February 10,1998, at 7:00 p.m. in the Conference Room at City Hall.

MINUTES OF REGULAR MEETING
10 FEBRUARY 1998

Pursuant to due call and notice thereof, the annual meeting of the Advisory Committee on Historic
Preservation (ACHP) was held at City Hall, 7516 80th St. So., on the l Oth of February 1998.
Chairperson Golusky called the meeting to order at 7:10 p.m.

The following members were present: Gary Golusky (chair), A1 Einberger, Keith Kleinsasser, , Herb
Japs (Planning Commission representative) and Robert Vogel (CHPO).
The following members were absent: Kip Sundgaard, Sharon Sawyer, Craig Kostelecky (Parks
Commission representative).
It was noted that the terms of office of Mr. Golusky and Ms. Sawyer will expire in February 1998.

There being no changes, Chairperson Golusky approved the agenda as mailed.
RF.VIEW OF 1997 ACTNITIES
CHPO Vogel reported on the major accomplishments and disappointments of the past year and
informed the Committee that the 1997 Annual Report was expected to be ready for publication in
March.

As part of its annual meeting agenda, the Committee reviewed its rules of procedure and the
ordinance requirements for ACHP chairperson, associate chairperson and secretary.
Motion by Mr. Einberger, seconded by Mr. Kleinsasser, to nominate Mr. Golusky for the office of
ACHP Chairperson and Mr. Sundgaard for the office of Associate Chairperson in 1998. Motion
passed, 3-0.

There being no further nominations, the officers of the ACHP for 1998 (serving until the next annual
meeting) will be:

(*By the rules of the Committee, the CHPO serves as the permanent Secretary for the ACHP.)

There was discussion of ACHP goals and objectives for the coming year. Each year at the annual
meeting, the Committee establishes a general work plan focusing on policy initiatives. These goals
and objectives provide a list of performance outcomes by which the Committee (and the City
Council) can evaluate the effectiveness of the preservation program.
By consensus, the Committee adopted the following, non-prioritized list of goals and objectives:
1. Develop voluntary (i.e., non-regulatory) guidelines for protecting, maintaining and restoring
historic properties
2. Recommend a minimum of four historic properties for listing in the City Register of Historic
Sites and Landmarks by City Council resolution
3. Develop orientation and training materials for ACHP members
4. Introduce the Heritage Education Project "teaching with historic places" materials into social
studies classrooms in Cottage Grove schools
5. Continue to expand the Historic Preservation Division's education, training and outreach
programs to include more school visits, adult education, workshops for city officials, and
public events
6'. Develop a long-range vision for integrating historic preservation with neighborhood
development in Old Cottage Grove
7. Distribute a bi-monthly update of historic preservation activities for City Council, staff,
advisory commissions and other interested parties
8. Revise and update the historic preservation element of the City's comprehensive land use
plan
Staff was directed to forward these goals and objectives to the City Administrator and City Council
for comment.

There was consensus that the ACHP should continue to hold quartlerly regular meetings, on mid-
week evenings (Tuesday, Wednesday or Thursday) whenever possible, with special meetings as
needed on the call of the chairperson.

CHPO Vogel reported on the 1998 Historic Preservation Division operating budget and the approval
of his three year "performance contract" on 17 December 1997.
Members of the Committee expressed concern that some of the ACHP goals and objectives did not
correspond to the "outcomes" stated in the 1998 budget or the CHPO's performance contract. In
particular, ACHP goal #5 reflects a long standing ACHP commitment to public education and
outreach that is not reflected in the staff work plan for the Historic Preservation Division. CHPO
Vogel stated that he had expressed many of the same concerns to the Council and staff during the
1998 budget process, but there had been an apparent shift in emphasis away from public education
in favor of allocating more CHPO time for planning and administrative functions. He reminded the
Committee that staff remains committed to public education and outreach and will continue to
provide these services on a voluntary basis, if need be.
For the record, Chairperson Golusky expressed his displeasure with the current CHPO performance
contract, which does not mention public education/outreach as a CHPO task, and with the 1998
Historic Preservation Division operating budget, which appears to de-emphasize public education
as an important "outcome" for the city's historic preservation program.

