Adjournment ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING 13 MAY 1998 CALL TO ORDER Pursuant to due call and notice thereof, the annual meeting of the Advisory Committee on Historic Preservation (ACHP) was held at City Hall, 7516 80th St. So., on the 13th of May 1998. Chairperson Golusky called the meeting to order at 7:20 p.m. RO_�I ._S'AIvI • The following members were present: Gary Golusky (chair), Keith Kleinsasser, and Robert Vogel (CHPO). The following members were absent: Kip Sundgaard, A1 Einberger, Herb Japs (Planning Commission representative), Craig Kostelecky (Parks Commission representative). It was noted that Ms. Sawyer has resigned from the Committee. Ms. Donna Reynolds has been designated liaison to the ACHP by the board of the Washington County Historical Society, replacing Mr. Charles Woodward. Also present was Dan King, a prospective new member. APPROV I. OF AGENDA There being no changes, Chairperson Golusky approved the agenda as mailed. CT .CT C�R ANT PROJECT CHPO Vogel reported on the progress of the historic preservation guidelines project and reviewed the draft document, which is being sent out for comments. HI�TO�TC PRF.SERVATION WEEK CHPO Vogel reported on plans to celebrate Preservation Week. The City Council has proclaimed the 1 lth through the 17th of May as Preservation Week. The Washington County Historical Society has opened a new exhibit at City Hall, "Preservation Begins at Home." 1 The Committee expressed disappointrnent that the Local History Field Day for high school students, a feature of Preservation Week since the early 1980's, had to be dropped this year. Chairperson Golusky reported that he and CHPO Vogel had selected Associate City Planner John Burbank as the 1998 Preservationist of the Year. CHPO Vogel informed the Committee that he would represent Cottage Grove at the annual conference for Minnesota preservation commissions, to be held in Faribault. HISTO T, SIT . TO TR The Committee discussed the Historic Sites Tour scheduled for Sunday, May 17. Three Cottage Grove properties will be on the tour: the Grey Cloud Lime Kiln, Elmer Furber House and Dr. William W. Furber House. The Committee directed staff to carry forward the proposal to establish a Heritage Education Partnership between the cities of Newport and Cottage Grove as a means of funding classroom education initiatives. (' .D RHTTR4T .ONDITIONAT. TSE PE MIT . CHPO Vogel informed the Committee that Mr. Gohlike has withdrawn his application for a Historic Property Conditional Use Permit for the Cedarhurst estate. However, there is good reason to believe that an application will be re-submitted in the near future. The Committee reviewed the most recent site plan and elevations prepared by Shea Architects for the rehabilitation of Historic Cedarhurst and there was consensus that the plans were consistent with the City's preservation standards and guidelines. There was support for the concept of relocating the driveway offKeats Ave., but the Committee stands by its earlier recommendation that paving should be kept to a minimum in order to preserve the historic character of the property. The Committee felt that there needs to be a sign placed on 70th St. which distinguishes the Cedarhurst access road from the next door neighbor's driveway. Staff advised the Committee that the best approach to preservation of the Cedarhurst property may be the creation of a Cedarhurst Historic District that includes the historic gardener's cottage and chauffer's residence as well as the Severance House and grounds. CnMPR .H .NSIV . P.ANNiN T WO K�HOP The Committee reviewed the existing Historic Preservation Element of the City's comprehensive land use plan. There was consensus that while the plan needs some minor revisions to its goals and policies, the part that needs updating is the future preservation plan. There was a general brainstorming session on preservation issues in the 21 st century. An outline 2 summarizing the discussion was prepared by CHPO Vogel (see attached). In addition to another comprehensive planning workshop, Chairperson Golusky directed staff to plan for a late summer/early fall ACHP inspection tour focusing on potential educational use of farm heritage sites.
