Adjournment r i , , , � I I I ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING DECEMBER 14, 1999 CALL TO ORDER Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic Preservation (ACHP) was held at City Hall, 7516 80`" St. So., on the 14` of December, 1999. Chairperson Golusky called the meeting to order at 7:05 p.m. ROLL CALL The following members were present: Gary Golusky (chair), A1 Einberger, Herb Japs, Diane Fredrickson, Robert Vogel (staffl. Mr. Golusky introduced Diane Fredrickson, the newly appointed representative of the Parks, Recreation and Natural Resources Commission. MINUTES OF SEPTEMBER 14, 1999, MEETING The minutes of the September 14, 1999, meeting were approved as mailed, with the note that this was not the committee's annual meeting. "OZZIE AND HA.RRIET" PROJECT UPDATE CHPO Vogel reported on the progress of the survey of postwar historic resources. The project is on schedule and within budget. A preliminary report of survey findings is expected in May. TOWN HALL The Committee reviewed the status of the historic Town Hall. The City Council has approved a reuse plan for the historic site which calls for it to be restored to active public use as a community meeting room. The property is in a good state of preservation and is not threatened; some repairs and restoration work have already been completed. The Public Works Director has assured the Committee that the recycling bins and other items currently being stored at the Town Hall will be removed by April, 2000. Staff reported that a building maintenance schedule is being developed, as well as a plan for using volunteers to perform some rehabilitation tasks. 1 i . _ . , I �' t ! I , r ; , , _ : . I I I i I i i . ' i i i I There was consensus that the Town Hall should be open to the public during Preservation Week and as part of the Great Grove Get-Together historic sites tour. Members also expressed an interest in making a video documentary of the rehabilitation/reuse work. PRESERVATION LEGISLATION SHPO Vogel briefed the Committee on the status of various federal and state legislative initiatives, including federal investment tax credits for historic homes and state property tax incentives for building restoration work. Committee members would like to sponsor a"legislative forum" for Cottage Grove's federal, state, and county elected representatives, to allow the City to influence the preservation agenda being shaped in Stillwater, St. Paul, and Washington. Staff suggested that this event could be held during Preservation Week, possibly at the Town Hall. GREAT GROVE GET-TOGETHER The Historic Preservation Division and the Advisory Committee on Historic Preservation will participate in next year's Great Grove Get-Together. There was discussion of events and activities that could be sponsored, in addition to the Historic Sites Tour previously suggested. Staff was directed to explore the feasibility of a old car show, to be held in the Thompson Grove neighborhood, as this would provide a good tie-in for public education material generated by the "Ozzie & Harriet" survey of suburban historic sites. FINDINGS OF SIGNIFICANCE The Commission discussed the two preservation planning reports submitted by CHPO Vogel. These documents were prepared as part of a recent CLG grant funded study of nine historic properties. Mr. Einberger moved to issue a Finding of Significance for the Lamar Avenue Larch Trees Historic Site, as documented in the CHPO's report of July, 1999. The motion seconded by Mr. Golusky and passed unanimously. Mr. Einberger moved to issue a Finding of Significance for the Trunk Highway 3(Old Highway 61) Historic Site, as documented in the CHPO's report of July, 1999. The motion was seconded by Mr. Golusky and passed unanimously. Chairperson Golusky and CHPO Vogel signed the findings. By this action, the Committee has expressed its opinion that the two historic properties meet the criteria for historical significance contained in City Code Chapter 13A. The Committee is not recommending either property for listing in the City Register of Historic Sites and Landmarks at this time. 2 � : i , _ _ . .; ., , . . � � �� � '� ��,� � STATE PRESERVATION PLAN Mr. Golusky directed CHPO Vogel to prepare a memorandum concerning the 1995 statewide preservation plan, which is being revised by the Minnesota State Historic Preservation Office. SUBURBAN HERITAGE MUSEUM CHPO Vogel shared with the Committee his thoughts on a possible "Suburban Heritage Museum" in Cottage Grove, as an alternative to the traditional local history museum. GREY CLOUD SYMPOSIUM The proposed ACHP-sponsored symposium on the natural and cultural history of the Grey Cloud Island locality will probably take place in the spring of 2000. Several members of the scientific community have expressed an interest in participating and the most serious obstacle appears to be scheduling conflicts. AL EINBERGER Mr. Einberger informed the Committee that he is planning to move from Cottage Grove to Rochester next year. He will continue to serve on the ACHP as long as he meets the residency requirement. Mr. Einberger has served on the Committee, as Planning Commission representative and voting member, since the mid ADJOURNMENT � There being no further business, the meeting was adjourned at 9:20 p.m. Respectfully submitted, Robert C.
