ADVISORY COMMITTEE ON HIS'TORIC PRESERVATION

MINUTES OF ANNUAL MEETING
15 DECEMBER 1998
CALL TO ORDER
Pursuant to due call and notice thereof, the annual meeting of the Advisory Committee on Historic
Preservation (ACHP) was held at City Hall, 7516 80th St. So., on the 15th of December, 1998.
Chairperson Golusky called the meeting to order at 7:10 p.m.
ROLL CALL
The following members were present: Gary Golusky (chair), Keith Kleinsasser, Tina Valek, Kip
Sundgaard, Herb Japs (Planning Commission representative) and Robert Vogel (CHPO).
The following members were absent: A1 Einberger, Craig Kostelecky (Parks Commission
representative), Donna Reynolds (WCHS representative).
MINUTES OF 22 SEPTEMBER 1998 MEETING
The Committee reviewed the minutes of the 22 September 1998 meeting. There being no changes,
Chairperson Golusky approved the minutes as mailed.
APPROVAL OF AGENDA
CHPO Vogel requested the addition of an item, "Tree Heritage Program," under Other New
Business. Chairperson Golusky approved the agenda as amended.
COMPREHENSIVE PLAN
CHPO Vogel reported on the historic preservation plan. A draft plan is expected to be distributed
for review and comment before the end of the month.
Mr. Japs reported that the Planning Commission will hold a public information meeting on the comp
plan sometime in February 1999.
Committee members expressed concer� that all of the elements of the comprehensive plan (land use,
1lousing, parks, etc.) need to be consistent and compatible. Staff was directed to carefully review the

draft comp plan to identify any conflicts or inconsistencies.
HERITAGE RESOURCES INVENTORY
CHPO Vogel reported on the reorganization of the Heritage Resources Inventory (formerly the
Historic Sites Inventory) files. A list of properties that have been registered or determined eligible
for nomination to the City Register of Historic Sites and Landmarks was distributed.
ANNUAL MEETING
Chairperson Golusky and CHPO Vogel explained the ACHP rules of procedure with regard to the
annual meeting.
The Committee discussed the major accomplishments and disappointments of the city historic
preservation program during 1998. Overall, the ACHP and the Historic Preservation Division
accomplished their major goals. Staff was directed to prepare an annual report, to be submitted to
the Committee no later than March.
1999 GOALS AND OBJECTIVES
The Committee discussed its work plan for the coming year. There was consensus that the ACHP
would work to achieve the following goals/objectives during 1999:
1. Hold quarterly regular meetings, with special meetings as required.
2. Nominate a minimum of four properties to the City Register of Historic Sites and
. Landmarks.
3. Participate in the annual Minnesota Preservation Conference.
4. Sponsor Historic Preservation Week activities during the second week in May.
5. Provide ACHP members with training in historic preservation.
6. Promote the goals of the Heritage Education Partnership.
7. Develop a historic sites disaster management plan.
8. Work with educators to explore possibilities for local history/historic preservation curricula.
9. Sponsor a fall tour of local historic sites.
The Committee agreed to review and finalize the list of goals/objectives at their next regular

meeting.
ELECTION OF OFFICERS
Chairperson Golusky opened nominations for Chairperson and Associate Chairperson.
Gary Golusky was nominated for the office of ACHP Chairperson. Mr. Kleinsasser moved to
close nominations and elect Mr. Golusky chairperson. Seconded by Mr. Sundgaard. Motion
passed, 4-0.
Herb Japs was nominated for the office of ACHP Associate Chairperson. Mr. Golusky
explained that while Mr. Japs is not a voting member of the Committee, he is a participant in
all its deliberations and is otherwise fully qualified to preside over meetings in place of the
chairperson. Mr. Golusky moved to close nominations and elect Mr. Japs associate
chairperson. Seconded by Mr. Kleinsasser. Motion passed, 4-0.
1999 MEETING SCHEDULE
By consensus, the Committee determined that regular meetings of the ACHP would be held on the
second Tuesday in March, June, September, and December, all meetings to begin at 7:00 p.m.
Chairperson Golusky stated that he intended to have the 1999 annual meeting televised on the
government access cable television channel.
PRESERVATION AND ZONING CODE CONFLICTS
CHPO Vogel reported to the Committee on the apparent conflicts between the city's historic
preservation and zoning codes, particularly with regard to historic homes located in commercial
zoning districts. The situations of two significant historic properties, the Hill-Gibson House and the
Bailey House, were discussed in some detail. Under current city practice, continued residential use
of historic homes has been allowed in commercial districts, but the Committee was uncertain as to
the policy implications.
Members of the Committee felt strongly that while the city should explore ways to resolve potential
conflicts between preservation and zoning regulations, this is primarily a planning and zoning issue
and tllerefore outside the scope of the ACHP's duties. CHPO Vogel was directed to consult with the
city planning staff to determine a workable approach and to report back to the Committee at its next
regular meeting.
DISASTER PLANNING
CHPO Vogel and Chairperson Golusky reported on the results of a meeting held on 1 December,
1998, between preservation, fire, and building officials from the cities of Eden Prairie and Cottage

Grove. The cities will continue to work together on approaches to historic properties threatened or
damaged by fire, flood, and tornados. The joint committee will meet again in February.
TOWN HALL REUSE
The Committee discussed the adaptive reuse of the Cottage Grove Town Hall Historic Site. With
the completion of the new Public Works facility, the 1881 township hall is no longer required for
storage. The City has already invested in replacing the roof and other minor repairs, but the historic
building suffers somewhat from deferred maintenance and is functionally obsolete.
The Committee will conduct an informal reuse study, beginning in March 1999. CHPO Vogel was
directed to organize a reuse study committee, composed of the ACHP and CHPO, as well as Public
Works and Community Development staff, and other interested parties.
TREE HERITAGE PROGRAM
CHPO Vogel informed the Committee that Councilwoman Cheryl Kohls is interested in establishing
a city tree heritage program, to maintain and perpetuate historically important trees. There was a
consensus of opinion that the ACHP should support the creation of a tree heritage program and
participate in program planning and implementation.
ADJOURNMENT
There being no further business, the meeting was adjourned at 9:20 p.m.
