If you are unable to attend, please contact CHPO Robert Vogel (tel. 651-604-0175; e- mail <voge1014@tc.umn.edu>) orACHP Chair Gary Golusky (tel. 6S1-4S9-1721; e-mail <gol usky@mediaone. net>). ,, - ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING AUGUST 22, 2000 CALL TO ORDER Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic Preservation (ACHP) was held at the Historic Cottage Grove Town Hall, 9540 Islay Ave. So., on the 22 of August, 2000. Chairperson Golusky called the meeting to order at 7:05 p.m. ROLL CALL The following members were present: Gary Golusky (chair), Keith Kleinsasser, Herb Japs (Planning Commission representative), Diane Fredrickson (Parks Commission representative), Cheryl Kohls (City Council liaison) and Robert Vogel (City Historic Preservation Officer). Mr. Sundgaard was absent. CHPO Vogel informed the Committee that Ms. Valek has resigned, effective immediately. The following guests were in attendance: Mr. Glenn Brown and Mr. Mickey McBride, both prospective new members. MINUTES OF MAY 16, 2000, MEETING The minutes of the May 16, 2000, regular meeting were approved as mailed. CLG GRANT PROJECT CHPO Vogel reported on the progress of the reconnaissance survey of historic properties from 1941-1973 (the "Ozzie & Harriet ProjecY'), which is nearing completion. The final report is expected to be delivered to the ACHP in September. HERITAGE RESOURCES INVENTORY The Committee reviewed the current list of heritage resources that have been listed in or determined eligible for nomination to the City Register of Historic Sites and Landmarks. There was discussion of the results of the three-year inventory reorganization project and Historic Preservation Division plans for maintaining the historic property files. 1 , i `' I DEMOLITION PERMIT 1�EVIEW PROCEDURES The Committee reviewed the new city policy regarding CHPO review of demolition permits for buildings more�than fifly years old. CHPO Vogel advised the Committee that in the future the Fire Depa�tment would take out city permits for old buildings burned as part of training exercises.' There was consensus that the City should adopt a written administrative policy conc�rning demolition permit review that clearly states the policy objectives and implement�tion procedures. Chairperson Golusky directed the CHPO to consult with the City Ad�inistrator and Community Development Director on drafting an appropriate demolition permit policy statement for review by the ACHP at its next regular meeting. CITY REGISTER NO TION PROCESS CHPO Vogel reported th t he and the Community Development Director had been working on a process f r improving city staff participation in the nomination of properties to the City Regi ter of Historic Sites and Landmarks. Under the proposed new procedure, the ACHP wi 1 continue to issue Findings of Significance whenever it determines that a buildin� or site meets the City Register eligibility criteria. Prior to making the actual nomir}ations, however, the ACHP will first circulate the draft registration materials to C�ty department heads, allowing senior staff an opportunity to comment on the nominat�on's possible effects on planning, zoning, finance, public works, parks and recreati�n, public safety, economic development, and administration; other city advisory cornmjissions would also be given an opportunity to review and comment on City Register �ominations. There was discussion of e ACHP's role in determining the eligibility of individual buildings and sites and no inating them to the City Register. By ordinance, the ACHP is solely responsible for det rmining whether properties are significant under the City Register eligibility criteria The CHPO is the preservation professional responsible for making the case for histo 'cal, architectural, or archeological significance. Committee members felt very strongl that their evaluation of a property's City Register eligibility must be based solely on i historical, azchitectural, or archeological merits, and that it was not appropriate for th ACHP to consider the economic or political ramifications of their decisions. However, �khere was consensus that the City Council needed sufficient information to make a bal�nced and adequate consideration of the effects of each City Register nomination on tl�e community at large, and that it would always be in the public's interest to have cit� staffparticipation in the City Register nomination process. After debating the issue, th�e Committee reached consensus that future nominations to the City Register of Historic S�tes and Landmarks will be preceded by a 45-day staff review and comment period. Thi� staff review and comment period will occur only after the ACHP has issued its Findi�g of Significance, but before it makes it formal nomination to the City Council. ', I �I 'I 2 I . ' AGRICULTURAL HERITAGE EDUCATION The Committee reviewed its previous discussions (going back to 1998) on the need to provide better opportunities to educate K-12 students (and adults) about Cottage Grove's agricultural heritage. The relative merits of historic farm tours, farming museums, and "living history" fanns were discussed, and a number of potential partnerships were identified. While there was general agreement that this initiative would have low priority in the Historic Preservation Division due to staff time and funding limitations, the CHPO agreed to contact county, regional, and statewide organizations and inform them of the Committee's interest in agricultural heritage education. The HPD will also continue to gather information on similar agriculture education initiatives in Minnesota and elsewhere. APPOINTMENT OF ASSOCIATE CHAIRPERSON CHPO Vogel informed the Committee that Ms. Tina Valek had resigned from the Committee, effective immediately, because she is moving to Woodbury and will no longer meet the residency requirement. Chairperson Golusky directed staff to write Ms. Valek a letter thanking her for her service on the Committee. Because Ms. Valek was the Committee's Associate Chairperson for 2000, Chairperson Golusky appointed Mr. Kleinsasser as interim Associate Chairperson. COUNCIL REPORT Councilmember Kohls reported on recent City Council actions and the 2001 budget. PROSPECTNE NEW MEMBERS Mr. Brown and Mr. McBride addressed the Committee and requested that they be appointed to fill the vacancies created by the resignations of Mr. Einberger and Ms. Valek. CHPO Vogel advised the Committee that both gentlemen were qualified for appointment. (Note: the other applicants had not responded to Chairperson Golusky's invitation to attend the Committee meeting.) Chairperson Golusky directed the CHPO to forward the Brown and McBride applications to the City Council with the Committee's recommendation for appointment.
