Adj ournment ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING 22 SEPTEMBER 1998 CALL TO ORDER Pursuant to due call and notice thereof, the regular fall quarter meeting of the Advisory Committee on Historic Preservation (ACHP) was held at City Hall, 7516 80th St. So., on the 22nd of September 1998. Chairperson Golusky called the meeting to order at 7:15 p.m. ROLL CALL The following members were present: Gary Golusky (chair), Keith Kleinsasser, A1 Einberger, Herb Japs (Planning Commission representative) and Robert Vogel (CHPO). The following members were absent: Kip Sundgaard, Craig Kostelecky (Parks Commission representative), Donna Reynolds (WCHS representative). Also present was Tina Valek, a prospective new member. MINUTES OF 13 MAY 1998 MEETING The Committee reviewed the minutes of the 13 May 1998 meeting. There being no changes, Chairperson Golusky approved the minutes as mailed. APPROVAL OF AGENDA There being no changes, Chairperson Golusky approved the agenda as mailed. VOLUNTEER RECOGNITION On behalf of the City, CHPO Vogel presented each member of the Committee with a certificate of recognition signed by Governor Carlson, Mayor Denzer, and City Administrator Schroeder. PRESERVATION GUIDELINES CHPO Vogel reported on the completion of the historic preservation guidelines project and 1 distributed copies of the guideline booklet. There was discussion about copyright. The Committee decided to retain its long established practice of not copyrighting its publications, so that users may reproduce materials without obtaining written permission. HERITAGE EDUCATION PARTNERSHIP The Committee reviewed the Memorandum of Agreement between the cities of Newport and Cottage Grove which establishes a framework for funding historic preservation education materials. Staff will explore fundraising options. CHPO Vogel provided the Committee with an update on the distribution of classroom resource kits. There was consensus that the ACHP should cooperate with the Newport HPC on another historic sites tour, tentatively scheduled for October 1999. COMPREHENSIVE PLAN The Committee reviewed the draft Historic Preservation Element goals and policies, the "Preservation Vision 2020" discussion outline, and a report on the Mississippi River Critical Area Plan prepared by staff. There was consensus that the revised comprehensive plan should include three historic preservation program initiatives: l. Develop a historic preservation treatment program, to provide technical and financial � assistance to historic property owners undertaking preservation, rehabilitation, restoration, and reconstruction projects. 2. Develop an agriculture heritage education site, to preserve a farmstead as an educational resource where students can learn about the area's agricultural heritage, the place of the family fann in the economy, rural lifeways, and agricultural production. 3. Create heritage preservation planning areas to address landscape level land use issues at Lower Grey Cloud Island, Old Cottage Grove, East Cottage Grove, and Panorama City/Thompson Grove. These initiatives will be incorporated as part of the ACHP's vision of the city preservation program in 2020. 2 NQMINATIONS TO THE CITY REGISTER CHPO Vogel presented draft preservation planning reports for the Hill-Gibson House, 7007 Pt. Douglas Rd., the Roberts House, 8348 Keats Ave., and the Woodward House, 8578 90th St. These properties had been previously determined eligible for historic site registration by the ACHP. Staff recommended that the Hill-Gibson and Roberts properties be nominated to the City Register of Historic Sites and Landmarks at this time. The Woodward House nomination was withdrawn to allow for further consultation with the Peaceful Grove Methodist Church. Mr. Einberger moved to nominate the Hill-Gibson House to the City Register of Historic Sites and Landmarks. Seconded by Mr. Kleinsasser. Motion passed, 3-0. Mr. Kleinsasser moved to nominate the Roberts House to the City Register of Historic Sites and Landmarks. Seconded by Mr. Einberger. Motion passed, 3-0. Chairperson Golusky directed CHPO Vogel to transmit the nominations to the City Council, schedule the necessary public hearings, and prepare the final draft nomination documents and preservation planning reports. HILL-GIBSON HOUSE LOT SPLIT There was discussion of the matter of Mr. Hugh Gibson's application for a simple lot split involving the Historic Hill-Gibson House. The Committee reviewed a memorandum prepared by CHPO Vogel and discussed the issue of the property's commercial zoning. While there was agreement that the proposed lot split would not have an adverse impact on the historic site, members of the Committee felt that the rezoning issue needs to be looked into further. The lot split will come before the Planning Commission on 28 September. HI�TORIC PRESERVATION HANDBOOK The Committee discussed the 1986 Comprehensive Cultural Resource Management Plan (CCRMP) and its relationship to the Historic Preservation Element of the Comprehensive Plan. There was consensus that the Historic Preservation Element of the Comprehensive Plan should be the city's official historic preservation plan. Staff was directed to reassemble the background and reference chapters of the CCRMP (inventory, historic contexts, etc.) into a Historic Preservation Handbook. 1999 BUDGET CHPO Vogel reported that the 1999 historic preservation budget is substantially unchanged from 1998, with the exception that there are no funds budgeted for travel, training, and conferences. Mr. 3 Golusky and others raised the question of how ACHP members will be reimbursed for registration and mileage expenses for attending conferences and workshops. CHPO Vogel stated that he would discuss this matter with the City Administrator and report back to the Committee. NEW MEMBER Mr. Golusky asked Ms. Valek if she was still interested in being appointed to the ACHP and she responsed that she would make her decision in a few days and contact CHPO Vogel. WINTER MEETING There was discussion of future agenda items. The winter Committee meeting will be Tuesday, 15 December 1998.
