ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING MAY 16, 2000 CALL TO ORDER Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic Preservation (ACHP) was held at the Historic Cottage Grove Town Hall, 9540 Islay Ave. So., on the 16` of May, 2000. Chairperson Golusky called the meeting to order at 7:10 p.m. ROLL CALL The following members were present: Gary Golusky (chair), Tina Valek, Kip Sundgaard, Herb Japs (Planning Commission representative), Diane Fredrickson (Parks Commission liaison), and Robert Vogel (City Historic Preservation Officer). Mr. Kleinsasser was absent (excused). RESIGNATION Chairperson Golusky reported that member Al Einberger had submitted his resignation, effective immediately, due to his moving to Rochester, MN. MINUTES OF FEBRUARY 8, 2000, MEETING The minutes of the February 8, 2000, regular meeting were approved as mailed. PRESERVATIONIST OF THE YEAR Chairperson Golusky and CHPO Vogel reported that the 2000 Preservationist of the Year Award would be presented to the Peaceful Grove Methodist Church in recognition of their efforts to preserve and reuse the historic Woodward farmstead. CAMEL'S HUMP REPORT The Committee discussed the draft report on the Camel's Hump scenic overlook prepared by CHPO Vogel. The report summarized the cultural resource value of the proposed scenic overlook and recommended use of the site for historical interpretation. The consensus of the Committee was that the draft report should be forwarded to the Parks, Recreation and Natural Resources Commission for further review and comment. t CLG GRANT PROJECT CHPO Vogel reported on the progress of the "Ozzie & Harriet Project," a survey of buildings and sites dating from 1941-1972. The project is on schedule and within budget and the final report is expected to be submitted later this summer. ANNUAL MEETING: ELECTION OF OFFICERS The election of officers for 2000 having been tabled at the annual meeting on February 8, the Committee selected Mr. Golusky as chairperson and Ms. Valek as associate chairperson, to serve until the 2001 annual meeting. STATE PRESERVATION PLAN There was discussion of the draft 2000-2005 state historic preservation plan. Although the Committee had no specific recommendations, staff was directed to submit a letter to the State Historic Preservation Office summarizing members' concerns with the draft plan goals and strategies. DEMOLITION PERMITS CHPO Vogel advised the Committee that city staff were working on ways to improve the administration of demolition permits for structures more than fifty years old. He stated that the city had recently adopted a new policy with regard to using old buildings for fire training exercises: from now on, a city permit and CHPO review would be required. Vogel also informed the Committee that he had met with Fire Department staff to develop a protection plan for archeological resources located in the vicinity of the River Beacon Farm on Lower Grey Cloud Island, which the Fire Department plans to burn as a training exercise. HISTORIC SITE TOURS The Committee discussed plans for the historic site tours to be held on Sunday, June 1 1, as part of the Great Grove Get Together. At the request of the members present, CHPO Vogel agreed to add the Atkinson Cemetery to the list of properties to be opened to the public. The Committee directed that all funds raised by the tours will go to the Heritage Education Fund. CURRY MOUNDS The Committee discussed the status of the Curry Mound Group, a cluster of prehistoric Native American burial mounds that were destroyed by the House's Island View subdivision around 1960. All of the earthworks are presumed to have been destroyed by construction activities, but it is believed that artifacts and possibly some human remains may be present in a secondary (disturbed ground) context. Previously, the ACHP had determined that the CHPO should use discretion in releasing information about burial 2 mound locations. The Committee reaffirmed its earlier consensus that homeowners in the House's Island View subdivision should be informed of the presence of the Curry Mounds and that the City should take the steps necessary to identify and recover any disturbed archeological material that might be discovered as a result of home improvements (excavation for foundations, porch and deck footings, septic systems, retaining walls, etc.). MARKETING PLAN There was brief discussion of the draft city marketing plan prepared by a committee of staff inembers. Generally, Committee members felt that the historic preservation program had an important part to play in marketing Cottage Grove to residents, businesses, and visitors.
