, originally adopted in 1986. Chapters 1 and 2 of the revised CCRMP have been distributed for comment. The Committee hopes to have the final draft ready for adoption by the Council by the end of summer, 1997. HERITAGE EDUCATION PROJECT The Committee reviewed the progress of the CLG grant project and brainstormed about lesson plan topics. 1996 ANNUAL REPORT Staff distributed copies of the 1996 Historic Preservation Division annual report. CLG GRANT APPLICATION The Committee reviewed the application prepared by staff. The City is seeking federal funds to help finance development of voluntary guidelines for historic preservation. The guidelines will address activities that are not subject to official controls, such as paint color selection for historic buildings. There will also be guidelines for ' developers designed to integrate cultural resource management considerations into all aspects of project planning. REVIEW AND COMPLIANCE UPDATE CHPO Vogel presented a brief report on projects he has reviewed, including the SE Metro Waste Treatment Plant, the Cottage Grove Ravine watershed management plan, and the Natural Resources Inventory. FINDINGS OF SIGNIFICANCE The Committee reviewed the documentation assembled by staff regarding the historic Roger B. Shepard Farmstead, 8896 70th St. So., and the historic Peter Thompson House, 8824 Kimbro Ave. So. Both properties have been evaluated within local historic contexts and meet the criteria for nomination to the City Register of Historic Sites and Landmarks. ACHP 3/4/97 page 3 Mr. Kleinsasser moved that the ACHP issue Findings of Significance for both the Shepard Farmstead and the Thompson House; seconded by Mr. Einberger. Motion passed, 4-0. CLG/HPC WORKSHOP The annual workshop for Certified Local Governments and heritage preservation commissions is scheduled for Wednesday-Thursday, 14- 15 May, in St. Paul. Registration information will be sent to Committee members as soon as it is received. PRESERVATION WEEK Historic Preservation Week is 11-17 May 1997. Nominations are being sought for the ninth annual Preservationist of the Year Award. Other activities are also planned.
