ADVISORY COMMITTEE ON HISTORIC PRESERVATION
City of Cottage Grove, Minnesota
MINUTES OF REGULAR MEETING
FEBRUARY 13, 2001
CALL TO ORDER
Pursuant to due ca11 and notice thereof, a meeting of the Advisory Committee on Historic
Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 — 80�' St. So., on the
13� of February, 2001. This was the Committee's Annual Meeting.
Chairperson Golusky called the meeting to order at 7:10 p.m.
ROLL CALL .
The following voting members were present: Glen Brown, Keith Kleinsasser, Gary
Golusky.
The following ex-officio members were also present: Herb Japs (Planning Commission
representative) and Robert Vogel (City Historic Preservation Officer).
MINUTES OF NOVEMBER 21. 2000, MEETING
The minutes of the November 21, 2000, regulaz meeting were approved as mailed.
HERTTAGE RESOURCES INVENTORY STATUS REPORT
CHPO Vogel presented the results of a three-year project to reorganize and update the
city's inventory of significant heritage resources. As �indicated by the written report.
(dated 27 December 2000), there are SO.buildings, archeological sites, and distxicts in the
new inventory which have been listed in or determined eligible for nomination to the City
Register of Historic Sites and Landmarks.
CLG GRANT APPLICATIONS
The Committee discussed various projects that would be eligible for federal funding in
the FY 2001 Certified Local Govemment (CLG) grants cycle. There was consensus that
the Historic Preservation Division should develop grant applications to finance (1) a
comprehensive city historic properties disaster prepazedness plan and (2) a preservation
planning study of the Old Cottage Grove Historic District. CHPO Vogel informed the
Committee that there were no city funds avaiiable for grant match and that the one-to-one
matching fund requirement would need to be made up with in-kind staff support, donated

professional services, and volunteer labor. If approved by the grants committee and the
State Historic Preservatio Officer, the projects could begin as early as October, 2001.
LAMAR AVENUE LAR H TREE CITY REGISTER NOMINATION
The Committee reviewed the written comments of city staff and advisory commissions
with regard to the propos d nomination of the Lamar Avenue Larch Trees to the City
Register of Historic Sites and Landmarks. CHI'O Vogel advised the Committee that a
number of minor changes eeded to be made to the draft preservation planning report to
reflect the comments and suggestions; it was also noted that the Minnesota Historical
Society had not yet provi ed the city with its comments on the proposed nomination, as
required by state sta.tute. erefore, no further action was taken.
MAJOR ACCOMPLIS NTS OF 2000
The Committee discussed e accomplishments of the past year. CHPO Vogel stated that
his annual report would fo us on the following: the successful completion of the "Ozzie
& HarrieY' project, devel ment of the Historic Town Hall Reuse Plan, and the city's
continued outstanding rec d of compliance with state and federal preservation laws. The �
2000 annual report is expe ted to be made public in time for Preservation Week in May.
GOALS AND OBJECT S FOR 2001
After discussion, the Co 'ttee adopted the following goals/objectives by consensus:
1) Hold a regular ACHP eeting at the Historic Towr�Ha11.
2) Coordinate rehabilitati and restoration work at the Historic Town Hall.
3) Raise funds frorxi outsi e sources for the Heritage Education Fund.
4) Explore ways to enhan e the economic benefits of historic preservation for Cottage
Grove property owners. �
5) Study the feasibility o agricultural heritage education programs for Cottage Grove
and South Washington ounty K-12 students.
These goals/objectives are intended to compliment, rather than replace, the Historic
Preservation Division's 20 1 work plan.
ELECTION OF OFFICER
CHPO Vogel gave a brief resentation on the ACHP's rules and traditions regarding the
election of officers. NIr. Golusky then called for nominations for the offices of
Chairperson and Associate ha,irperson.
Mr. Brown nominated �ary Golusky for Chairperson. The nomination was
seconded by Mr. Kleinsass�er. There being no further nominations, Mr. Golusky was
re-elected unanimously (3 �yes, 0 nays) to the office of Chairperson for 2001.

Mr. Kleinsasser nominated Herb Japs for Associate Chairperson. The nonnination
was seconded by Mr. Golnsky. In response to a question from Mr. Japs, CHPO
Vogel advised the Committee that there was nothing in the ACHP rnles of
procedure to prohibit ez-officio (non-voting) members from officiating at
Committee meetings. There being no further nominations, Mr. Japs was elected
unanimously (3 ayes, 0 nays) to the office of Associate Chairperson for 2001.
ADJOURNMENT
There being no further business, the meeting was adjourned at 8:50 p.m.
