HomeMy WebLinkAbout2001-04-10 ACHP Minutes � . � � ADVISORY COMNIITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MIN�UTES OF REGULAR MEETING APRIL 10, 2001 CALL TO ORDER Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic Preservation_ (ACHP) was held at the Cottage Grove City Hall, 7516 — 80�' St. So., on the l O day of April, 2001. Chairperson Golusky called the meeting to order at 7:05 p.m. ROLL CALL The following voting members were present: Gary Golusky (chair), Kip Sundgaard, and Mickey McBride. � The following voting members were absent: Glen Brown (excused), Keith Kleinsasser (excused). The following ex-officio members were also present: Herb Japs (Planning Commission representa.rive) and Robert Vogel (City Historic Preservation Officer). MIlViJTES OF FEBRUARY 13 2001 MEETING The minutes of the February 13, 2001, regular meeting were approved as mailed. AGRICULTURAL HERITAGE EDUCATION There was discussion of the need to work with other organizations, such as the Agricultural Extension Service and the State Department of Agriculttzre, to meet long- range public education objectives. The Committee is also interested in what local fanners have to say about farm learning opportunities for K-12 students. The consensus of the Committee was to continue to use the city website and public events such as the Great Grove Get Together to promote citizen awareness of the � importance of agriculture in Cottage Grove history and to identify potential partners for future agricultural heritage education initiatives. 1 � , � i . LAMAR AVENUE LARCH TREES CHPO Vogel advised thej Committee that all of the preliminary steps had been completed for nominating the Lam Avenue Lazch Trees to the City Register, including Planning Commission and State oric Preservation Office review. � Motion by Mr. McBrid�, seconded by Mr. Sundgaard, to recommend that the City Council hold the necess public hearing and place the Lamar Avenue Larch Trees Historic Site on the Ci Register of Historic Sites and Landmarks. Motion passed 3 ayes, 0 nays. �, Chairperson Golusky ected CHPO Vogel to prepare the necessary nomination documents and arrange fa�r this matter to be placed on the City Council's agenda.. TOWN HALL RESTO 1TION CHPO Vogel reported o the progress of rehabilitation work at the Cottage Grove Town Hall Historic Site. A o e-day spring fix-up project is being planned, involving city personnel from Building spections and Public Works. A volunteer work session is also being planned. There w a consensus that the high priority items for this year would be: painting the building ext�rior, replacement of the door, intensive window maintenance, demolition of the offic space, landscaping, and restoration of the flagpole. The Committee also agreed to hold their June 12, 2001, regular meeting at the Town Ha11. PRESERVATION WEEI�. The Committee discusse�i plans for observing Preservation Week during May 13-19, 2001. PRESERVATIOTTIST O�' THE YEAR The Preservationist of t�he Year Nominating Committee, composed of Chairperson Golusky and CHPO Vo el, recommended that the 2001 awazd be givEn to the South Washington Heritage So iety in recognition of their contributions in the area of public education. The award w approved by consensus. CHPO Vogel asked the ommittee to consider adopting a way to recognize individuals (staff inembers, contracto , students, etc.) for special good works involving preservation of Cottage Grove's herit ge resources. The Committee agreed to consider a certificate program at the next AC meeting. GREAT GROVE GET T GETHER . The Committee endorsed CHPO Vogel's proposal for Historic Preservation Division and Advisory Committee on Historic Preservarion participation in the Great Grove Get � Together on June 8-10. "�'he ACHP will sponsor an exhibit of museum items from the ' 2 f � Washington County Historical Society, to be displayed at Kingston Park on June 9. CHPO Vogel will conduct a walking tour of Old Cottage Grove on Sunda.y Jvne 10. CITY REGISTER NOMINATIONS There was discussion of the need to re-prioritize the City Register nominations list. There was consensus that after the Lamar Avenue Larch Trees, the next properties to be nominated would be the Nelson-Woodward House (Peaceful Grove Methodist Church), Trunk Highway 3/Old Highway 61 (E. Pt. Douglas Rd.), and the Elmer Furber House. Because several property owners have expressed interest in having their buildirigs listed as soon as possible, the Committee agreed to look at the noxninations list at their next meeting. CLG GRAN'T CHPO Vogel reported that on April 5, 2001, the grants committee recommended approval of the Old Cottage Grove preservation planning report project, but denied funding for the historic properties disaster management plan. The $5,000 in federal grant funds will be matched with in-kind and donated professional services — there will be no need to request additional matching funds through the city's general fund budget. The project start date is October 1, 2001, with a July 31, 2002, completion deadline. CURRY MOUNDS Chairperson Golusky asked about the status of the Curry Mound Group. CHPO Vogel replied that no action had been taken to inform property owners along 113�' Street of the presence of prehistoric Native American burials along the bluff overlooking the Mississippi River. A full report will be provided to the ACHP at its June 12 meeting. MEETING ATTENDANCE POLICY There was a brief discussion of the City Council's recent reconsideration of city policy with regard to citizen advisory commission meeting attendance. Staff was directed to inquire whether the new advisory commission policy would extend to the ACHP.
