Adjournment ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING 23 APRIL 1997 CALL TO ORDER Pursuant to due call and notice thereof, the spring quarter regular meeting of the Advisory Committee on Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 80th Street South, on the 23rd day of April 1997. Chairperson Golusky called the meeting to order at 7:15 p.m. ROLL CALL The following members were present: Gary Golusky (chair), Keith HIeinsasser, Kip Sundgaard, Herb Japs (ex-officio), and Robert Vogel (staff�. APPROVAL OF AGENDA There being no changes, chairperson Golusky approved the agenda as mailed. MINUTES The minutes of the 4 March 1997 regular meeting were reviewed and approved as mailed. HISTORIC PRESERVATION DIVISION UPDATE CHPO Vogel's memorandum of 1 April 1997, reviewing staff work during the month of March, was reviewed. GLG GRANT APPLICATION CHPO Vogel reported that the grants committee had approved the City's request for $4000 in federal funds to develop voluntary guidelines for historic preservation development projects. Of�`icial approval from the State Historic Preservation Officer and the National Park Service is expected. This project would begin on 1 October 1997 and run through 31 July 1998. ACHP 4/23/97 page 2 1998 FEDERAL BUDGET FOR HISTORIC PRESERVATION The Committee reviewed information provided by staff on President Clinton's proposed fiscal year 1998 federal budget appropriation for historic preservation. A very slight increase in the CLG program was noted; otherwise, federal support for local historic preservation will not change. HISTORIC PRESERVATION WEEK The Committee reviewed plans for celebrating Historic Preservation Week, 11-17 May 1997. City sponsored activities include: - Preservation Week proclamation by mayor & city council - Preservationist of the Year Award - Staff workshop on historic preservation - Annual History Field Trip for Park H.S. students In addition, CHPO Vogel will present his spring class on the archaeology of South Washington County at Cedarhurst on Thursday, 8 May. PRESERVATIONIST OF THE YEAR. The Committee reviewed nominees for the 9th annual "Preservationist of the Year Award." The consensus choice was the Cottage Grove Cemetery Association, for their outstanding work on preserving the integrity of the ' historic landscape and buildings at the Old Cottage Grove cemetery. HOMETOWN HISTORY PROGRAM Staff presented information on the new "Hometown History" interest patch offered by the Girl Scouts of America in partnership with the History Channel. "Hometown History" gives Girl Scouts an opportunity to explore local heritage through architectural history, oral history, and neighborhood history; upon completion of one activity, a Girl Scout is entitled to a special interest patch. Mr. HIeinsasser moved that the ACHP actively support the "Hometown History" program in Cottage Grove. Seconded by Mr. Sundgaard. Motion passed, 3-0. ACHP 4/23/97 page 3 HPC WORKSHOP The annual workshop for Minnesota heritage preservation commissions (HPCs) and certified local governments (CLGs) will be held Wednesday- Thursday, 16-17 May (during Preservation Week), at the Landmark Center in St. Paul. Mr. Einberger had previously volunteered to represent the Committee at the workshop; CHPO Vogel will also attend. Participation of at least one member is required to maintain CLG status for the City. LONG R.ANGE GOALS AND VISION CHPO Vogel informed the Committee that he was preparing a vision statement for historic preservation in the 21st century, as well as a list of long-range programming goals. There was a general discussion of the history of historic preservation in Cottage Grove and the need for a "blueprint" for future historic preservation initiatives. There was consensus that while the current preservation program is well established and effective, the scope of community heritage conservation activities needs to be broadened. Underdeveloped program areas include assistance to property owners, financial incentives for restoring historic properties, and public education. FALL CANOE TRIP The Committee discussed sponsoring a fall canoe trip around Lower Grey � Cloud Island. SOIL & WATER CONSERVATION The Committee discussed the possibility of establishing a partnership with the Washington County Soil & Water Conservation District (SWCD). Several historic properties in Cottage Grove are associated with soil and water conservation and there is an important relationship between natural resources and cultural resources management issues. CHPO Vogel was directed to contact Mrs. Louise Smallidge of rural Cottage Grove, who is the new Washington SWCD supervisor representing the southwestern part of the county. FARM HERITAGE Staff was directed to prepare a brief report, evaluating the potential for establishing a heritage farm site in Cottage Grove, to be used for teaching urban students about agriculture and rural lifeways, a concept similar to ACHP 4/23/97 page 4 the nature study areas which have been developed by �vin Cities school districts. SUMMER MEETING Staff was directed to organize a historic sites inspection tour for the ACHP, in lieu of a June meeting.
