ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MIN[JTES OF SPECIAL MEETING 22 OCTOBER 1997 CALL _T_4�1�ER Pursuant to due call and notice thereof, a special meeting of the Advisory Committee on Historic Preservation (ACHP) was held at Historic Cedarhurst, 6940 Keats Avenue South, on the 22nd day of October 1997. At 6:00 p.m. the Committee and others toured the Cedarhurst property as well as the Nelson and Marty properties. Chairperson Golusky called the meeting to order at 7:00 p.m. R4LILGALL The following members were present: Gary Golusky (chair), Al Einberger, Keith Kleinsasser, Kip Sundgaard, Sharon Sawyer, Craig Kostelecky (Parks Commission representative), Herb Japs (Planning Commission representative) and Robert Vogel (CHPO). Also present were: Associate Planner John Burbank; Planning Commission members Jon Auge and Pat Rice; Mary Marty, owner of 9905 Military Rd.; and Doug Nelson, owner of 9912 70th St. �PPROVAL. OF AGENDA There being no changes, Chairperson Golusky approved the agenda as mailed, but changed the order of the items to be discussed. �EDARHURST CONDITIONAL USE PERMIT CHPO Vogel reported on the status of the application made by Leland Gohlike for site plan approval and an amended conditional use permit in relation to the Historic Cedarhurst property. The Committee reviewed and discussed the City's design review standards and policies. There was general discussion of the proposed rehabilitation and reuse of Cedarhurst. The following critical preservation issues were identified: • The City regards Cedarhurst is a significant resource that needs to be preserved and protected • The site plan and CUP submitted by Mr. Gohlike proposes rehabilitation and reuse of the 1 property • The Secretary of the Interior's Standards for the Treatment of Historic Properties will be applied • Some alteration of the historic house may be appropriate • New construction will need to meet all historic preservation standards • Redesigning parking and access will need to consider impacts to historic features • Commercial reuse of Cedarhurst would be consistent with the City's historic preservation plan • Rehabilitation and reuse of Cedarhurst should not be permitted to adversely affect neighboring historic properties • The Severance House, the Gardener's Cottage (9912 70th St.) and the Chauffer's Cottage (9905 Military Rd.) should be listed in the City Register of Historic Sites & Landmarks as the Cedarhurst Historic District In addition, the Committee heard from Ms. Marty and Mr. Nelson and members of the Planning Commission about their concerns over traffic noise, parking, crowd control, events, trespass, buffering and public participation in the permit process. CHPO Vogel reported that he had submitted the Cedarhurst site plan and elevations to Charles Nelson, Historical Architect at the Minnesota Historical Society, for review and comment. It was Mr. Nelson's opinion that the plans for the additions and new construction proposed by Mr. Gohlike did not meet standards for historic preservation. Members of the Committee also expressed their concern with the proposed new addition to the north (ballroom) wing of the house. Mr. Kleinsasser moved that the ACHP recommend approval of the conditional use permit with the following conditions: � 1. The distinguishing historical qualities and character of the Severance House and its environment shall not be destroyed; plans to preserve and rehabilitate the Cedarhurst property shall emphasize repair over replacement, and limited rather than wholesale change to accommodate new uses. 2. No city building permit shall be issued without a signed Certificate of Appropriateness; all building permit applications will be submitted to the ACHP for design review. 3. The owner shall maintain the existing form, integrity and materials of the east facade of the Severance House, including the distinctive design characteristics that make up the qualities of the Neoclassical Revival Style. 2 4. Alterations and additions to the Severance House shall not destroy significant historic architectural material and shall be compatible with the size, scale, color, material and character of the historic building and its environment; additions and alterations shall be done in such a manner that if they were to be removed in the future, the essential form and integrity of the house would be unimpared. 5. Installation of inechanical systems shall be concealed whenever possible so as not to intrude or detract from the aesthetic and historic qualities of the Severance House, except in instances where concealment would result in the alteration or destruction of historically significant materials or spaces. 6. New construction, grading and removal of existing structures shall be preceded by a thorough investigation to locate and identify all archaeological features and artifacts. 7. Historically important vegetation features (such as the cedar trees and lilac hedges) that are too deteriorated to retain shall be replaced in kind. 8. Paving driveways and parking areas is not compatible with the historic landscape values of the Cedarhurst property and shall not be required unless warranted by a public health or safety hazard. 9. The owner shall submit all plans for exterior rehabilitation work on the Severance House to the Minnesota State Historic Preservation Officer (MnSHPO) for review; no city building permit will be issued until the city receives written comments from the MnSHPO regarding the appropriateness of the proposed work. 10. Prior to beginning rehabilitation, restoration or reconstruction work that will result in the removal or alteration of a significant feature of the Severance House and its environment, the � owner shall document the existing condition as well as the historical, architectural or archaeological values of the feature; this documentation shall consist of written data, photographs, sketch plans and measured drawings as requested by the CHPO.1. Seconded by Mr. Einberger. Motion passed, 5-0. Chairperson Golusky directed CHPO Vogel to prepare a report detailing the significant historical and architectural aspects of the Cedarhurst property and providing rationale for the Committee's recommendation. ZONING_TEXT A1�IENDMF.LIT The Committee reviewed the Historic Places Conditional Use Permit zoning text amendment prepared by the City's planning staff and approved by the Planning Commission on 22 September 1997. Mr. Burbank provided background information on the need for the new type of conditional use permit. CHPO Vogel suggested some changes in the language of the ordinance to make it more consistent with the City's historic preservation plan. 3 There was discussion of the relevance of the City's commercial property performance standards to historic buildings and the 5-acre criteria for site eligibility. Some Committee members felt that the 5-acre requirement was too restrictive, as it effectively disqualified many historic properties which would otherwise be likely candidates for adaptive reuse; others questioned the appropriateness of "spot zoning" and the possible adverse effects of promoting commercial use of the City's historic properties. There was consensus that the zoning text amendment would take the City into "uncharted waters," therefore the ACHP will need to carefully monitor its implementation and effects Mr. Einberger moved that the ACHP recommend adoption of the zoning text amendment with the following changes: a. Change the name of the permit to "Historic Property Conditional Use Permit." b. Change performance standard #1 to read: "Listed in or detertnined eligible for the City Register of Historic Sites and Landmarks or the National Register of Historic Places." c. Change performance standard #14 to read: "Site improvements meet the City's historic preservation standards and guidelines." d. Change performance standard #15 to read: "All applications for city permits are reviewed by the Advisory Committee on Historic Preservation and a certificate of Appropriateness is obtained for site work to preserve, rehabilitate, restore or reconstruct historic buildings, structures, landscape or objects."
