ADVISORY COMMITTEE ON HISTORIC PRESERVATION
City of Cottage Grove, Minnesota
, MINUTES OF REGULAR MEETING
- NOVEMBER 21, 2000
CALL TO ORDER �
Pursuant to due ca11 and notice thereof, a meeting of the Advisory Committee on Historic
Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 — 80�' St. So., on the
21 St of November, 2000.
CHPO Vogel, acting in his capacity as ACHP Secretary, calied the meeting to order at
7:10 p.m.
ROLL CALL
The following voting members were present: Glen Brown, Mickey McBride, and Kip
Sundgaard.
The following ex-officio members were also present: Herb Japs (Planning Commission
representative), Diane Fredrickson (Parks Commission representative), and Robert Vogel
(City Historic Preservation Officer).
In the absence of Chairperson Golusky and Associate Chairperson Kleinsasser (both
excused for reason of illness), it was detertnined that Mr. Sundgaard should preside over
the meeting.
MINUTES OF MAY 16, 2000, MEETING
The minutes of the August 22, 2000, regular meeting were approved as mailed.
OZZIE & HARRTF.T SURVEY
The Committee reviewed the findings of the recently completed survey of heritage
resources from the recent past (1941-1973). There was general agreement regarding the
recommendations contained in the report.
After discussion, there was consensus that the Historic Preservation Division should
systematically collect informativn on the "suburban pioneer" families who resided in the
Thompson Grove subdivision in 1958-1960.

CHPO WORK PLAN '
CHPO Vogel shared wi�h the Committee his proposed work plan for 2001-2003 and
updated members on the 3tatus of the 2001 historic preservation budget.
DEMOLITION PERMIT'POLICY
There was a continuation I of the discussion, begun at the last meeting, of the city's policy
regarding demolition pe its for structures more than fifty years old. CHPO Vogel
reported that there is no�written policy with regard to demolition pernuts for historic
buildings that are not li ted in the City Register of Historic Sites and Landmarks.
Currently, the Fire Depar�tnent is required to take out a city pernut whenever it seeks to
burn an old building for aining purposes, and the CHPO is asked to "sign off' on these
permits before they are� issued. Demolition permits for unregistered properties aze
handled on a case-by-cas� basis.
The ACHP reaffirmed its I �earlier recommendation that there should be an automatic five-
day "waiting period" for a11 other applications for city permits to demolish structures
more than fifly years old, d reaffumed that the purpose of the waiting period should be
to give the CHPO an opp rtunity to document buildings of historical interest that would
not be eligible fvr listing� in the City Register of Historic Sites and Landmarks. The
members of the Committ e felt that there should be a cleaz policy and procedure for
handling demolition pe applications that would not inconvenience property owners.
FINDINGS OF SIGIVIFIC�ANCE _

The Committee reviewed e staff report dated the 13 of November, recommending the
issuance of Findings of S�gnificance for selected historic properties that meet the City
Register criteria for histo�al or architectural significance. Members were reminded that
this action was being tak to make a public record of the ACHP's determination that
these properties are eligi e for nomination to the City Register of Historic Sites and
Landmarks. By ordinance,�this determination does not require City Council approval.
Motion by Mr. Brown, s�conded by Mr. McBride, that the ACHP issue Findings of
Significance for the follo ' g properties:

Bauer Hou e Historic Site
Nippoldt H�use Historic Site
Cedarhurst Historic District

The six properties will be added to the inventory of significant heritage resources that is
maintained by the CHPO. In the future, at the discretion of the ACHP individual
properties may be nomi.nated for listing in the City Register of Historic Sites and
Landmarks by City Council resolution. �
LAMAR AVENUE LARCH TREES
CHPO Vogel asked the ACHP to consider forwazding the draft preservation planning
report for the Lamar Avenue Larch Trees Historic Site to city departrnent heads, the
Minnesota Historical Society, and other interested parties for review and comment. This
action would implement the policy adopted by the ACHP at its last meeting, which
provided for review of City Register nomination documents prior to formal nomination.
The Committee approved the CHPO recommendation by consensus and directed staff to
place the Lamar Avenue Larch Trees nomination on its next regular meeting agenda.
CLG GRANTS
The Committee discussed the FY 2001 Certified Local Government (CLG) grants
program administered by the State Historic Preservation Office (SHPO) and reviewed
CHPO Vogel's memorandum of the 13�' of November. The Committee concurred with
the CHPO's recommendation that the City seek two grants: one to complete an intensive
�study of Old Cottage Grove Historic Disirict and another to fund development of a local
historic site disaster management plan. Following past practices, CHPO Vogel will
prepaze a brief description of each proposed project and seek pre-application comments
from the SHPO grants committee.
2001 MEETING SCHEDULE
The Committee discussed its meeting schedule for 2001. CHPO Vogel informed the
Committee that Chairperson Golusky had recommended that the ACHP hold regular
meetings every other month, with one meeting devoted to a historic sites inspection tour,
the rationale being that with two new members the Committee needed to invest more in
training. Vogel stated that the proposed 2001 Historic Preservation Division budget
would cover the addition of two regular meetings.
There was general agreement that regular meetings would be held on the second Tuesday
of February, April, June, August, October, and December during calendar year 2001.
CLG ANNUAL REPORT
CHPO Vogel distributed copies of the City's Certified Local Government (CLG) annual
. report for Federal fiscal year 2000. The annual report is a requirement for maintaining
CLG status.
