ADVISORY COMMITTEE ON HISTORIC PRESERVATION

MINUTES OF REGULAR MEETING
9 MARCH 1999
CALL TO ORDER
Pursuant to due call and notice thereof, the annual meeting of the Advisory Committee on Historic
Preservation (ACHP) was held at City Hall, 7516 80th St. So., on the 9th of March, 1999.
Associate Chairperson Japs called the meeting to order at 7:00 p.m.
ROLL CALL
The following members were present: Keith Kleinsasser, Tina Valek, Kip Sundgaard, Herb Japs
(chair) and Robert Vogel (CHPO).
The following members were absent: Gary Golusky (excused), A1 Einberger, Craig Kostelecky
(Parks Commission representative), Donna Reynolds (WCHS representative).
MINUTES OF 15 DECEMBER 22 1998 MEETING
The Committee reviewed the minutes of the 15 December 1998 meeting. There being no changes,
Chairperson Japs approved the minutes as mailed.
APPROVAL OF AGENDA
Chairperson Japs approved the agenda as amended.
COMPREHENSIVE PLAN
CHPO Vogel reported on the comprehensive plan, which is expected to be presented to the Planning
Commission early this summer.
There was discussion regarding the proposal of Mr. Hugh Gibson relating to the uses of historic
homes located in non-residential zoning districts. When the Planning Commission takes up its
review of the zoning ordinance as part of the comprehensive plan, the ACHP will need to be
involved in the discussions.

HISTORIC SITES SURVEY
CHPO Vogel updated the Committee on the progress of the ongoing intensive survey of nine historic
sites. The project, which is being financed with a federal grant, will be completed in July 1999.
DISASTER PLANNING
The Committee reviewed the disaster management plan outline for structure fires at historic
properties prepared by CHPO Vogel. This information was generated by the special joint study of
historic property disaster management initiated by the cities of Cottage Grove and Eden Prairie. Staff
was directed to proceed with preparing draft disaster management outlines for responding to wind
storms and tornadoes, floods, grass fires, and explosions.
CLG GRANT APPLICATIONS
CHPO Vogel informed the Committee that he had submitted applications for two federal grants
under the Certified Local Government (CLG) program. One grant would finance a reconnaissance
level survey of buildings, sites, and neighborhoods in Cottage Grove that were developed between
1941 and 1972. The other project would involve the creation of a Geographical Information System
(GIS) database for significant heritage resources within the city limits. The grants committee will
make its decision on the grant applications in May.
HERITAGE TREE PROGRAM
The ACHP reviewed the work of the Historic Tree Preservation Committee. There was strong
support for the concept of replacing the over-aged European larch trees along Lamar Avenue and
for reforestation of the Pine Coulee with native white pine. The Committee also felt that there would
probably be public demand for purchasing native bur oak and sugar maple trees for use as
ornamental and shade trees on homesites.
There was discussion of the heritage education benefits of a city arboretum. Staff was directed to
develop a conceptual plan for planting native trees and shrubs at the two historic cemeteries owned
by the City (the Atkinson Cemetery on Pt. Douglas Road and the Old People's Cemetery on 70th
Street). These less-than-1 acre sites have underutilized recreational and open space values that could
be enhanced through use as mini-arboretums.
TOWN HALL REUSE
CHPO Vogel asked the Committee to approve his proposal for a reuse study team, modeled on the
Minnesota Historic Properties Reuse Team (HPRT) process, to develop alternative plans for the
future of the Town Hall Historic Site at 9540 Islay Avenue.
Motion by Mr. Kleinsasser that the City Council establish a Reuse Study Team to develop a

long range plan for returning the Historic Town Hall to active public use; the Reuse Study
Team to consist of: the City Historic Preservation Officer, one member of the ACHP, the City
Administrator (or his representative), the Director of Public Works (or his representative), the
Director of Community Development (or her representative), and two members of the public;
with an outside facilitator to be recruited from either the State Historic Preservation Office
or another local government historic preservation agency. Seconded by Mr. Sundgaard.
Motion passed 3-0.
Upon Council approval, staff will assemble the necessary background information and make
arrangements for technical support. It is hoped that the reuse study will be completed before July
1999.
1998 ANNUAL REPORT
Copies of the 1998 annual report of the city historic preservation program were distributed. After
review and discussion, there was consensus that the annual report should be presented to the City
Council with the endorsement of the ACHP.
PRESERVATION WEEK 1999
The Committee discussed plans for observing National Historic Preservation Week, which will be
celebrated on 9-15 May.
ADJOURNMENT
There being no further business, the meeting was adjourned at 8:45 p.m.
