ADVISORY COMMITfEE ON HISTORIC PRESERVATION
City of Cottage Grove, Minnesota
MINUTES OF REGULAR MEETING
June 12, 2001
Cali to Order
Pursuant to due call and notice thereof, a meeting of the Advisory Committee on
Historic Preservation (ACHP) was held at the Historic Cottage Grove Town Hall, 9540
Islay Ave. So., on the 12th day of June, 2001.
Chairperson Golusky called the meeting to order at 7:00 p.m.
Roll Call
The following voting members were present: Gary Golusky (chair), Kip Sundgaard, Keith
Kleinsasser, Glen Brown, and Mickey McBride.
The following ex-officio members were also present: Herb Japs (Planning Commission
representative) and Robert Vogel (City Historic Preservation Officer).

The minutes of the April 10, 2001, regular meeting were approved as mailed.
Curr�r,Mounds
CNPO Vogel reported that a letter had been sent to owners of property along 113cn
Street, informing them that it was believed that development in the early 1960s had
destroyed a group of prehistoric Indian burial mounds in the general vicinity of the
House's Island View subdivision. The city received a response from one long-time
resident of the area, who reported that he had personal knowledge of another cluster of
earth mounds along the bluff on what is now the 3M Cottage Grove property. The
Historic Preservation Division will investigate and attempt to authenticate any previously
unrecorded above-ground resources in the area.

CHPO Voge) advised the� Committee that the historic Healy house and barn, 10287 Pt.
Douglas Road, had bee� sold and that the new owners had applied for a historic
property conditional use permit. The purpose of the CUP was to allow for the creation of
an apartment in the Hea�y house, rehabilitation and continued use of a former poultry
house as a single famiiy �dwelling, and conversion of the old barn to office space. Staff
had recommended appro�ral of the CUP, which received a positive recommendation from
the Planning Commission� City Council action is expected on June 20.
Cedarhurst
CHPO Vogel provided t�e Committee with an update on the status of Historic
Cedarhurst, 6940 Keats AYenue, which is currently being offered for sale.
Agriculturai Heritage
The Committee discussed "living history" farm sites in the Midwest and plans to use the
Great Grove Get Togethe for ag heritage education. A"machinery hill" type exhibit of
farming equipment and horse-drawn plowing demonstration were suggested as
possible events for the 20�2 community festival.
Town Hall Rehabilitati n
CHPO Vogel informed th Committee of plans to rehabilitate and reuse the historic
building. Public Works has budgeted for painting the exterior this summer and there has �
been public interest in ho ding a"fix-up day" with volunteers. Members discussed the
work that needed to be d ne and the adaptability of the building for various uses. The
Committee directed staff t organize the first annual town hall volunteer work day for
Saturday, July 14.
Policy on Demolitions
The Committee reviewed �HPO Vogel's memorandum of �une 1 regarding permits for
demolition of buildings mo�e than 50 years old and discussed a policy statement.
Mr. Kleinsasser moved that the ACHP request the City Council to adopt the following
policy statement with regar�l to demolition permits:

For properties that have not been listed in or determined eligible for the City Register of
Historic Sites and Landmarks, the City Historic Preservation O�cer shall be notified
whenever a permit is requested for the demolition of a building that is more than 50
years old. At the request of the City Histo�ic Preservation Officer, issuance of the
demolition permit may be withheld for up for five (5) business days, to allow the city to
record pertinent historical and architectural data about the building. If the
administrative delay in issuance of the permit will result in unreasonable hardship to the
property owner, the Director of Community Development may reduce the waiting
period.
The motion was seconded by Mr. Sundgaard and approved, 5-0.
If approved by the Council, the new policy would be incorporated in the city's
comprehensive historic preservation plan.
Mitigation Treatments
The Committee reviewed CHPO Vogel's memorandum of June 1 and his
recommendations for a policy concerning strategies for mitigating the adverse effects of
development projects on historic resources. There was consensus that the city needs a
written policy to guide decisions about historic buildings and sites that cannot be
preserved in place. CHPO Vogel was directed to distribute the draft policy statement for
review and comment by members of the Community D�velopment Department staff. The
ACHP wiil take this matter up again at its next regular meeting.
Priorities for City Register No�minations
The Committee discussed CHPO Vogel's recommended that the ACHP prioritize the list
of historic prvperties that have been determined eligible for nomination to the City
Register of Historic Sites and Landmarks. Draft nomination documents have been
prepared for five historic sites: the Bailey House, 7858 Pt. Douglas Rd., the Elmer Furber
House, 8715 - 80Lh St., the Healy House, 10287 Pt. Douglas Rd., the Nelson-Woodward
House, 8578 - 90�h St., and the Trunk Highway 3 historic site on Pt. Douglas Rd.
Nomination documents for the Old Cottage Grove Historic District will also be ready in
the fall of 2002.
There was consensus that the next property nominated should be the Healy House,
followed by the Nelson-Woodward House. CHPO Voge! stated that he would assemble
the draft nomination documents for the Healy property and distribute them for review
by the Technical Review Committee and the Minnesota Historical Society.

Citv Historic Preservajtion Ordinance Anniversarv
The City Council adopted'�ordinance no. 355 on August 18, 1981, which makes this year
the 20th anniversary of the founding of the city preservation program. Members of the
Committee expressed a desire to celebrate this achievement by inviting the City Council
and other interested partles to a reception at the Historic Town Hall. Staff was directed
to make the necessary arr}angements.

Recognition Program
By consensus, the Commi ee approved CHPO Vogel's proposal to issues °certificates of
appreciation° to individua s who made important contributions to the success of the city
preservation program. A esign for the certificate will be provided to the ACHP at their
next regular meeting. �
Change in ACHP Meet�nq Date
Due to members' scheduling conflicts, the date of the next regular ACHP meeting was
changed to Tuesday, Aug�st 7.
