MINUTES OF REGULAR MEETING
December 12, 2001
Call to Order
Pursuant to due call and notice thereof, a meeting of the Advisory Committee on
Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 - 80th St.
• So., on the 9th day of October, 2001.
Chairperson Golusky called the meeting to order at 7:00 p.m.
Roll Call
The following voting members were present: Gary Golusky (chair) and Mickey McBride.
The following ex-officio members were also present: Herb Japs (Planning Commission
representative), Diane Fredrickson (Parks Commission representative), Rod Hale (Council
liaison) and Robert Voge� (City Historic Preservation Officer).
Ms. Fredrickson informed the Committee that she was moving out of state and would
therefore be resigning from the Parks Commission early in 2002. Chairperson Golusky
thanked her for her service on the ACHP.
Minutes of October 9. 2001, Meetina
The minutes of the October 9, 2001, regular meeting were approved as mailed.
Old Cottage Grove Historic District
CHPO Vogel gave a brief oral report on the status of the Old Cottage Grove Historic
District study. No significant problems have been encountered and the project is on
schedule for completion in July, 2002.

Town Hall Rehabilitation
CHPO Vogel informed the Committee that the 1881 Town Hail had been painted by the
Department of Pubiic Works and that all of the major work planned for 2001 had been
completed, including instailation of a new door and replacement of damaged siding.
With the unanimous consent of the Committee, CHPO Vogel and Chairperson Golusky
will present a certificate of appreciation to Building Official Bob LaBrosse in recognition
of his work at the historic site.
Comprehensive Plan Amendments
Staff informed the Committee that the demolition and mitigation policies adopted by the
ACHP have not yet been acted on by the Planning Commission. However, action is
expected early in 2002.
Actricylture Heritage Education
The Committee reviewed its year-long discussion of enhancing agriculture history
education. CHPO Vogel reported that he had discussed the concept of an "ag heritage
education center" with a number of educational and philanthropic organizations but was
unable to identify any parties who were ready to consider such a project in South
Washington County.
I There was consensus that the city should continue to promote agriculture heritage
' education through publications, tours, and preservation of farm heritage resources.
Chairperson Golusky directed staff to propose a"machinery hill" type exhibit of farming
l i implements for the consideration of the 2002 Great Grove Get Together organizers.
I Healy House Nomination
CHPO Vogel informed the Committee that the Planning Commission and the Minnesota
Historical Society had completed their review of the draft Healy House (Hope Glen Farm)
preservation planning report. All comments received have been favorable.
Chairperson Golusky moved that the Healy House be formally nominated to the City
Register of Historic Sites and Landmarks. The motion was seconded by Mr. McBride and
passed unanimously.
CHPO Vogel requested and received the Committee's consent to hold back the
nomination from the City Council until January, 2002, to allow the property owners,

Michael and Paula Bushilla, additional time to review the nomination documents. Mr. and
Mrs. Bushilla have repeatedly expressed their enthusiastic support for registering the
property as an historic site but much of their attention has been focused on major
rehabilitation work involving the chicken coop cottage and the barn.
Historic Preservation Brochure
CHPO Vogel informed the Committee that he had met with Margo Doten (editor of the
city's newsletter) to discuss a historic sites marketing brochure. The finished product is
expected in January, 2002.
Certified Local Government Grant Application
Chairperson Golusky announced that the State Historic Preservation Office (SHPO) had
requested grant applications from Certified Local Governments (CLGs) for federal pass-
through grants-in-aid. Fiscal Year 2002 grant funds will be available for projects
completed between October, 2002, and July, 2003. There was discussion of the CLG
grant program and the use of federal funds for past historic preservation projects in
Cottage Grove.
CHPO Vogel recommended that the city apply for between $5,000 and $8,000 in CLG
funds for a"thematic study" of heritage resources associated with the Mississippi River
in Cottage Grove because the 2020 comprehensive plan identifies Lower Grey Cloud
Island locality as a priority for preservation planning delineates a historic study unit for
resources relating to historic American Indian and pre-1838 Euro-American sites.
Members of the Committee noted that while the city has identified a number of
significant archeological sites and historic buildings at Grey Cloud, very little work has
been done to locate and assess cultural resources along the bluffs, on the "outer
islands," or the areas submerged since 1930 by the Hastings dam.
The CHPO was directed to submit a"pre-application" outline of the proposed thematic
study to the SHPO. If the SHPO comments are favorable, the Historic Preservation
Division was directed to seek the necessary administrative approval to prepare a CLG
grant application.
Grey Cloud Bridqe
Council member Hale and Parks Commission representative Fredrickson gave a
presentation on the status of planning for repairing flood damage at the Grey Cloud
bridge and fill. They informed the Committee that the city is also considering

development of a public access facility on the Grey Cioud Slough that could involve the
Grey Cloud Mound Group.
Trails
Parks Commission representative Fredrickson reported on planning for pedestrian
trailways in the city that would also provide access to historic sites.

There being no further business, the meeting was adjourned at 9:15 p.m.
