HomeMy WebLinkAbout2001-08-07 ACHP Minutes r . � ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING August 7, 2001 Call to Order Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 - 80th St. So., on the 7Lh day of August, 2001. Chairperson Golusky called the meeting to order at 7:15 p.m. Roll Call The following voting members were present: Gary Golusky (chair), Keith Kleinsasser, Glen Brown, and Mickey McBride. The following ex-officio members were also present: Herb Japs (Planning Commission representative) and Robert Vogel (City Historic Preservation Officer). Minutes of April 10. 2001, Meetinq The minutes of the June 12�, 2001, regular meeting were approved as mailed. 1881 Town Hall Before the regular meeting was called to order, the ACHP hosted a reception at the 1881 Town Hall in Langdon. Staff described the �uly 14 "fix-up day" as an unqualified success and reported that Public Works will paint the exterior later this year. The Committee reviewed the state of rehabilitation work and plans to replace the damaged door and moldings. 1 z � Historic Pro ert Dis ster Plan CHPO Vogel reported b iefly on the progress of the project. A draft of disaster preparedness goals and r sponse objectives will be presented at the October meeting. Cedarhurst , Staff reported that Histori Cedarhurst has been sol,d to Mr. True Thao of St. Paul, who plans to move into the residence and continue to use the property for meetings, receptions, etc. Mr. Tha has expressed an interest in restoring the property and has promised to invest a signi icant amount in restoration and rehabilitation work. Miti ation Treatment olic The Committee reviewed HPO Vogel's memorandum regarding mitigation of impacts to historic properties. Motion by Mr. Kleinsasser that the City amend the comprehensive plan by adding the following policy statemen : Whenever adverse effects=to heritage resources cannot be avoided, the approp�iate onservation treatment wilf be applied to mitigate the loss of historical, architectural, a cheological, or cultural value. Mitigation strategie5 include, but are not limited to: relo ation of a building or structure to a new site with compatible surroundings; architectura recordation (photographs, drawings or sketches, and written information) prior to movi g or demolition; salvage of architectural elements for reuse or for curation in a mus um; and archeological salvage excavation to recover data before a site is destroyed. The motion was seconded y Mr. Brown and passed, 4-0. Recognition Program � There was consensus that he Historic Preservation Division and the Advisory Committee on Historic Preservation should from time to time recognize individuals and organizations who contrib te to the succes� of the city preservation program. CHPO Voge! recommended that certificate of appreciation be awarded to Mr. Brent Peterson of the Washington County istorical Society for his work on the historic exhibits at City 2 Hall. There being no objections, Chairperson Golusky and CHPO Vogel signed the certificate, which will be presented to Mr. Peterson at the next WCHS board meeting. Healy House There was consensus that the Healy House (Hope Glen Farm) property at 10287 Pt. Douglas Rd. should be nominated to the City Register of Historic Sites and Landmarks. Chairperson Golusky directed staff to prepare the necessary nomination documents and present the draft preservation planning report at the next ACHP meeting. Curry Mounds CHPO Vogel reported that he was working toward obtaining landowner permission to conduct a walk-over inspection of reported mounds along the Mississippi River bluffline near the 3M Cottage Grove facility.