CHPO Vogel presented a brief update on the progress of the preservation guideline project, which
is being funded in part by the Certified Local Government grant-in-aid from the National Park
Service. The goal of this project is to develop a quick-reference handbook for historic property
owners, developers, contractors and others that addresses preservation issues not related to the
regulatory process (i.e., permits, zoning, etc.). For example, the guidelines will address historic
home maintenance, selection of paint colors, protection of archaeological sites on agricultural land,
and historic landscaping, but will not cover design standards and compliance with city, state, or
federal environmental regulations. Draft project products should be available for ACHP review by
April 1998.

CHPO Vogel reported that he had submitted an application for federal funds to complete an intensive
survey and evaluation of nine historic landscapes and transportation sites. If approved, this project
would begin in October 1998 and run through July 1999.
There was discussion of the current interest in railroad commuter transportation in the Hastings-St.
Paul rail corridor and implications for historic properties in and around Langdon.
CEDARHi_TRST
The Committee reviewed the status of the zoning code amendment creating a"Historic Property
Conditional Use Permit," which was recently approved by the City Council, and Mr. Gohlike's plans

to rehabilitate and reuse the Cedarhurst property. The Gohlike HPCUP application will go to the
Planning Commission for discussion at their February meeting. The ACHP will stand by its earlier
recommendations and stipulations.

The Committee continued its discussion from last year regarding the feasibility of developing a fann
heritage education site somewhere in southwestern Washington County. Staff was directed to
continue to compile information about fann heritage education and to identify possible historic
farmstead sites suitable for such uses.

Historic Preservation Week 1998 will be 10-16 May. Because of changes in the class structure, it
may not be possible to continue the "local history field day" for Park High students; Mr. Kleinsasser
will look into this and report back. Staff was directed to issue a call for nominations for the annual
"preservationist of the year" award.
CHPO Vogel reported that the Newport HPC was planning a historic site tour for Sunday, 17 May,
and had extended an invitation to the ACHP to participate. The tour would be self-guided, with on-
site guides provided by the HPC and ACHP; participants would pay $10 for a tour booklet and
"pass" to four sites in Newport and four sites in Cottage Grove, with the proceeds going into a
Heritage Education Fund, to be shared by the two city preservation organizations.
Motion by Mr. Golusky, seconded by Mr. Kleinsasser, to join with the Newport HPC in sponsoring
a spring historic sites tour and establishing a joint heritage education fund. Motion passed 3-0.
FINDINGS OF SIGIVIFICANCE
The Committee reviewed the heritage resource inventory files for the Historic Roger B. Shepard
House, 8946 70th St. So., and the Miller House, 7230 Lamar Ave. So. CHPO Vogel recommended
that the ACHP issue Findings of Significance for both properties as the initial step toward
nomination to the City Register of Historic Sites and Landmarks.
Motion by Mr. Golusky, seconded by Mr. Einberger, to issue a Finding of Significance for the
Shepard House and a Finding of Significance for the Miller House. Motion passed 3-0.
WORKSHOP ON PRESERVATION VISION
The Committee discussed the need for a long-range (25-50 years) "vision" of historic preservation
in Cottage Grove. Some of the areas of concern are:
• How will the City treat historic resources from the post-war era (i.e., Thompson Grove)?
• What is the future of Old Cottage Grove as a neighborhood within a 21 st century urbanized
area?

• How many properties should be placed on the City Register?
• What is the future of Cottage Grove's agricultural heritage?
• What are the future heritage education and public participation needs?
Staff was directed to prepare for a late spring or early summer "brainstorming" session on these
issues, to be coordinated with the work on the revised comprehensive plan.

CHPO Vogel reported that he had been contacted by the organizing committee of the Great Grove
Get-Together. There was a brief discussion of ACHP participation in the annual community
celebration, to be held in June. One idea was to sponsor a horshoe pitching contest. Staff was
directed to work with the organizing committee to determine an appropriate level of ACHP
participation.
